Questions and Answers Summary

This document is a Questions and Answers (Q&A) file issued by the Federal Bureau of Prisons (BOP) in response to a Request for Information (RFI) for Springfield, Illinois Area Residential Reentry Center (RRC) and Home Confinement (HC) services. The RFI number is 15BRRC27R with a related presolicitation notice 15BRRC27R00000013. These responses provide preliminary acquisition-planning information only and do not constitute a binding solicitation, authorize performance, or establish evaluation preferences; final requirements and evaluation criteria will be stated in the formal solicitation.

BOP seeks an Indefinite Delivery Indefinite Quantity (IDIQ) services contract from a single provider to furnish both RRC and HC services under separate line items for male and female Federal offenders in the Springfield area. The anticipated contract structure includes a one-year base period and four one-year option periods, covering May 1, 2028, through April 30, 2033, with a possible six-month extension. Base-year requirements include 26 RRC beds (22 male, 4 female) and 13 HC placements, with estimated maximums of 50 RRC beds (43 male, 7 female) and 25 HC placements; HC placements are separate from residential bed requirements. The contractor must provide all services including programming, reporting, and facility operations. HC service radius is anticipated at 200 miles from the proposed RRC facility. The solicitation will specify required facility status at proposal submission, evidence of site control, zoning, permits, facility inspection procedures, design requirements, fire and life-safety standards, supervision protocols, staffing qualifications, direct-employment requirements, and mandatory physical security systems. No Government-furnished land or property has been identified, no special evaluation preferences are established for facility relocatability or expanded capacity, and prior BOP RRC contract experience is not required for prime contractor eligibility.

FEDERAL BUREAU OF PRISONS

Questions and Answers Springfield, Illinois Area RRC and Home Confinement Services

Sources Sought / RFI: 15BRRC27R

Related Presolicitation Notice: 15BRRC27R00000013

Questions have been paraphrased and consolidated for clarity and to omit vendor-identifying and business-specific information. These responses provide preliminary acquisition-planning information only. They do not constitute a solicitation, authorize performance, or establish evaluation preferences. Final requirements, proposal instructions, evaluation criteria, and contract terms will be stated in the solicitation and any amendments.

General scope

Q1. Is BOP seeking only housing availability for recently released individuals?

A. No. The contemplated requirement is for Residential Reentry Center (RRC) services and Home

Confinement (HC) services for male and female Federal offenders, not housing alone. Current planning identifies the March 2022 Residential Reentry Center Statement of Work (SOW), including Chapter 10 and other applicable provisions addressing HC. The Government anticipates requiring one provider to furnish both services under separate line items.

Facility ownership and acquisition approach

Q2. Does the RFI establish evaluation preferences for Government ownership, reusable infrastructure, or long-term facility lifecycle savings?

A. No such preferences are established in the RFI. The contemplated requirement is for RRC and HC services under an IDIQ services contract. Suggestions concerning alternative approaches may inform market research. Any adopted acquisition approach and evaluation criteria will be identified in the solicitation.

Q3. Does the contemplated procurement include purchase, lease-to-own, purchase-option, or other facility financing arrangements?

A. Those arrangements are not established in the RFI. This Q&A does not authorize or commit the

Government to a separate facility purchase or financing arrangement. Any such arrangement would require further acquisition, funding, and legal review before inclusion in the solicitation.

Q4. Will a contractor-owned facility’s ability to be relocated and reused receive favorable consideration?

A. The RFI does not establish a separate evaluation preference for reusable or relocatable assets. The solicitation will identify the requirements and evaluation criteria applicable to proposed facilities and pricing.

Capacity flexibility

Q5. Will the ability to expand or contract facility capacity receive favorable technical consideration?

A. The RFI does not establish an evaluation preference for adjustable physical capacity. The solicitation will specify required capacity and evaluation criteria. Physical flexibility does not independently authorize changes to contractual capacity or requirements.

Q6. Will accelerated facility expansion receive separate evaluation credit?

A. No separate evaluation credit for accelerated expansion has been established through the RFI. Any expansion would remain subject to applicable contract requirements and required approvals.

Q7. May unused facility space be removed, repurposed, or relocated if demand declines?

A. The RFI does not authorize reductions or changes to required facility capacity. Any proposed change would need to be assessed against the resulting contract’s requirements and approval provisions.

Programming and Home Confinement

Q8. Does the requirement contemplate 50 residential placements and 25 HC placements?

A. The anticipated estimated maximum is 50 in-house RRC placements and 25 HC placements. HC placements are separate from the in-house bed requirement and are not an additional 25 residential beds.

Applicable programming, reporting, and facility requirements will be identified in the solicitation and SOW.

Q9. Will enhanced onsite medical, behavioral-health, substance-use treatment, or counseling facilities receive favorable evaluation consideration?

A. The solicitation will identify required services and evaluation criteria. The RFI does not establish additional evaluation credit for services or facilities beyond those requirements or authorize changes to the required service-delivery approach.

Q10. Will satellite reporting locations, remote participation, or alternative HC reporting arrangements be permitted?

A. The anticipated HC service radius is 200 miles from the proposed RRC facility. The RFI does not authorize satellite locations, remote reporting, or departures from applicable SOW requirements. Any permitted alternatives and approval procedures must be addressed in the solicitation or otherwise authorized under the resulting contract.

