About this file
This document is a Statement of Work (SOW) for tamper-proof PC enclosures for the Federal Bureau of Prisons (BOP). The BOP is seeking a secure PC enclosure solution to use across the BOP without compromising security or functionality for the Adults in Custody (AIC). The hardware should be able to house a Small Form Factor (SFF) or desktop mini PC and be hardened to prevent tampering in a correctional environment. The solution must include options for tamper-resistant or industrial-style peripherals and a 3-year maintenance and support agreement.
Vendors must demonstrate their ability to meet technical and system performance requirements, including compliance with various federal standards and regulations. The vendor is expected to provide a diagram describing the system communications and interfaces. The required vendor-provided hardware includes a 20" to 24" monitor, vandal-resistant keyboard with trackball, recessed USB/audio I/O, and a secured rear panel. The BOP will provide the SFF or desktop mini PC. The evaluation criteria prioritize technical capability and price, with the government reserving the right to award without discussions.

Background The Federal Bureau of Prisons (BOP) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico, 6 regional offices, a Central Office (headquarters), 2 staff training centers, and 22 Residential Reentry Management offices (previously known as community corrections offices).
The BOP is responsible for the custody and care of approximately 159,100 Federal offenders.
Approximately 91 percent of these Adults In Custody (AIC) are confined in Bureau-operated facilities, while the balance is confined in community-based facilities, home confinement, and local jails.
The BOP currently provides the AIC with laptops, Small Form Factor Computers, and Desktop Mini Computers to review their legal material. The BOP has several methods to securing those devices from being tampered with but are looking for an enterprise solution to use across the BOP without compromising security or functionality for AIC.
More information about the agency can be found on the BOP’s public site, www.bop.gov.
Objective The Federal Bureau of Prisons is looking for a secure pc enclosure to use across the BOP without compromising security or functionality for the AIC. The hardware should be able to house a Small Form Factor (SFF) or desktop mini pc. The pc enclosure should be hardened to prevent tampering in a correctional environment. The hardware should have options for tamper-resistant or industrial style peripherals. This solution should include a 3yr maintenance and support agreement on peripherals for normal wear and tear.
The BOP may schedule an onsite or remote demonstration, at BOP headquarters, of select systems for vendors to provide more detailed information and showcase system functionality. Web/virtual conferencing platforms such as Cisco WebEx, Citrix GoToMeeting, Microsoft Teams, or Adobe Connect may be utilized for remote demonstrations, accommodating at least ten (10) possible connections.
System Hardware and Performance Requirements Vendors must demonstrate their ability to meet technical and system performance requirements through documentation, current client references and/or system demonstrations. Solution information shall include compliance details for 508, TAA (Trade Agreements Act), FISMA (Federal Information Security Modernization Act), NIST (National Institute of Standards and Technology), FIPS (Federal Information Processing Standards), FedRAMP (Federal Risk and Authorization Management Program), PGD 15-03 (DOJ Procurement Guidance Document 15-03), and HSPD-12 (Homeland Security Presidential Directive 12).
Hardware Requirements
The vendor is expected to provide a diagram describing the system communications and interfaces to ensure all requirements are met.
