Amendment 1 to RFP 15BNAS18R0082 Questions and answers
First set of questions with answers:
1. Who is the incumbent provider of these products/services? Phamatech, San Diego
2. What does your agency currently pay for the products/services described in this bid? Newer product. We do not currently buy a 14 panel cup
3. What is your current percent positive rate? SOW indicates estimated number of cups to be sent to the lab for confirmation and/or screening and confirmation.
4. Back in 2012, the agency bid out for a 10-drug cup. Can you tell us the price you are paying for this configuration? Currently paying for a 10 panel screening cup.
5. Will the agency allow a cup that does not have instructions for use on the packaging, but includes instructions in the package insert, as well as other training materials? Instructions included in the package as an insert would be accepted for evaluation.
6. Will the agency allow a cup that does not have a separate drug per strip, but multiple drugs per strip – if the vendor can provide documentation on this technology’s effectiveness? Currently the SOW requires one drug test per chamber/channel. Does not allow for multiple drugs per strip.
7. What is the agency’s current estimated date upon which the current rapid test kits will be exhausted? What is the current cup configuration, who is the maker, and what is the estimated amount left of these cups? The current cup configuration is AMP, BAR, BZD, COC, MET, MTD, OPI, OXY, PCP, THC. PHAMATECH is maker. Most institutions will have approximately one month of supplies left once the contract is awarded.
8. Is the agency’s request for 14-panel test for any 14 out of the drugs listed in Attachment F/B? Does the agency have a preference for any combinations or configurations?
Preferred configuration for 14 panel test is AMP, BARB, BENZO, COC, THC, METH, MOR, OXY, OPI, PCP, MDPV, FEN, K2, BUP.
9. Considering that this bid was released on 9-11-17 and due 9-18-17 and that vendors will need to receive the agency’s responses to properly complete their bid responses, will the agency consider extending the bid due date? No extension is planned.
10. Attachment 2, page 1 gives proposers some instructions on “indexing, cross-indexing, and logically-assembling” proposals. Considering the proposals are due by email only, does the agency mean visual assistance such as hyperlinking the TOC? We are looking for logical clarity.
11. Are the services listed on Attachment 7, subcontracting plan (HUB Zone, MBE, etc) required for this bid? If you are a Large business. Will vendors who utilize these services receive a preference? No
Second set of questions with answers:
1. Who is the current provider? Phamatech, San Diego
2. What is the current pricing? We use a 10 panel cup
3. What is the anticipated award date? In one to three months
