STANDARD FORM 30 (REV. 10-83)

Prescribed by GSA FAR (48 CFR) 53.243

The following answers are provided to questions submitted by interested parties:

Q1: Is there a time allowance for questions to be asked?

A1: It was noted in the solicitation.

Q2: Do you have an idea of the volume of the controlled substances being collected?

A2: We cannot provide estimates or guarantees on volume of hazardous waste or suspected controlled substances requiring adulteration that will be collected.

Q3: What types of bulk waste will be expected & will it have its own line item for the quote?

A3: Hazardous waste characteristic categories are broken down in the Appendix A- Prices/Rates. Any container removed that is over 5 gallons in capacity would be classified as Large and would be billed appropriately. Containers over the capacity of 55 gallons are not anticipated.

Q4: Will this contract include waste from laboratories within each region? If so, will the wastes collected be the same as ACS waste or lab type waste?

A4: Yes, this contract includes waste generated from both DEA and FBI laboratories. A listing of these locations are in Appendix E- Generating Facilities. The waste streams from a laboratory and the ACS containers may be different. Typically, waste generated from our laboratories will be D waste with very few if any F, P, or U listed waste.

Q5: Will the background check be comparable to the previous contract?

A5: No, the security background requirement will be less stringent as this contract requires a clearance for non-sensitive positions with escorted access.

Q6: Can we add categories for waste that is categorized as flammable acid, flammable base, or flammable solids? Will an addendum be accepted for these type of wastes?

A6: No, there will be no addendum accepted. Flammable acid, base and solids can be billed under the Ignitable Waste (D001) CLIN 0004 and 0005 in Appendix A

Q7: Regarding the labels mentioned in the bid, do they have to be vinyl? Also, do they need to be the colors described?

A7: All DOT shipping labels and packaging must meet all applicable legal regulations and transportation requirements including 49 CFR 172.400 Subpart E- labeling and examples of materials are referenced in Appendix B. Yes, it is recommended that the labels be vinyl but the color may vary for some.

Q8: Can a bulb tube be used in place of a box?

A8: Yes, as long as all packaging is in accordance with all applicable regulations including UN specification packaging requirements

Q9: Has the trend for the ACS site declined or increased? Is the trend expected to increase?

A9: The frequency of pickups and quantity of waste collected from ACS sites cannot be guaranteed or predicted. The trend can greatly fluctuate based on many factors including location.

Q10: If analysis is required for unknowns, will there be a requirement to ship with the list of waste provided to the contractor? Analysis takes time to complete & results are not immediate.

A10: No, there is not a requirement to ship unknowns with the other waste provided on the inventory list. If it is necessary to perform testing/analysis of an unknown, the time it takes to obtain results will be taken into account.

Q11: We would like clarification regarding the bid. It appears that the pricing you want is for the entire region to be the same. It would be more to your benefit for us to give you separate pricing by state. For example, the Mid-Atlantic Region: The cost to do transportation would be a lot less for West Virginia as opposed to South Carolina. If we price out everything in the region to be the same, you will be paying more per container for us to pick up in West Virginia than in North Carolina. Please verify if you want pricing per state or the entire region to have the same price.

A11: We would like for the vendor to submit pricing on Appendix A for each area that makes up a region.

For example:

Region 1 is broken down into (3) areas:

• RM-1A Rocky Mountain Region (Area A) – Washington, Oregon, Idaho

• RM-1B Rocky Mountain Region (Area B)- Montana

• RM-1C Rocky Mountain Region (Area C)- Wyoming, Utah, Colorado

There would be (3) separate pricing sheets (Appendix A) submitted if the vendor put in for Region

1. There may be more than one state covered in each of these areas.

Q12: In section B.1 it says that “the Government intends to award seven separate single-award…contracts”. However, in section M.3 it says “For each geographic region, the DEA reserves the right to award a single IDIQ contract” A12: This is a typographical error, and has been corrected.

Q13: How many people are required to perform the scope of work? A crew of one person or two people?

A13: A crew of one person can perform the work.

Q14: “EVALUATION OF VOLUME III BUSINESS PROPOSAL” (Section A, subsection G) In this part of the solicitation, reference is made to comparing the Offeror’s submission against an “Independent Government Cost Estimate (IGCE)”. Where can this IGCE be found? Is it available for review?

A14: This is not available for review.

Q15: In section B.1 it says that “the Government intends to award seven separate single award…contracts”. However, in section M.3 it says “For each geographic region, the DEA reserves the right to award a single IDIQ contract” ….suggesting that the government may also offer multiple awards in a single geographic area. Whether single or multiple awards are awarded, makes a huge difference in the bidding process since the Appendix A1 pricing applies pricing to the entire geography and an Offeror’s cost are therefore average across all states within the contemplated geography. If the government is contemplating individual state awards, can pricing then be on a state-by-state basis?

A15: Both references states the same thing. The government is not contemplating individual state awards, but seven single IDIQ contracts per region.

Q16: In the Notes of Appendix A1 it says, “CLIN 0001, 0002 and 0003 may only be billed when servicing ACS sites or with COR approval.” In appendix F “Generating Facility/ Location/Estimated Events per Year”, the event tables include both ACS and non-ACS generating facilities. Thus if this means what it says, as a contractor, we would get compensated for some mobilizations and not compensated for others. Given the wildly uncertain estimated events per year, it is almost impossible to create a pricing structure with any degree of certainty. Uncertainty requires significant price escalation to account for unknown possibilities. Can the contract be changed so that CLIN’s 0001- 0003 are applied for each mobilization event regardless of whether that event is an ACS or non-ACS generating facility?

A16: The government will ensure the contract will support both types of work based on the pricing provided for ACS and non-ACS work. Additional information will be provided on 1/13/2020.

Q17: Can the submission deadline be extended in order to provide at least a seven day preparation period?

A17: The solicitation’s submission deadline is extended to 11 AM Eastern Standard Time, January 17, 2020.
