Questions and Answers
1. Due to the limited number of delivery events forecasted per year and the hours listed in CLINs 1001, 1003, and 1005, does the Government require each TSO to report to the assigned DEA location year-round, including periods between delivery events?
ANSWER: TSOs are only to report when there is a transportation event.
2. What are the job duties of the TSOs assigned to Alpine, TX, and Laredo, TX? Due to the limited number of delivery events forecasted for each year and the fact that each delivery event typically involves a team of 3-6 TSOs, why is the vendor required to station a limited number of TSOs in Alpine and Laredo?
ANSWER: There is no destruction events from the Alpine, TX, DEA location. As for the Laredo, TX TSOs, they don’t have to be stationed in Laredo, TX. However, DEA will not be responsible for any TDY costs if the TSOs are physically located in another city.
3. What does “each” refer to as the unit of measure for the quantities listed in CLINs 1002, 1004, and 1006?
ANSWER: Each, refers to a transportation event.
4. In addition to the one forecasted transportation event from Houston to Pasadena, TX per year, how many transportation events per year are forecasted for the Houston Division Office area of responsibility?
ANSWER: One event is the most amount of transportation events for the Houston to Pasadena, TX transportation events.
5. What is the forecasted number of delivery events involving the McAllen Destruction Facility, and what are the likely points of origin for the McAllen deliveries? For example, how many, if any McAllen deliveries originate from Houston?
ANSWER: In FY 2019 we averaged 47 delivery events to the McAllen Destruction Facility. Only one originated from the Houston office.
6. What is the maximum cargo weight the Government anticipates loading on/in each vehicle?
ANSWER: 10,000 – 15,000 pounds is the average.

7. Referring to page 27 point 2 of the PWS, what type of hazardous waste/material (HAZMAT) should the vendor be prepared to transport, and which UN code is applicable? Will the driver need to have a HAZMAT certification? Please explain how the security applications for contractor personnel deliverable in this section is affected by HAZMAT considerations.
ANSWER: The vendor will only be utilized to transport marijuana and will not be transporting any known hazardous waste/material (HAZMAT). This excludes need for UN code or HAZMAT certification. Security applications will not be affected.
8. Is the vendor required to have a business license in each TSO location?
ANSWER: The vendor should be licensed in the state the business is registered. If additional licenses are needed for states outside of the registered business, it is the contractor’s responsibility to determine the need for additional license(s).
9. What size SUV does the Government require? Is a mid-size SUV (Explorer) acceptable?
Or does the mission require a full-size SUV (Tahoe)? Does the Government anticipate transporting controlled substances in the SUVs? Or are the SUVs solely intended to transport TSOs during delivery events?
ANSWER: The SUVs are solely intended to transport TSO personnel during delivery events. SUV is to accommodate the TSO team.
