About this file
This Statement of Work (SOW) details the Federal Bureau of Prisons' (FBOP) requirement for an enterprise Automated Medication Dispensing Cabinet (AMDC) system solution to be deployed across approximately 122 facilities nationwide. The FBOP seeks a comprehensive COTS system that will provide perpetual licensing, hardware, software, system integration, installation, technical support, and maintenance for medication management across their correctional facilities. The solution must fully integrate with the FBOP's existing electronic medical record (BEMR) system, support real-time medication tracking, provide robust security controls, and enable precise medication dispensing with features like barcode scanning, biometric access, and customizable reporting.
The contract will be a firm-fixed price award with a base year and potential four one-year option periods. The AMDC system solution must support over 1,645 devices across federal correctional facilities, handling approximately 700,000 transactions per 28-day period. Key requirements include multi-factor authentication, comprehensive auditing capabilities, enterprise-level reporting, role-based access controls, and the ability to track medications from receipt to patient administration. The contractor must provide 24/7 support, on-site and remote maintenance, training for FBOP staff, and ensure compliance with federal security standards including HIPAA, NIST, and Section 508 accessibility requirements. The system must be compatible with the FBOP's BOPNet environment and support various facility configurations from medical referral centers to standard prison pharmacies.

I. BACKGROUND
The Federal Bureau of Prisons (FBOP) is a federal law enforcement agency within the Department of Justice (DOJ). The BOP is responsible for the care, custody, and control of approximately 160,000 federal offenders, both male and female, 145,000 of which are confined in 122 institutional facilities throughout the United States, including Hawaii and Puerto Rico. The BOP also has 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 22 Residential Reentry Management offices.
The FBOP provides healthcare to those 160,000 inmates in the prisons (facilities) geographically dispersed throughout the contiguous United States, Hawaii, and Puerto Rico. Medical services rendered to all federal inmates are governed by Federal law, FBOP policies and procedures, AAAHC, and the Joint Commission and American Correction Association (ACA) standards.
The FBOP’s Health Services Division (HSD) is responsible for providing essential health care services consistent with community standards to these inmates. HSD’s health care mission is to deliver medically necessary health care to inmates effectively in accordance with proven standards of care without compromising public safety concerns inherent to the FBOP’s overall mission.
The FBOP’s electronic medical record (BEMR) initiative is the computerized information system supporting HSD’s health care mission. The BEMR is the main repository and authoritative source of medical data for inmate medical care. The BEMR is a complete electronic health record designed exclusively for corrections and customized to meet the FBOP’s unique requirements. The BEMR spans all disciplines including medical, dental, mental health and pharmacy services and the BEMR is deployed exclusively at 100% of the FBOP facilities.
II. PURPOSE
The FBOP has a requirement for an Automated Medication Dispensing Cabinet (AMDC) system solution for FBOP facilities. The AMDC system solution shall be a leased, enterprise platform strategy for the FBOP. This solution shall include all equipment, software, related vendor AMDC components, turnkey installation, support, and maintenance. The FBOP intends to award a single firm fixed price award for licensing, support, and maintenance of the AMDC system solution deployed in the FBOP correctional environment.
This contract will be in place to govern the standardization and procurement of an AMDC system solution for FBOP clients, and the AMDC system solution will be centrally supported and managed by the FBOP with distributed AMDC system solutions deployed at designated FBOP locations.
The FBOP requires the contractor, under the guidance of the FBOP, to provide a comprehensive off-the-shelf (COTS) automated medication dispensing cabinet (AMDC) system solution for pharmaceutical management and administration services enterprise wide. The AMDC system solution shall support various (large-scale, diverse, multi-site) environments within the FBOP that consist of more than 122 facilities across the United States of America. The contractor’s AMDC system solution must integrate into the FBOP’s existing BOPNet environment and interface with the FBOP’s electronic medical record (BEMR) system. The AMDC system solution must be customizable for the FBOP’s correctional environment.
A customizable AMDC system solution is preferred for the FBOP to adapt its use within the various facility types. The AMDC system solution shall provide HSD staff with access to a standardized system with capabilities encompassing the needs of managing a correctional institution’s health services pharmaceutical processes.
All AMDC system solution components shall be TAA compliant, completely new, and not refurbished, and the contractor shall not add or substitute any AMDC system solution components without prior approval from the contracting officer.
III. PLACES OF PERFORMANCE
The contractor shall comply with all applicable state and federal laws, codes, regulations, and standards governing the facility operations for FBOP facilities. All phases of this project will be performed within the confines of FBOP facilities.
Multiple AMDC system solutions are currently deployed and in use in many facilities within the FBOP. The table shown below is an approximate list of current or soon to be installed AMDCs identified as in use in FBOP facilities including one (1) facility license per site.
