Questions and Answers
1. If you would consider changing or adding the engineering NAICS code of 541330, as it looks like in the Scope of Work there will be both Engineering and Architectural work.
Answer: The NAICS code 541310 is appropriate to the Bureau’s miscellaneous A&E.
2. The labor rates attachment—Is this something that we need to fill out for our office? There doesn’t seem to be a mention of it in the project description.
Answer: Labor rates form is not required. This will be deleted in the solicitation.
3. The past work questionnaire: Do we need to submit one per project example that we propose?
Answer: Past performance Questionnaire is different from the
Primary Selection Criteria. Firms shall submit at three (3) past performance questionnaire included the firms response on May 11, 2020.
4. If we have project examples that are older than 5 years, can we submit as supplemental background information?
Answer: Yes, firms may submit project samples that are older than 5 years. This must be labeled “supplemental information”.
The supplemental information shall not receive point’s value and must be kept to a minimum. If they are submitting this type of information to enhance their description of a required project example, it should be submitted along with the other project example information. Otherwise it should be submitted after or behind the info requested in response to the RFP as supplemental info.
5. Would you like to see any project photos, drawings etc? If so, where do we include this in our submittal?
Answer: Yes, project photos/drawings can be submitted. This information shall be kept to a minimum. If this information is to enhance the description of a required project example, it shall be submitted along with the other project example information. Otherwise it shall be submitted after or behind the information requested in response to the solicitation as supplemental information.
6. Can you please clarify if the offeror needs to provide the Labor rates sheet along with Performance Questionnaire and SF330?.
Answer: Please refer to the answer #2.
7. Can a small business team up with a large business to fulfill the various roles as requested in this RFP?
Answer: Yes, limitations on Subcontracting applies.
8. Would you like us to showcase our Past Performance in Section F of the SF330? If so, will this also be duplicated in section H under the Past Performance section or is the Section H Past
Performance section reserved for the completed Past Performance
Questionnaires?
Answer: Past performance Questionnaire is different from the

9. Please confirm that if our files are larger than 14 megabytes we can send our submission via a CD ROM
Answer: If the files are larger than 14 megabytes, firms must submit multiple email. The email must state:

10. The Scope of Work, subsection D8, defines the minimum number of disciplines as the core team. Should we supplement with additional disciplines as noted on the labor rates form? Is there a limit to the number of candidates proposed? Can one candidate be used for more than one discipline?
Answer: Labor rates will is not required. The will be deleted in the solicitation. According to SOW, “This team, at a minimum, will consist of the following disciplines and specialists:
architectural, historic architectural, civil, structural, fire protection engineer, hazmat, environmental, mechanical, plumbing, electrical, energy management, accessibility specialist, electronics, value engineer or life cycle cost specialist, and construction. Team members will be professionals, licensed or otherwise certified in their various areas of expertise.”
11. In the SOW, Subsection D8, the last key discipline required is “construction”. Did you mean “construction management”?
Answer: Yes
12. The solicitation text, towards the end, reads: “Submit Past Performance details (maximum of three (3) pages per project for each type) of at least 2 projects for each of the following types
(Utilize Section H of the SF-330) (…)”, but it is unclear if this a requirement for the interview phase, or the solicitation phase.
Please clarify.
Answer: The requirements are for the primary selection criteria.
13. Are section F projects limited to one page?
Answer: The instructions on SF330 for section F do not limit project info to one page, but each separate project submitted should have its own page. Based on experience with this section of the SF330, it appears that a project’s info can fit on one page and is highly recommended that one page per project in response to section F requirements be used.
14. Are section E resumes limited to one page?
Answer: The instructions on SF330 for section E do not limit resume info to one page, however, one page is highly recommended.
It is also recommended that all of the info requested for section
E be provided, as applicable, as it affects evaluation. Also info presented in section E should be consistent with info presented in other sections of SF330.
15. Are there any specific licensing requirements?
Answer: Licensing requirements are as required per specific disciplines.
16. Are there any page limits to the solicitation or any of its parts?
Answer: Page limits are as per instructions indicated in the
SF330. Concise, consistent, and clear presentation of required information is requested.
17. Please confirm April 10, 2020 12:00 PM EST, is one minute after 23:59 PM April 10, 2020.
Answer: All responses are due on May 11, 2020 at 12:000 pm EST.
18. Please confirm the labor rates attachment is for information only, and that price, as stated in the text, is not an evaluation criteria at this moment.
Answer: Labor rates form is not required. This will be deleted in the solicitation.
19. With the effects of the ongoing pandemic, forcing many to work from their homes, it may be a challenge to have all the clients for each of the chosen projects submit their completed PPQ’s on time. We kindly request you consider an extension for the delivery of PPQ's
Answer: All responses are due on May 11, 2020 at 12:000 pm EST.
20. We are requesting a clarification on the term
"Construction" as used on page 2 of the solicitation notice; and, A.2.a “construction related” in Attachment 1.
We have assumed that a contractor does not need to be related to this team, as this time.
Answer: Construction related services" as indicated in paragraph
A.2 of the Scope of Work are as described in A.2's subparagraphs and might also include bid phase support services such as analysis of construction bids and construction administration phase services such as reviewing submittals and construction schedules, answering RFIs, recommending approval of invoices, and providing general oversight of construction progress. These are typical architectural services during construction activities.
The actual requirements will vary based on individual task order requirements. The requirements will be specified in each task order's scope of work.
21. Is there the possibility of extending the due date due to mandatory circumstances beyond our control, requiring us and other companies to mobilize remotely as a result of
COVID-19?
Answer: All responses are due on May 11, 2020 at 12:000 pm
EST.
22. Aside from the Small Business Set-aside requirements, are there any additional HUB/ MWBE requirements?
Answer: This is total small business set aside.
23. If our Submittal is over the 14 megabytes size limit of your network, can we send you a Hightail or Dropbox link to transfer our Combined Submittal file (PDF) to you?
Answer: If the files are larger than 14 megabytes, firms must submit multiple email. The email must state:

24. How many Past Performance Questionnaires are required for this proposal submission?
Answer: Firms must submit at least three (3) past performance questionnaire.
25. You state in your notification that the proposers submittal should “submit as many projects, within reason, as they deem necessary to demonstrate their past performance and technical experience.” Since the Section 330F and 330G Forms are formatted for a maximum of 10 projects, do you have a preference as to how to format additional projects in the submission.
Should we expand Sections 3330F and 330G beyond 10 projects, or leave sections 330F and 330G at 10 projects and provide additional all information on additional projects in Section H?
Answer: Firms is highly recommended to limit the number of projects to 10 in each section. However, if you cannot describe your firm’s experience or qualifications or whatever is asked for in those sections within 10 projects, then put the additional projects in section H. It is incumbent on the firms to adequately label those projects so that reviewers can understand what their intentions are.
26. Should projects completed by Sub-Consultants only, be included in the Part 1 “Section F. Example Project pages,” the “Section H.
Additional Information pages, or with Part II of the SF330 Form?”
Answer: Section F asks for “projects which best illustrate proposed team’s qualifications”. If you believe that only your sub-consultants’ projects best demonstrate the “team’s” qualifications, then only show their projects. As a reviewer, I would be looking for the team’s projects, meaning the prime and sub-consultants working together on projects. Providing only sub-consultants’ projects would appear to represent only the sub-consultants’ qualifications.
