Q&A

1. Is there an incumbent? If so, what’s the contract number?

a. There is no incumbent.

2. Does the LMS need to come pre-populated with content

(existing eLearning modules)? If not, does the FBOP have current content available to be loaded into the LMS?

a. The vendor shall provide a SCORE compliant LMS and/or

LMS with K - 12 (ABE, Pre-HSE, HSE), reading intervention, assessment/adult academic baseline assessment, and/or career technical education content.

3. The place of performance lists two locations. Where will the place of performance take place? Is there any on-site support (DC, TX locations)?

a. For the on-premise, the place of performance shall be

4. How long is this contract for? It has 4 options?

a. Please refer to the combined synopsis/ solicitation.

The periods of performance of the resulting contract shall be as follows:

Base period: October 1, 2019 to September 31, 2020

Option Period 1: October 1, 2020 to September 31, 2021

Option Period 2: October 1, 2021 to September 31, 2022

Option Period 3: October 1, 2022 to September 31, 2023

Option Period 4: October 1, 2023 to September 31, 2024

Option to Extend Services: October 1, 2024 to March 31, 2025

5. The platform is per user not unit is that what I list on the project?

a. The unit will be Each (EA). Please see the attached updated Schedule of items.

6. Technical Requirements Method (s) for chargeback (LMS content) and show-back for user and site user of the service and resource consumption Expand on this requirement.

a. If there is a chargeback fee for user usage or space consumed. If so, the offeror shall provide a thorough description.

7. Performance estimated 5000 concurrent users/sessions What is the correct concurrent user requested? 5000 or

7000?

8. Reliability/Accessibility FedRAMP authorized or an accredited environment Please define the "accredited environment" threshold? Evaluation Criteria.

a. It shall be FedRAMP authorized or an accredited environment. If not, the offeror shall describe its data center assurances. For more information, please visit https://www.fedramp.gov.

9. Performance estimated 7000 concurrent users/sessions What is the correct concurrent user requested? 7000 or

5000?

a. 5000, please see the attached updated schedule of items.

10. Will the entire vendor response be made public? If so, which parts? Will there be a possibility for any section to be redacted i.e. pricing and/or business management questionnaire?

11. Evaluation Criteria - Sub-Factor A - Point IV "The content of the LMS shall prepare learners to earn one of the three

HSE tests, GED, HiSET, and TASC."

Question: Does the DOJ expect vendor to provide this content as part of the bid? If yes, what are the details of such content including any number of expected users?

a. The offeror shall provide a SCORM compliant LMS and/or LMS with K - 12 (ABE, Pre-HSE, HSE), reading intervention, assessment/adult academic baseline assessment, and/or career technical education content.

Vendors bidding for a cloud-based LMS with content must be able to support up to 5,000 concurrent user sessions.

12. Factor 2 - Past Performance: Do you expect the past performance questionnaire to be filled by the clients who we have served? or Is it to be filled by us after seeking input from the clients.

a. General performance information MUST be obtained from the references on the Past Performance Questionnaire and submitted along with the Offeror’s proposal.

13. Pricing - Do you expect the vendors to provide separate pricing options using the formats given for cloud based and on-premise solutions?

For on-premise option, do you expect us to include hardware costing in the bid. Is it safe to assume that DOJ will provide all the necessary hardware? The government will provide all hardware. From the SOW which you may want to reference...

a. The vendor shall provide minimum/recommended system requirements (CPU, memory, disk storage capacity, etc.). Identify the requirements needed for the back-end LMS server environment, as well as any front-end client requirements. Please identify any dependencies or limitations that confine the deployment options to specific hardware types, operating systems, or deployment modes (e.g., appliances or endpoints).

For on-cloud option, do you expect separate fed-ramp certification for the COT, or Amazon AWS fed-ramp is sufficient?

a. It shall be FedRAMP authorized or an accredited environment. If not, the offeror shall describe its data center assurances.

14. Is there any 8A submission preference?

a. There is no 8(a) preference
