About this file
This is a Limited-Source Justification document for a sole-source task order to be awarded to Deloitte Consulting, LLP under GSA Federal Supply Schedule contract 47QRAA18D001P for the Bureau of Prisons (BOP). The task order covers continued development and maintenance of the Automated Staffing Tool (AST) 2.0 and Staff Wellness Program development.
The 12-month base period task order includes: maintaining AST version 1.0, ongoing data validation, creating stakeholder communications, conducting up to 15 workshops, incorporating three enhancements (risk analysis, employee well-being impacts, and funding requirements), piloting enhancements at select institutions, conducting analytical studies, implementing user feedback, conducting change management activities, drafting a 5-year strategic plan for the Employee Wellness Branch, developing training materials, and continuing assessment of the Postvention Toolkit. The sole-source justification is based on Deloitte's exclusive proprietary rights to AST 1.0 and determination that changing vendors would be costly and time-prohibitive. Market research conducted on November 11, 2024 found no other GSA Schedule holders offering comparable automated staffing tools. The document is signed and approved by BOP contracting officials on December 9, 2024.

The Bureau’s Human Resources department requires ongoing support for the validation of data and operational maintenance of the automated staffing tool to assist in their updated efforts to attract, develop, and retain staff. The BOP has invested a substantial amount of funds in developing this system with Deloitte Consulting, LLP, who has already developed AST 1.0.
The contractor is the only source capable and positioned to continue and complete the requirements that are currently underway by Deloitte Consulting, LLP. Changing to a different vendor would be costly and time prohibitive to the Agency.

The Contracting Officer (CO) has reviewed the GSA FSS pricing catalog and the recent prices of similar purchases, as well as the Independent Government Estimate. Based on the information stated above, it was determined the order is the best value, because, in the Government’s estimation, it provides the greatest overall benefit in response to the requirement.
In addition, this award will be established in accordance with the terms and conditions of the referenced GSA FSS for which the GSA FSS CO has already determined the price to be fair and reasonable through competition.
6. FAR 8.405-6(c)(2)(vi) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:
Market research was conducted through GSA FSS on November 11, 2024. At this time, no other schedule holder has listed an automated staffing tool on their GSA MAS. The Contracting Officer determined that continuing development of the existing AST would be most cost effective. Deloitte Consulting, LLP maintains the exclusive proprietary rights for the existing AST Phase 1.0 data and does not share their proprietary information with other vendors.
As such, Deloitte Consulting, LLP is the only source capable and positioned to continue development of the AST requirements.
This task order will be established in accordance with the terms and conditions of the GSA FSS contract for which the GSA Contracting officer has already determined the price to be fair and reasonable.