Facility configuration and Government property

Q11. Does this Q&A approve multistory facilities or establish evaluation credit for gender separation by floor?

A. No particular configuration is approved by this Q&A. Proposed facilities must meet the solicitation’s applicable design, accessibility, fire and life-safety, supervision, and separation requirements. Any evaluation credit will be determined under the published evaluation criteria.

Q12. Is Government-furnished land or property identified for this requirement?

A. The RFI does not identify Government-furnished land or facilities. Interested parties should not assume

Federal property will be made available unless the solicitation expressly provides for it.

Q13. May an offeror construct and operate the facility on Federal property?

A. No such arrangement is authorized or established by the RFI. Any Government-property arrangement would require separate review and express inclusion in the acquisition documents.

Q14. May a proposed facility consist of multiple buildings rather than one conventional building?

A. The RFI does not approve a particular construction method or campus configuration. Acceptability will depend on the final solicitation and SOW requirements. No configuration is preapproved through this Q&A.

Acquisition schedule, site readiness, and quantities

Q15. Is this new capacity or replacement of an existing operating facility?

A. The RFI states that BOP currently does not have RRC and HC services for male and female Federal offenders in the identified area. The contemplated procurement seeks to establish those services. Although the RFI also uses the term “replacement contract,” it does not identify an existing operating facility being furnished to the successful offeror.

Q16. May an offeror propose a facility that will be constructed and made operational after award?

A. The RFI does not establish the facility-completion requirements at proposal submission or award. The solicitation will specify acceptable facility status, required documentation, and operational-readiness deadlines.

Q17. Will a 120-day readiness period apply, and may an alternative construction schedule be proposed?

A. A 120-day readiness requirement is not established in the current RFI. Current acquisition planning anticipates service commencement on May 1, 2028, subject to confirmation in the solicitation. Any required readiness period and provisions for alternative schedules will be stated in the solicitation.

Q18. What contract duration is anticipated?

A. Current planning anticipates a one-year base period and four one-year option periods, covering May 1, 2028, through April 30, 2033, if all options are exercised. The planning package also contemplates a possible six-month extension. Final option and extension terms will be specified in the solicitation; their exercise is not guaranteed.

Q19. Must site ownership, an executed lease, zoning, and permits be secured before proposal submission?

A. The solicitation will specify the required evidence of site control, zoning, permits, and approvals, including when each must be provided. This Q&A does not authorize deferral of those requirements until after award.

Q20. When will BOP inspect a proposed facility, and what construction progress or documentation will be required?

A. Facility inspection procedures, timing, and required documentation will be addressed in the solicitation and applicable SOW. No inspection milestone or minimum construction-completion stage is established by this Q&A.

Q21. What guaranteed minimums and utilization assumptions should offerors use?

A. Current planning anticipates a base-year guaranteed minimum of 26 RRC beds (22 male and 4 female) and 13 HC placements. Anticipated estimated maximums are 50 RRC beds (43 male and 7 female) and 25

HC placements. These figures do not establish a forecast or guarantee of actual average daily utilization beyond the contractual minimum. Final quantities, guarantees, and pricing instructions will be established in the solicitation.

Experience, eligibility, and staffing

Q22. Will management experience operating other types of residential treatment facilities be considered relevant?

A. The solicitation will define relevant experience and how management qualifications will be evaluated.

This Q&A does not determine the relevance or acceptability of any particular individual’s or organization’s experience.

Q23. May proposed personnel’s experience gained at other organizations be considered?

A. The solicitation will specify whether and how proposed personnel experience may be submitted and evaluated. Individual experience should not be assumed to satisfy a separate corporate experience or past-performance requirement.

Q24. May a company without a prior BOP RRC contract compete as a prime contractor?

A. Participation in the RFI is not a prerequisite to competing for a resulting solicitation. The RFI does not state that a prior BOP RRC contract is required. Eligibility, responsibility, experience, and other proposal requirements will be governed by the solicitation.

Q25. How will direct-employment and subcontracting requirements apply to construction, food service, and specialized technical support?

A. The applicable SOW and solicitation will govern direct-employment requirements and restrictions on subcontracting. This Q&A does not approve a proposed staffing or subcontracting arrangement or waive any requirement.

Resident population and security

Q26. What offender classifications and supervision requirements should offerors anticipate?

A. The contemplated requirement serves male and female Federal offenders through RRC and HC placements. Detailed population characteristics and supervision requirements must be confirmed in the solicitation and applicable SOW. The RFI does not establish a specific offense mix or security classification distribution.

Q27. Will BOP furnish security personnel, and are armed guards or licensed correctional officers required?

A. The procurement contemplates contractor-provided RRC and HC services. Staffing responsibilities, qualifications, supervision requirements, and any restrictions concerning weapons must be determined from the final solicitation and SOW. Interested parties should not assume Government-furnished security personnel or a particular guard credential based on the RFI.

Q28. What physical security systems and features are mandatory?

A. Mandatory physical security features will be governed by the solicitation and applicable SOW. This Q&A does not establish a separate checklist or approve omissions or substitutions involving access controls, surveillance, alarms, fencing, supervision stations, or secured storage.
