REPLACE ROOFS
ADDENDUM #1 TO STATEMENT OF WORK
The Following clarifications and additions are made to the Statement of Work:
1) CHANGE-PAGE 7- 1.6 INSULATION:
a. 1.6.2- Utilize appropriate adhesives to fasten the first layer of
ISO to the metal decking ensuring the steel deck is clean, dry, and free of dust, debris, rust and oil. Install polyisocyanurate (ISO) insulation boards in the wet adhesive immediately after application, ensuring complete and continuous contact with the foam adhesive. Apply pressure to the insulation boards to ensure a uniform bond while the adhesive cures. Butt all insulation joints tightly together. The surface must be properly prepared for adhesive application according to the manufacturer's published requirements. Fully adhere the second layer of ISO insulation per manufacturer specifications.
b. 1.6.4- Secure the fiberboard with appropriate adhesives as per roofing system specifications
c. 1.6.6- Design slopes that shall ensure proper drainage. Provide crickets or saddles in areas where it is necessary to improve drainage around penetrations or low spots. All boards must be tightly butted, and gaps greater than 1/8” must be filled with insulation material or approved sealant.
2) New Work Item-Adhesives
a. Low-Rise Foam Insulation Adhesive: A two-component, 1:1 ratio, low-rise polyurethane foam adhesive. The product must be specifically designed and FM-approved for bonding polyisocyanurate insulation to a structural steel deck for a wind uplift rating of 120 mph or greater. It must be VOC compliant and solvent-free.
b. Basis of Design: GAF OlyBond500 Adhesive Canisters, Carlisle FAST Adhesive, or approved equal.
c. Performance Requirements for "Or Equal" Products: Any proposed "equal" product must meet the following salient characteristics:
d. Composition: Two-component, low-rise polyurethane foam.
e. Application: Must be applied via canister, cartridge, or approved drum system.
f. Wind Uplift Resistance: Must be Factory Mutual (FM) approved for use in a roofing system that achieves a minimum 120 mph wind

g. Cure Time: Must set within minutes and achieve full cure rapidly to minimize exposure to weather.
h. VOC Content: Must meet or exceed all local and federal VOC regulations.
i. Substrate Compatibility: Must be compatible with both the polyisocyanurate insulation facers and a bare, clean steel deck.
j. Surface Preparation-Ensure the steel deck is clean, dry, and free of dust, debris, rust and oil. The surface must be properly prepared for adhesive application according to the manufacturer's published requirements.
k. Adhesive Application-Apply the two-component low-rise foam adhesive to the prepared steel deck surface in the pattern and spacing specified by the manufacturer's FM-approved assembly guidelines to achieve the 120 mph wind rating. Apply the adhesive according to the manufacturer's specifications for ambient and substrate temperature conditions.
l. Insulation Installation- Install polyisocyanurate (ISO) insulation boards in the wet adhesive immediately after application, ensuring complete and continuous contact with the foam adhesive. Apply pressure to the insulation boards to ensure a uniform bond while the adhesive cures. Butt all insulation joints tightly together. Contractors must follow the manufacturer’s published installation guidelines to ensure compliance and warranty coverage
3) NEW WORK-ROOF DRAINS
a. The existing roof drains shall remain in place and are not required to be replaced as part of the base scope of work. If any roof drains are found to be damaged, or otherwise non-functional during the course of the Work. The Contractor shall notify the Contracting Officer’s Representative (COR) for approval prior to any replacement. All replaced roof drains shall conform to the specifications outlined in the contract documents.
b. Every overflow drain and/or roof drain should be retrofitted with all new rings and dome kits.
4)CHANGE- Page 14 - 2.3 SCHEDULE
a. 2.3.1- Work hours for the FCI Admin building and all the FPC buildings will be 6:00 AM - 3:30 PM. Monday- Friday excluding weekends and federal holidays. Any work required to be completed at any other time than noted above must be requested in writing to the COR five (5) working days prior to the start of the work. In the event of any equipment being replaced that would result in downtime of the normal orderly running of the institution, alternate work hours may be authorized in accordance with the time frame stated above.
b. Work hours for the Inside FCI buildings will be 6:00 AM - 2:45 PM. Monday- Friday excluding weekends and federal holidays. Any work required to be completed at any other time than noted above must be requested in writing to the COR five (5) working days prior to the start of the work. In the event of any equipment being replaced that would result in downtime of the normal orderly running of the institution, alternate work hours may be authorized in accordance with the time frame stated above.

