DEA Laboratories
Statement of Work (SOW)
Nuclear Magnetic Resonance Instruments
1. Background The Drug Enforcement Administration (DEA) Office of Forensic Sciences (SF) identifies and quantitates controlled substances in support of the controlled substances laws and regulations.
Nuclear Magnetic Resonance (NMR) spectrometers provide structure related information that complements other instrumental techniques. NMR is a confirmatory technique for isomer differentiation, identification, structure confirmation, and structure elucidation. NMR spectra provide purity and structure confirmation for authentication of reference materials. Spectra from reference materials are utilized in the identification of components in unknown substances. Sample spectra are currently automatically searched against a database for possible spectral similarities to aid chemists in qualitative analysis. For quantitative analysis, NMR is the only technique that can quantify at any purity level without requiring the compound of interest. One material of known purity can be used to quantify all components in solution from one spectrum. Current processing methods are completely automatic. New methods must require minimal input from a chemist and provide measurements within 1% uncertainty.
2. Objectives
SF requires improved NMR instruments with higher sensitivity, better resolution, improved fluorine capability, automated database spectral searching, and automated purity determination.
3. Scope The DEA laboratories (SFL1-SFL8) utilize Nuclear Magnetic Resonance (NMR) instruments for both qualitative and quantitative analysis. The laboratory system currently has nine Varian or Agilent 400 MHz instruments, six installed in 2009, and three installed in 2013.
Assuming a ten year replacement cycle, all require replacement within five years. Agilent purchased Varian in 2010, and in 2014 stopped providing NMR instrumentation.
This Blanket Purchase Agreement (BPA) will provide a seamless means of replacement and ensure the highest capability at each site. New instruments should have improved sensitivity and resolution to improve identification and quantification of controlled substances, especially for those at low purities. Increased capabilities with fluorine decoupling will ease identification, structure elucidation and purity determination of fluorine containing compounds.
4. Tasks The Contractor shall provide all necessary personnel, equipment, tools, and other items or services, to include travel, as required to provide the following:
a. Delivery and on-site installation of 500Mhz NMR instrument(s), as specified in this SOW, at each location as determined by DEA. Upon delivery, the Contractor shall provide documentation of system suitability and validation of quantitation.
b. Removal of old/existing NMR instrument
c. All necessary operational training at each location and/or at the contractor’s facility following the acceptance of each instrument.
