About this file

This is a cover letter for a solicitation for subsistence items issued by the Federal Bureau of Prisons Federal Correctional Institution Fort Dix, New Jersey. The solicitation number is 15BFTD27Q00000001, and it concerns the acquisition of commercial food items for inmate consumption during the second quarter of fiscal year 2027 (January 1 through March 31, 2027). The Government will award line items individually to the lowest responsive and responsible offeror. All awarded vendors must be registered in the System for Award Management (SAM) and must accept Electronic Funds Transfer (EFT) as payment.

Offerors must submit quotes in Excel format with company name and unit prices per item, completed Standard Form 1449 (with blocks 17a, 30a, 30b, and 30c signed), and a completed Contractor Information Sheet. Quotations must be emailed to aaponteberrios@bop.gov and copied to bvirgillo@bop.gov with the subject line "15BFTD27Q00000001" no later than November 15, 2026 at 11:59 PM Eastern Time. The solicitation emphasizes strict compliance with submission requirements; offerors must quote only on specified items without modifications to item descriptions or units of issue, and must not use limiting phrases such as "Minimum Award Amount" or "All or none." The Government notes that bread items (hot dog, hamburger, and whole wheat) will be evaluated together on price and awarded to a single vendor rather than split among multiple vendors. Questions regarding quality, delivery, or standards should be directed to Mr. Ardoline at jardoline@bop.gov.
