Dear Quoter:

Attached is a solicitation package prepared by the Federal Bureau of Prisons, Field Acquisition Office, for the supply and installation of a Bar Screen and Compactor at FCC Terre Haute. This package contains all necessary information to submit a quote.

When submitting your quote, you shall consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning content, format, and submission of quotes.

All potential quoters are advised that this solicitation includes FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, which requires all contractors doing business with the Federal Government to be registered in the System for Award Management (SAM) database.

Quoters should include their unique entity identifier (UEI) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees UEI Number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoters SAM registration should include NAICS code 333310.

Channel height system will be 120 inches tall. The system will prevent any trash / debris larger than one half inch from continuing to travel through the sewage system. The system will transfer all trash / debris into a compactor so current staffing will be able to dispose of it properly. As-built drawing (in AutoCAD and two sets of hard copies on ARCH D) and operation manuals (electronically and two hard copies) of the new system will be provided at the completion of the work.The Performance Period shall be within 308 days from the Effective Date of Award (EDOA).

The Mechanically Cleaned Bar Screen System Provided Must Include the Following:

1. Screen to be mechanically cleaned; incline of bar screen will be from five (5°) to fifteen (15°) degrees from vertical.

2. Rakes will approach channel invert from upstream side of screen and rake upward at upstream face with tines between the bars.

3. Screenings will be discharged on downstream side of screen to an auger screw compactor.

4. Framework of screen will be constructed of Grade 304 stainless steel and cross section with a minimum thickness 4mm

(.1575" min.). Various parts fastened by welding or bolting will be braced as necessary to insure a rigid structure. The side frames will be 4mm (.1575" min.) formed to a channel profile. The bottom thickness will be 4mm (.1575" min.). The frame will have support beams with LI-profile thickness of 4mm (.1575" min.) on the front above the maximum water line.

5. The Screen Frame will be supplied in one piece, requiring no field assembly. The Screen Frame will be supplied in

Flanged subassemblies complete with Drive Chains and Rake Bars installed. The Flanged subassemblies will be bolted together onsite during installation.

6. The drive mechanism for the rakes will incorporate a solid shaft constructed of stainless-steel Grade 304.

7. Bolts and nuts will be of Grade 304 stainless steel or other acceptable corrosion resistant material Anchor bolts will be 3/4 "or 5/8 "Grade 304 stainless steel furnished by the installing contractor.

8. Screen bars will be constructed of Grade 304 stainless steel. The bar rack will consist of continuous bars. The dimensions of the bars are: 8mm x 4mm x 40mm (.31" x .15" x 1.57")

9. Round bars will not be used.

10. Bars will be fastened to a debris plate that extends to the point of discharge. Bars will extend a minimum of

6" (150mm) above the maximum water level.

11. The screen will be designed to either be pulled out of the channel. Non-metallic side flaps seal the screen to the channel walls.

12. The screen field will be accurately constructed to give a clear opening of 1 /2" inches [ 12. 7 mm] between the bars.

There will be no space wider than the opening between the bars which would permit passage of larger solids through the screen.

13. Bars will be supported from framework.

14. Debris plate of Grade 304 stainless steel plate (thickness is 4mm(.1575"min.) will extend to the point of discharge.

Debris plate will be true and flat such that a close clearance between the raking tines and the plate can be maintained during the cleaning cycle. The debris plate will be constructed to guarantee a maximum gap between rake bar and debris plate, leading to the discharge chute without interruption.

15. The screen rakes will be designed such that screening will not wrap around the tines or the stationary bars, and not fall back into the sewage flow during the cleaning cycle. Screenings transported to the top of the screen will be discharged positively by means of a scraper mechanism to the discharge chute. A scraper blade made of a combination of synthetic and other material will be provided on the scraper.

16. The multiple rake bar teeth will positively engage with the screen-field bars. The rakes will travel in a continuous circuit from the bottom of the channel, up the bar rack and past the debris plate. The screenings will be scraped off the rake into the discharge chute and dropped into a conveyor, compactor, and into dumpster (Dumpster provided by the facility).

SCHEDULE

Hours of operation are from 7:30 am to 3:00 pm, Monday thru Friday with the exception of Federal Holidays. Any deviations from these hours will need to be requested and approved in writing at least three days in advance.

PROGRAM MANAGEMENT

The Contracting Officer Representative (COR) or Facility Manager will provide direction to the contractor which clarifies the scope of work as well as inspection and acceptance of services.