1. In regard to roof insulation and cover board installation, can the coverboard be gang fastened through all layers instead of fastening the first layer? Insulation spec section 1.6 reads that the first layer is to be mechanically fastened, and second layer adhered, it then states the fiberboard can be mechanically attached or adhered. Typically, the cover board would then be adhered after that. Is the intent to fasten through all layers or does FCI want the first layer of Poly-Iso insulation mechanically attached for certain?
Clarification: The Statement of Work details that you follow the manufacturer’s recommendation for fastening. This question is very specific to your provided material. Please refer to the SOW, Page 7 Section 1.6
2. Can you please provide photos of the existing roofs. As many photos as possible of units, model numbers, etc. would be very helpful.
Change: Reference provided photographs
3. Can you please provide core samples or existing thicknesses of roofs? A 3” core was observed on the site visit and was explained to attendees this was the thickness for all roofs, just need to clarify. This information will be needed for multiple bidding purposes.
Clarification: A core sample was provided at site visit. Pictures with scaling ruler will be provided.
To our knowledge this is consistent with all the rooves at FCI and FPC Cumberland
4. Is this project Tax Exempt?
Clarification: See Solicitation 15BFA025B00000045, page 4: The successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons.
5. Are all existing roof decks steel decks?
Clarification: Yes, all the decking is steel decking

6. Do all roofs have existing deck slopes? The specs mention in 1.6.6 that a ¼” per ft minimum design slope is required. This info will be needed for determining tapered insulation etc. The project drawings lead us to believe there is slope in all decks and just tapered crickets and saddles will be needed from our understanding. Please advise if fully tapered insulation will be required to meet this minimum or if the current deck slopes meet requirements?
Change: See the provided architectural drawing file titled ARCH&MECH Drawing.
for slope of steel decks and the locations where the insulation is tapered.
7. If all decks have a slope, what is the existing slope?
Change: See provided file titled ARCH&MECH Drawing for slope of steel decks and the locations where the insulation is tapered.
8. Are new premanufactured steel curbs required for all existing HVAC units? Or will field fabricated wood blocking suffice for extending curbs that are in good condition? Furthermore, please provide locations, size, & dimensions for all curbs that will need to be replaced if premanufactured curbs are required.
Clarification: Please refer to the SOW, Page 9 Section 1.9.1. It states “Remove/replace and or fabricate” field fabrication is an acceptable method. Also reference the SOW, Page 11 section 1.12.
9. There were some large HVAC units with extensive ductwork observed on site. Some of them lead into the building walls. These curbs are in good condition and high enough to meet manufacturer’s requirements even after extending the roof by 3 inches. We highly recommend not replacing curbs on these units because that will not only shut down unnecessary heating/cooling as well as increase the pricing substantially with cranes being needed, disconnects, etc. on the project when it’s not necessary for a new watertight roof.
Clarification: Please refer to the SOW, Page 9 Section 1.9 for guidance. Specifically 1.9.4
10. Can existing HVAC unit sizes and model numbers be provided? This information will be needed for HVAC subcontractors to provide accurate pricing for any disconnects etc.
Change: Multiple food service HVAC unit ID tags are included in the file titled Roof Pre Bid Visit 10-15-25 with core sample.
11. What special personnel is required on the project? Full time Site Safety Health Officer only?
Clarification: Please refer to the SOW, Page 12, Section 2.0.2, 2.0.3. Contractors are to adhere to page 16, section 4.0.2 as well as page 17 section 5.0.3 and 5.0.4.
12. Will mobile field offices be required or allowed?
Clarification: No, they will not be authorized.
13. Will storage containers be allowed on site?
Clarification: Please refer to the SOW, Page 5 Section 1.3.3 The contractor is responsible for the removal of their property to include demo material. Dumpsters will be authorized by FBOP and will abide by their entry and exit procedures and policies. Please refer to the SOW, Page 14 section 2.4.3
14. Overflow drains were observed on site with every existing roof drain with no drain basket. Would FBOP like new ring and dome kits or retrofit roof drains for these? Furthermore, are existing domes to be replaced with new ring & domes or left as is?
Change: Refer to Addendum #1 section 3 NEW WORK-ROOF DRAINS section b.

