PROJECT 23Z4AM7 - QUESTIONS & ANSWERS

From Dimensional Metal:
1. Looks like there might be some missing plans, can you send me the full set?
CLARIFICATION: Plans are complete to all areas applied.
2. Will a snap together panel be acceptable for the New Dorm and Mail Room? I have attached DMI’s IL20 panel information.
CLARIFICATION: Must meet requirements Section 07 41 13 2.2 A-M SOW
3. Do you know the roof assembly of the SPC Old Dorm and Admin building?
CLARIFICATION: Steel frame construction overlayed with steel corrugate.
4. Does the SPC Old Dorm and Admin building need to be a trapezoidal panel? DMI can provide a mechanically seamed panel with a warranty CLARIFICATION: Must meet requirements Section 07 41 13 2.2 A-M SOW
5. Do you have an anticipated start date?
CLARIFICATION: Not to exceed 90 days from the day of award.
From Inland Construction & Engineering:
6. 070150.19 section 3.09 mentions notification of COR and field QC reports. This seems to be in reference to the roof system in its entirety. Please confirm if the government will be supplying a 3rd party to oversee the reroofing operations.
CLARIFICATION: BOP Staff
7. 0701150.19 also mentions flood testing of the roofs. Most of the roofs in the SOW are not feasible for this method of testing. Please confirm if this will be required.
CLARIFICATION: Yes, on all TRP roofs
8. Is a new Lightning Protection system to be installed on all the new buildings that are to be roofed? If so, how will the grounding system be installed?
CLARIFICATION: Refer to 07 41 13 Section 2.3 A 1. of SOW
9. During the site visit we didn’t access the Old Dorm and Admin buildings interiors. What is the purlin spacing in these buildings? Is the insulation to be removed and replaced? What R value are contractors to achieve if it is to be replaced? Are contractors to provide interior protection of the buildings during construction? Who will be responsible for clean up of falling debris and for personal and government property?
CLARIFICATION: 5ft on center, insulation removed and replaced per SOW, Minimum of 2” thick and R12, Contractor & Bonded
10. Will the Government allow a roof over system on the Old Dorm and Admin buildings in lieu of a full tear off? This could be achieved by using a flute fill insulation and a single ply or by using a SSMR retrofit using a hat on hat and a new SSMR panel.
CLARIFICATION: No. Remove and replace per SOW
11. Are OSHA compliant roof access ladders to be provided at all roof access points? During the site visit it was noted that several ladders have no cages and are close to leading edges.
CLARIFICATION: No. Contractor can bring own temporary ladders
12. Are the SSMR panels to be a minimum 24-gauge steel?
CLARIFICATION: Yes
13. Are the soffit panels in the camp scoped for replacement with the roof system? There is mention in the specs but not on the plans.
CLARIFICATION: No
14. Please confirm the roof composition and if the deck has structural slope on the North, South, East, & West Corridor.
CLARIFICATION: Section 01 11 00 - 1.1 No Slope
15. Please confirm the roof composition and if the deck has structural slope on the flat roofs in the camp.
CLARIFICATION: Flat for TRP, 6/12 for standing seam on new dorm
16. Please confirm the roof composition and if the deck has structural slope on the Facilities/ Laundry.
CLARIFICATION: Flat
17. Please confirm the roof composition and if the deck has structural slope on the Gym, East Unit Mgmt, East Chapel, & Visiting.
CLARIFICATION : Section 01 11 00 - 1.1 No Slope
18. Are all roof decks associated with the flat roofs constructed with concrete or metal decking?
CLARIFICATION : FCI is concrete, Camp is metal
19. Is ASTM C 1289 Type II, Class 1 Grade 2 (20PSI) poly ISO acceptable or does Type 1 have to be used?
CLARIFICATION : Isopoly is not accepted must be TRP as per SOW
20. If a concrete deck is present does a vapor barrier have to be installed prior to installation of the poly ISO?
CLARIFICATION: Section 01 11 00 - 1.1
21. 07 54 00 section 3.08 mentions the use of a 3rd party but this section implies the contractor is to supply the testing and reports. Please confirm if a RRO/ 3rd party will be the responsibility of the contractor or the government.
CLARIFICATION: Awarded contractor is responsible
22. Please confirm the deck composition of the New Dorm SSMR in the camp. Is it metal or wood framed? Is poly ISO on the existing roof? Will new poly ISO be required during new roof install?
CLARIFICATION: Metal frame on steel trusses. Section 01 11 00 - 1.1
23. Can a portable toilet be left on the roofs during roofing operations inside the secure perimeter?
CLARIFICATION: Yes
24. 07 62 00 section 2.01 mentions the use of steel, aluminum, stainless, and anodized materials for the flashings.
Which product and what thickness are contractors to supply for the roofing systems?
CLARIFICATION: 24-gauge aluminum
25. In the site visit we accessed the main entrance admin building. This building is not on the drawings. Please confirm if this building is in the SOW of this project.
CLARIFICATION: Section 01 11 00 - 1.1
26. Please identify lay down yards for materials that contractors will be allowed to use.
CLARIFICATION : Staging area is approx. 2.5 acre outside FCI Secure Perimeter
27. Please identify any gates that lulls and other contractor equipment can be used and routes to buildings in the secured perimeter.
CLARIFICATION : Will be addressed once the contract is awarded, response is sensitive in nature
28. Are any roof drains scoped for replacement? Several observed seem to be at the end of their useful life.
CLARIFICATION : NO
29. Is any hazmat material present in the roofing systems or the flashings affected by the work?
CLARIFICATION : NO
30. How are contractors to handle any bad decking that is found? Will the government allow a change of conditions CO to cover any cost?
CLARIFICATION : No, any unforeseen damage is to be brought to the COR and local contracting officer.
31. The wage determination does not have a roofer for Williamson County. Please provide.
CLARIFICATION: Please refer to Section ROOF0002-006 dated 06/01/2024 on the Wage Determination.
32. Please provide a location for a contractor job trailer to be placed and if the government will allow use of water, electrical and telecommunication hook ups.
CLARIFICATION: Refer to Section 1.2 Contractor Use of Premises (A)(7) and 1.9 Temporary Cpnstruction Facilities and Controls (A)(6) in the Specifications

33. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
CLARIFICATION : No
34. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
CLARIFICATION: Case by case basis
35. Are there any phasing requirements?
CLARIFICATION: None
36. Please provide bidding quantities for deteriorated underlayment.
CLARIFICATION: Section 01 11 00 - 1.1 Section 07 01 50.19 3.03
37. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
CLARIFICATION : Irrelevant, roof is being replaced
38. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

39. Does this project require phasing?
CLARIFICATION: None
40. Is this project tax exempt?
CLARIFICATION: Please refer to page 4 of the Solicitation for the Note under the Schedule of Supplies/ Services
41. Is there an anticipated start date?
CLARIFICATION: 90 days from contract award
42. Are third party inspections required?
CLARIFICATION : Yes, COR and/or Contracting officer
43. Do we need to account for any insulation replacement? If so please provide quantities for bidding purposes.

44. What is the current deck type and insulation? Is there a core sample?

45. Will any of the roof framing need to be replaced? If so, please provide bidding quantities and material type.
CLARIFICATION : No 07 41 13 4.1
46. Tool control – Is the roofing contractor allowed to establish a Tool gang box on the roof with equipment and all classifications of tools (AA/A/B) with the appropriate tool inventory and checks? If not, can they be stored inside your Central Tool room with the appropriate tool inventory and checks? This will help reduce downtime every day at the gate.
CLARIFICATION : No AA tools can be stored, contractor will supply job box. Details will be discussed during Pre- Construction meeting.
47. Are the roofing contractor employees going to perform this job with Entrance memo and Criminal history check for entrance in the secured perimeter? Or are the roofing contractor employees going to be required to do the full badging process with the extensive background check/ EQIP program and Interviews (T1&T4 EQIP background investigation)?
CLARIFICATION : Entrance procedures will be determined by Human Resources
48. It appears there are air conditioning units on the roof, if they need to be removed during repair work, are there any temporary heating/cooling requirements?
CLARIFICATION: Section 02 41 00-3.04 D1-4 Will be further discussed during post award meeting.
49. Are there any helicopter deterrence cables? If so, are they to remain in place or be removed?
If they are to remain in place, can you please confirm and provide requirements?
CLARIFICATION : Yes, but they are attached to walls not roof. No concern for roofing contractors
50. Will there be an exception for AA class tool storage overnight?
CLARIFICATION : No, all AA tools must be removed from secure perimeter at the end of each work day
51. Can you please confirm whether there will be elevator access to each / any of the roofs from within the building?
CLARIFICATION : No elevator access to roof
52. Can you please confirm if there are limitations / requirements for roof access equipment- from the outside of the buildings?
CLARIFICATION: Roof access equipment must be secured when not in use and removed from inner perimeter at the end of each work day per institutional security procedures. Discussed further in post award meeting. Section 07 01 50.19- 1.04 A1-19
53. Can you please confirm if there are limitations / requirements for demo chutes / trash removal from the roofs?
CLARIFICATION : Demo chutes will need to be secured on the roof at the end of each work day
54. Can you please confirm if there are requirements for dumpsters to be removed from the site daily?
CLARIFICATION: No, open top only inside secure perimeter then dumpster will sit for 24 hrs in Sallyport prior to final exit
55. Can you please confirm if there are any security measures to be aware of for contractors in the event of a lockdown /evacuation?
CLARIFICATION : Security briefing will be provided after contract award
56. Can you please confirm if there are any safety protocols to be aware of for contractors working in proximity to inmates?
CLARIFICATION : Safety/security protocols to be discussed after contract award
57. Will any inmate movement or routines be adjusted during construction?
CLARIFICATION : Security procedures will be determined by correctional services
58. Will there be a specific staging area for materials provided outside the prison perimeter?
CLARIFICATION : Yes, staging area to be determined during pre-construction meeting
