About this file
This document is an amendment to a solicitation for secure juvenile services. The Federal Bureau of Prisons seeks providers to house male and female federal juvenile offenders located in Maryland, Pennsylvania, Virginia, or the District of Columbia. The amendment adds requirements for covered contractor employees to be fully vaccinated by December 8, 2021 according to CDC protocols. It also requires designation of a lead person for compliance. Revisions include removing substance collection and loading individual program plans into a database after bi-weekly updates for residents receiving positive tests. Expanded drug screening and confirmation methods are also specified.

Contractor shall conduct specimen validity testing and use an Immunoassay test methodology to screen specimens for the presence of the following drugs at the listed cutoffs:
DRUG SCREEN
Amphetamines(Amphetamine, Methamphetamine) 500 ng/mL MDMA, MDA, MDEA (Ecstasy, Adam, Eve) 500 ng/mL Benzoylecgonine 150 ng/mL Cannabinoids 50 ng/mL Opiates (Morphine, Codeine, Hydromorphone [Dilaudid], Hydrocodone)

Specimen Validity Testing As part of the screening test panel, individual special tests, and GC/MS confirmation only testing, the contractor shall perform a specimen validity panel to assess the integrity of the specimen provided. This panel shall include tests for specific gravity, pH, and Creatinine. If the specimen shows signs of adulteration by an in-vitro substance other than water, an attempt must be made to identify the adulterant and, if identified, the adulterant shall be reported. When requested, the contractor shall also provide interpretation of the values reported as part of the adulteration panel utilizing PC 1100. The contractor shall report results of the specimen validity panel utilizing the following criteria:
Dilute:

AND/OR
Specific gravity lower than 1.0030 (quantitation to four decimal places) Report as: “Specimen dilute” Substituted:
Creatinine less than 2 mg/dL (quantitation to one decimal place) Report as: “Specimen not consistent with normal human urine.”

Drug Testing It is requested all RRC contracts, and IGAs under the RRC Statement of Work be modified to replace the current Attachment H of the Statement of Work, with the revised version of Attachment H (attached). Also, replace the sentence of the SOW which states “Upon approval of the RRM, the contractor may exercise the option of employing alternative methods of testing (e.g., test cup, or strip test) with “The contractor may exercise the option of employing alternative methods of testing (e.g. test cup, or strip test).”
Subsistence Any reference to subsistence collection shall be removed from all RRC and IGA Statement of Work and will no longer be required. Subsistence will not be collected from any resident.