1. What Roofing Manufacturer’s are approved to use for the roofing materials?
Clarification: It is the contractor’s responsibility to select and provide materials that adhere to the
SOW.
2. If there is conduit run to the underside or on top of the existing metal deck, we will need to have access to all of the buildings to remove ceiling tiles and map out the conduit in order to miss hitting it with fasteners when fastening the roof insulation. Will this be able to be accommodated daily?
Clarification: Please refer to the SOW, Page 14, section 2.3. Any unordinary access needed can be requested with submittals outlined on page 13 in section 2.1. Understand there are restricted areas that may take more clearance approval.
Change: This issue should be minimal with the Change in Addendum #1 section 1 Change Page7 –
1.6.2. Mechanical fasteners are no longer the primary anchor of the roofing material.
3. Do we need to include any unit pricing for this Solicitation? Metal Deck Replacement? Roof Drain Replacement? Lightning Protection Components?
Clarification: This is a sealed bid. All pricing shall be included in the bid submission in one lump sum.
4. Are all Roof Areas to receive full tapered insulation systems to ensure ¼” pf slope? If not, can you please provide structural drawings to see which roofs already have sloping roof decks?
Change: All slope must be adequate to allow proper drainage. See provided appropriate architectural drawings within the file titled ARCH&MECH Drawing for the slope of decking and insulation.
5. I want to confirm that the minimum starting thickness of insulation is 5.2” (R-30 minimum) is correct?
Clarification: Yes, Please refer to the SOW, Page 7, section 1.6.1.
6. The Drawings provided with the Solicitation have been compressed to 8 x 11 size drawings. We will need the original size drawings for the scale on the drawing to be correct. Can these be provided?
Clarification: Yes, a scanned PDF copy of the as-built drawings can be provided.
7. Can you provide the Remaining Architectural Drawings to look at the details called out on the Roof Plans?
Change: All available architectural drawings are attached
8. Metal Siding may need to be altered on some of the roof areas to incorporate height of new insulation, should we include a unit price for siding if siding will need to replaced?
Clarification: Unit pricing is not authorized. Include these details in your estimate.
9. Can Mechanical Roof Plans be provided for each roof that may show the existing RTU units and curb layout?
Change: Yes, the mechanical drawing file titled ARCH&MECH Drawing has been provided but be aware there are roof-top units not included in our drawings. Refer to the photograph file titled Roof Pre Bid Visit 10-15-25 with core sample .

1. Must all workers be a United State citizens? Can the workers be legal to work in the United State ex.
Green Card, Work Visa, Resident Card, or other legal documentation.
Clarification: Please refer to the SOW, Page 16, section 4.0.2
2. Does the FBOP have a preferred roof manufacture to be used?
Clarification: No, It is imperative that the material meet the standards set forth in the SOW and coincide with the proper warranty guidelines.
3. Can the FBOP supply roof detailed drawing of the existing conditions?
Change: All available architectural drawings have been provided in the file labeled architectural drawings.
4. Demolition 1.3.1 Is a lighting protection layout of all flat roof available.
Change: All available drawings have been provided in the file labeled Lightning Protection Drawings.
5. Are there existing conduits ran in the existing roofing system?
Clarification: Please refer to the SOW, Page 6, section 1.4.5.
6. Steel Decking Replacement 1.4.1 The existing deck will have holes from the existing insulation fasteners. Will these holes need repair or cause the deck to be recovered and/or replaced?
Clarification: Existing fastener holes are acceptable as long as they do not affect the contractors ability to meet the requirements set forth in the SOW and do not void the required warranties.
7. Steel Decking Replacement 1.4.2 Since rusted steel decking can not be determined before bid date and roof removal. Can the FBOP provide a square foot allowance to be put in roof cost?
Change: Yes, Factor 10% repairs into your estimate. Refer to addendum number 1 Section 2 letter j.
8. Steel Decking Replacement 1.4.5 To conduct a layout of existing ceiling conduits will be almost impossible. Can an alternate roof system be provided with a vapor barrier adhered directly to the existing decking and the use an insulation adhesive to attach all insulation?
Change: We will be utilizing an adhesive system for the application of the roof. Reference Addendum number 1.
9. Do all the existing roof areas have structural slope in the metal decking?
Clarification: Reference provided architectural drawings attached in the file labeled Architectural Drawings.
10. Walkway Pads 1.8 Can the FBOP provide a walkway pad layout? No walkway pads are marked on the plans.
Clarification: Reference SOW page 8 and 9 section 1.8.3.
11. HVAC Curb Installation 1.91. When the existing HVAC curbs meet the manufactures flashing heights, will the HVAC curbs still need replace with new HVAC curbs?
Clarification: Reference SOW Page 9 section 1.9
12. The existing duct wrapping has a secondary metal cap over them. Will this metal cap need to be reinstalled? If it is can the existing be reused or new metal to be fabricated?
Clarification: Utilize new metal cap
13. If any razor wire is connected existing roof conditions, will FBOP have it removed or reallocated?
Clarification: FBOP staff will remove any razor wire needed
14. Can FBOP provide a storm drain or any other utilities buried underground?
Clarification: All applicable architectural drawings have been provided.
15. Will FBOP remove or relocate all cameras attached to existing roof conditions?
Clarification: FBOP will handle all removal/reinstallation of cameras, security devices, or mass notification equipment currently attached to the existing roof system or roof-mounted structures when submitted as request 7 working days prior to contractors working in specific area.
16. Can another site visit be set for other trades that may need to see existing conditions? Ex. Lightning Protection, Razor Wire
Clarification: Another site visit will not be scheduled at this time.