59. What federal, state, or local regulations apply to construction in a federal prison?
CLARIFICATION : The Federal Bureau of Prisons operates under federal guidelines
60. Are there any additional trainings, certifications, or accreditations required for contractors working on federal prison property?
CLARIFICATION : Contractor will be provided a safety briefing from safety dept prior to starting the project
61. How will communication between prison authorities and the construction team be managed daily?
CLARIFICATION : BOP staff will be escorting contractors daily and will provide all pertinent information
62. With cellular phones being prohibited on grounds, what are the protocols for reporting issues, delays, or security concerns?
CLARIFICATION : Contractors will report any issues or concerns to BOP escorting staff
63. Will a temporary field office be allowed within the secure perimeter, or will it need to be located outside the perimeter barrier?
CLARIFICATION : Temporary field office will be allowed outside the secure perimeter
64. Will / how will power be provided to the roof for contracture use?
CLARIFICATION : Various outlets on the roof, contractor to provide extension cord
65. Is there a lightning protection system in place? Will this need to be reinstalled or replaced?
CLARIFICATION : Yes. Reinstalled if removal needed
66. What are the licensing and permit requirements?
CLARIFICATION: Section 02 41 00 1.02-1.03 Section 2852.223.70 in Solicitation, DOJ-02 C(2)B in solicitation.
67. What is the procedure to get large equipment into the areas needed?
CLARIFICATION: BOP staff will escort contractor operated equipment through the rear Sallyport
68. Will the fencing shown in provided photos need to be worked around during construction or will it need to be removed and replaced?
CLARIFICATION : Work around existing fencing with exception of razor wire fencing. Section 01 11 00

69. Are as-built existing drawings available? If so, can the Govt provide them?
CLARIFICATION : No
70. Can Govt provide roof core cut sample information for the following: location, deck type, thickness roof & insulation material, and deck slope?

71. Is the installation of permanent fall protection tie-off anchors required?
CLARIFICATION : Refer to OSHA guidelines
72. Please indicate allowable laydown and staging areas CLARIFICATION: Outside secure perimeter in an approx. 2.5 acre area to be determined after contract award
73. Will asbestos abatement be necessary for any roof area?
CLARIFICATION : No
74. Can work continue uninterrupted through the shift changes?
CLARIFICATION : Work only during day shift and no federal holidays Section 01 11 00-1.2
75. What is the background check procedure?
CLARIFICATION: See FAO-0009(a) of the Solicitation
76. Please clarify which roof decks are concrete and which ones are metal.
CLARIFICATION : FCI concrete, Camp metal
77. Is a vapor barrier required over the concrete and/or metal deck areas?
CLARIFICATION : Yes
78. What is the desired minimum R-value for the new insulation system?
CLARIFICATION : R-12, minimum of 2” thick
79. Please clarify which roof areas will need a full tapered insulation system.
CLARIFICATION : All flat surfaces
80. Is lightning protection currently on the facility?
CLARIFICATION : Yes
81. Spec section 074113 states that the roof panels are to be 12”-24” wide but does not state a thickness. What is the desired metal panel thickness for this project? i.e. 22-ga, 24-ga, etc.
CLARIFICATION : 24gauge
82. What is the extent of mechanical and electrical work for this contract? If there is going to be HVAC related work, will the contractor be required to provide temporary cooling while the HVAC equipment is being raised?
CLARIFICATION: Section 02 41 00-3.04 D1-4 Will be further discussed during post award meeting.
83. Spec section 075400 2.07.2 states,” Tapered Board: Slope as indicated; minimum thickness as indicated on drawings inch; fabricate of fewest layers possible.” Please provide slope and minimum thickness requirements for each building and roof area, as stated in specs.
CLARIFICATION : No less than 1” rate of fall for span
84. What color membrane is required?
CLARIFICATION : Black, silver, gray, or white
85. Is the installation of new roof curbs a part of this contract? If so, please provide size, quantity and locations.

86. Are the installation of new roof hatches or smoke/heat vents a part of this contract? If so, please provide size, quantity and locations.