Section 2.3 Special Contract Conditions

Type of Contract: The Government contemplates a single award of an requirements type contract with firm-fixed unit prices resulting from this solicitation. It is anticipated that the contract resulting from this solicitation will be awarded in January 2025. The contractor shall commence full performance services on the Effective Date of Award (EDOA).

Performance Period(s): The Performance Period shall be within 308 days from the Effective Date of Award (EDOA).

Point of Acceptance: The point of acceptance for services is FCC Terre Haute.

Non-Personal Services Information: This service is a contactual arrangement and not a personal appointment. Payment is based on the provison of an end product or the accomplishment of a specific task. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. The contractor shall attend all training required by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend istitution meetings, staff recalls or Government training sessions for institution staff.

Reviews: The Contracting Officer or designee is authorized to review by on-site survey, review ofrecords, or by any other reasonable manner, the quality of supplies rendered under this contract. All records shall be subject to review by the Contracting Officer or other representative of the BOP. Payments will be denied when such service does not support the charges or if the service is deemed not necessary or appropriate. Such determinations may be made by the Contracting Officer or Contracting Officer Representative (COR), whichever is appropriate. All records shall be subject to review by the Contracting Officer or other delegated representatives of the

BOP.

Contracting Officer Responsibility: Authority to negotiate changes in the terms, conditions, or amounts cited in this contract is reserved to the Contracting Officer. This responsibility may be delegated to an Administrative Contracting Officer by the Contracting

Officer.

Contract Administration Office (CAO): The Contracting Office at FCC Terre Haute is assigned to be the CAO for a resultant contract. This assignment carries with it the authority to perform all normal contract administration functions as listed in FAR

42.302(a), items 1 through 71; to the extent those functions apply to this contract. This assignment also includes delegation of authority to perform functions specified in FAR 42.302(b ), items 1 through 11.

Ordering Official: Individual delivery orders may be issued only by the Contracting Officer, Administrative Contracting Officer, or an ordering official for FCC Terra Haute with an appropriate certificate of appointment. Each delivery order will identify the services schedule for that period. Delivery orders can be issued orally, by facsimile, mail, or electronic commerce methods. Delivery orders will take the form ofan OF-347 or SF-1449.

Security and Investigative Requirements:

The employees of the contractor entering the institution may be required to meet certain security requirements prior to entering the institution. Primary concerns are the amount of contact that may occur between the contractor and his/her employees with the inmate population during the performance of the contract. Contract employees are allowed access to the institution at the sole discretion of the CEO of the institution. The program manager at FCC Terre Haute is responsible for conducting the appropriate law enforcement check on all contractor staff that may need access inside the prison facility. The following investigative procedure will be performed:

(1) National Crime Information Center (NCIC) check;

(2) Declaration of Federal Employment (OF-306);

(3) FD-258 (fingerprint check);

(4) Law Enforcement Agency checks;

( 5) Vouchering of Employers;

( 6) Employment Resume;

(7) Completed Contractor Pre-employment Questionnaire;

(8) Release of Information;

(9) Questionnaire for Sensitive Positions (SF-85 for Low Risk, SF-85P for above low risk);

(10) Credit Check, if applicable;

(11) Urinalysis, if applicable.

Quoters should also note that BPA clause 52.24-403-70, Notice of Contractor Personnel Security Requirements (Oct 2005) requires that contractor personnel have a "favorable credit report." Quoters are strongly encouraged to pre-screen potential candidates for credit issues before submitting the candidate to FCC Terre Haute. By submitting a quote for service, the contractor and its employees agree to complete the required documents and undergo the listed procedures. An individual who does not pass the security clearance will be unable to enter the Bureau facility. Any individual employed by the contractor who is deemed not suitable by the

Bureau requirements will not be granted access to perform services under the contract. This is a condition of the contract. Finally, the contractor shall be in compliance with 8 CFR 274a regarding employment of aliens.

Schedule oflnsurance: In accordance with FAR 52.228-5 and 28.307-2, (a) Workers' compensation and employer's liability.

Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statues, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage ofat least $100.000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)

(b) General liability. (1) The Contracting Officer shall require Bodily Injury Liability Insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. (2) Property Damage Liability Insurance shall be required only in special circumstances as determined by the agency.

(c) Automobile liability. The Contracting Officer shall require automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

Services Contract Labor Standards Wage Determination: the applicable Wage Determination for this requirement is

WD 2015-4801, Revision 25, dated 7/22/2024. The current revision of the Wage Determination is provided as Attachment IL Orders placed against the contract will be subject to the version of the Wage Determination in effect at the time each Delivery/Task Order is issued.