1. What is the current composition and thickness of each roof area?

2. Is there slope in the existing deck? If so, what is the slope ratio?

3. Please confirm that the roof to the south of the gym is not to be included.
Clarification: FCI UNICOR Bldg. 2H is not being replaced
4. Can a single person fulfill the role of quality control/superintendent/safety?
Clarification: Yes, a competent and qualified person can assume all 3 roles.
5. Please provide photos of the roofs, including details of the roof penetrations.
Change: Reference the file titled Roof Pre Bid Visit 10-15-25 with core sample.
6. Should all curbs with rooftop units be replaced?
Clarification: Yes, reference SOW page 9 section 1.9.1

Clarification: Yes, a competent and qualified person can assume all 3 roles
2. Are there any phasing requirements?
Clarification: FBOP would like to begin at the FCI Admin building then move to the FPC. Saving the Inside FCI for later. No phasing is required.
3. If the building remains occupied, how many people will be in the building?
Clarification: Buildings will not be evacuated for construction.
4. Are there any temporary heating/cooling requirements?
Clarification: There are no inside temperatures required to be maintained by the contractor.
5. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Clarification: It is on a case-by-case basis. If it comes up, a submittal request will have to be made with supporting documentation.
6. Please provide the site visit attendee sign-in sheet.
Clarification: A copy of the sign-in-sheet and meeting minutes will be included in the Solicitation 15BFA025B00000045 Amendment 0001.
7. Please provide photos of the job site and existing conditions.
Change: Reference the photograph file that has been provided. Photo file is labeled Roof Pre Bid Visit 10-15-25 with core sample.
8. Is this project tax exempt?
Clarification: See Solicitation 15BFA025B00000045, page 4: Note: The successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons
9. Rooftop Equipment Quantities: SOW §1.7.5 states the contractor will be responsible for removing and reinstalling all equipment on the roof to properly install the roof and reinstall to current codes and standards. Please provide a count or schedule of rooftop equipment (HVAC units, exhaust fans, conduit supports, vents, and other appurtenances) per roof area.
If a schedule is unavailable, please issue a roof plan or table identifying the total number of rooftop penetrations and equipment assemblies to be addressed for each building.
Change: Please reference provided mechanical drawings in file ARCH&MECH Drawing and Roof Pre Bid Visit 10-15-25 with core sample.
10. HVAC Curb Quantities and Heights: SOW §1.9 requires removal, replacement, and/or fabrication of all HVAC curbs to match the new roof height and slope. Please confirm the number of existing HVAC curbs per roof area and the expected height adjustment range for bidding purposes. If this information cannot be derived from as-builts, please provide a quantity basis (e.g., total number per roof section) so all bidders carry consistent coverage.
Change: Please reference provided mechanical drawings in file ARCH&MECH Drawing File. Also reference Photo file labeled Roof Pre Bid Visit 10-15-25 with core sample.
11. Lightning Protection Layout and Testing: SOW §§1.3.1 and 1.5.1–1.5.7 require complete removal, reinstallation, and testing of the lightning protection system in accordance with NFPA 780 and UL 96A. Please confirm whether existing lightning protection drawings or layout diagrams will be provided showing air terminal and down-conductor locations. If not, please clarify whether the contractor is expected to perform a full layout survey and re-certification test, and identify whether to carry a defined number of connection points or linear footage of conductor for bidding.
Change: Reference provided drawing file labeled Lightning Protection drawings.

25. Reference: SOW §1.9 “HVAC Curb Installation” and Drawings 30.50–30.65. Existing roof insulation thicknesses and curb heights are not shown. The new roof system includes R-30 polyisocyanurate insulation and ½″ cover board, which will raise finished roof elevations approximately 6″. Please confirm whether:
A) The contractor shall assume all HVAC curbs are to be replaced or raised to achieve minimum code clearance (8″ above finished roof), or B) Only curbs that fail to meet required heights or manufacturer standards are to be replaced.
C) Additionally, please confirm whether curb adapters or curb extensions are an acceptable method of compliance, and if so, confirm that existing rooftop equipment will need to be temporarily removed and reinstalled to accommodate installation and proper TPO flashing integration.

Conklin’s PVC (Flexion) offers a 25-year warranty but is only 0.061 mil thick. Please confirm whether this product would be considered an acceptable alternate or “approved equal.”
