500MHZ NUCLEAR MAGNETIC RESONANCE INSTRUMENTS

SOLICITATION 15DDHQ18Q00000191

QUESTIONS & ANSWERS

AUGUST 27, 2018

Q1. The SOW mentions 9 systems (6 in 2009 and 3 in 2013), and lists 8 sites, while page 2 shows a list of only 5 items (5 NMR’s). We can submit for nine instruments, how would you like this spelled out on the response?

A1. The solicitation is to establish a Blanket Purchase Agreement (BPA) for a performance period of five years. The mention of nine (9) systems is to provide the historical background of the requirement and we currently anticipate the procurement of nine (9) instruments to replace the existing equipment, within the performance period of the BPA. The eight (8) sites listed are the sites that currently require the equipment; one location requires two instruments. The locations are not limited to those listed. There is potential for other labs to issue call orders under this BPA therefore, there is potential to order more than nine (9) instruments. The CLIN structure is for vendors to propose annual pricing for the minimum of one (1) instrument in accordance with the specifications.

Q2. Under SOW, Sample Changer requirement, 9.4.b states “ADA compliant sample access for height and reach”. Please supply the ADA requirements for sample changer compliance so that we can determine if we comply or not.

A2. Sample positions should be accessible outside the magnet’s 5 gauss line and at a height that does not require a step stool (waist high is preferred). This will provide improved safety for our chemists.

Q3. Under SOW 9.6.i.ii states “Open VnmrJ including automatic spectral processing once acquisition completes” This is too vague for us to respond to. Please give details. Does this mean having the capability to just open the file, Fourier transform, phase, and integrate? If this requirement involves more than this please state what.

A3. We require the same automated processing capability as we currently have. Upon spectral acquisition and upon request (reprocessing spectra) data must be automatically sent to Open VnmrJ software, processed utilizing our customized processing routine that we will provide and install on top of Open VnmrJ, and electronic (i.e. pdf) report generated and saved as specified for each chemist. Open VnmrJ must be installed, configured to process the instrument’s spectra (1D and 2D), and accessed via the instrument manufacturer’s processing software, especially upon data acquisition. Open VnmrJ must be accessible via the instrument’s CPU (the same computer as used to control the instrument) for updates and processing spectra manually. Vendor software must accept additional parameter fields required for documentation and quantification. These parameters must be sent to Open VnmrJ. Vendor must install Open VnmrJ with the capability of processing the instrument’s spectra, and automatically send data to it upon acquisition.

Q4. RFQ stated DEA would be purchasing a total of 9 500 MHz NMR systems. However, under section 2 “Schedule of Supplies/Services” only 5 line no. are listed with each item no.

listing a quantity of 1.

A4. Please see response for Q1.
