ANSWERS TO QUESTIONS

15DDHQ20R00000004 AMEND 0002

1. We would like to ask a follow-up question to determine the total number of transportation events anticipated for each DEA Field Division. In short, for CLINs 0002, 0004, and 0006, does "each" refer to the estimated number of hours for all events? Or does "each" refer to a round-trip transportation event?

ANSWER: “Each” refers to a round-trip transportation from a DEA office to a destruction facility. The TSO’s will also be expected to load the drugs into a vehicle the day before transporting the drugs to the destruction facility. This allows the team to leave early in the morning the day of the transportation to the destruction facility.

2. We reviewed the solicitation and the Q & A responses in detail to try to determine the overall level of effort required for this solicitation, and found what appear to be inconsistencies between the CLIN entries and the text within the body of the solicitation:

• Page 25 of the solicitation lists the number of El Paso to Tucson trips as “approximately

4 times a year,” which differs from the "120" listed for CLIN 0002. If the 120 quantity is meant to represent hours instead of trips, that number would appear to match the level of effort for 4 trips over the course of a year.

ANSWER: Yes, 120 represents hours.

• Page 25 of the solicitation lists Phoenix to Tucson trips as “approximately twice a quarter,” or 8 trips per year. CLIN 0006 lists 840 for "each" event. As noted above in the El Paso to Tucson question, 840 labor hours would appear to be consistent with 8 trips per year.

ANSWER: Yes, 840 is labor hours.

• Page 25 of the solicitation does not provide an estimated number of Houston to McAllen, TX transportation events, but the Government's answer to question 3 listed 47 as the number of transportation events for the McAllen, TX Destruction Facility. However, CLIN 0004 lists 747 for "each" event.

ANSWER: The Houston DEA Office will not be using this contract. However, the McAllen, TX, Laredo, TX, Corpus Christi, TX and Brownsville, TX offices report directly to the Houston Division DEA Office. Therefore, the 47 events listed on CLIN 0004 are for the McAllen, TX, Laredo, TX, Corpus Christi, TX and Brownsville, TX offices.

3. In summary, if the Government could clarify the level of effort anticipated for each DEA

Field Division and express that level of effort in a consistent unit of measure - preferably round trip transportation events - in both the CLIN entries and the body of the

solicitaiton, it would assist vendors in developing the most accurate pricing figures for inclusion in Volume II of our proposals.

ANSWER:

The McAllen, TX destruction events would consist of reporting the day before to the DEA office to load trucks, which typically take approximately 3-4 hours. The transportation team then returns the next day between 6:00 am -7:00 am to go to the destruction facility in the same city and are normally finished by 5:00 pm.

The Laredo, TX, Corpus Christi, TX and Brownsville, TX offices are further away from the McAllen Destruction Facility. All offices need a loading day (3-4 hours) the day before the destruction event. The Corpus Christi and Brownsville office destruction events are completed within 8 hours. The Laredo destruction event take approximately 12-13 hours to complete due to the distance from the McAllen Destruction Facility.

The El Paso Division requires a loading day the day before and they travel to the Tucson destruction facility. Their destruction event requires TDY costs due to distance from the El Paso Division.

The Tucson Office also need a loading day the day before the transportation event. They typically take 5

– 6 hours to finish a destruction event.

4. The schedule sheet page 6 states qty and hours with location for pick up and drop off, as well as destruction hours. On page 25 it gives brief description of 2 pick up and drop off quarterly. What will be the number of drop off and pick ups and are we billing on the actual drop off and pick ups or For the time that we are making our self available for the potential drop offs and pick ups?

ANSWER: All pick-ups and drop offs will be scheduled. There will be no "availability pay".

5. The contract also states we need to have a quality assurance program. Does that have to be an external company or can it be an appointed person who is dedicated solely to quality assurance internally.

ANSWER: The Offeror should follow the instructions in the solicitation and use its best judgement in proposing its quality assurance plan.
