About this file

This document is a Questions and Answers file for a Leadership Hiring Assessment solicitation issued by the Department of Justice Bureau of Prisons (BOP) Central Office. The solicitation (Number 15BNAS25Q00000044) seeks a contractor to conduct 90 candidate interviews nationwide, with interview durations of 1-1.5 hours, potentially using a mix of centralized and virtual interview formats. The contract is estimated to be one-year long, with a performance period from August 1 to October 31, 2025, and an anticipated award date on or after 8/18/2025.

Key contract details include multiple 2-hour training sessions for approximately 110 BOP staff, with the contractor using their own IT equipment and potentially receiving PDF documents for records management. The evaluation process will use a lowest price technically acceptable (LPTA) approach, assessing proposals on technical acceptability, cost, and past performance. Interviews will cover wardens nationally, with most anticipated to be virtual. The contractor will need to provide pricing for both virtual and in-person interview options, and the final contract terms regarding invoicing and specific requirements will be clarified in the award document.

It is the offeror’s responsibility to clearly demonstrate their submission meets the Technical Requirements/Statement of Work. The offeror shall clearly address each area of the Statement of Work.

The Contracting Officer will evaluate price independently. The prices proposed will be evaluated in the base period and option periods in total. The award will be based on the lowest price technically acceptable (LPTA) proposal.

This will be clear at the time of the award and will be found in the award document. Invoices will be verified by the COR for accuracy.
