About this file
This is an amendment document containing answers to vendor questions regarding a Federal Bureau of Prisons (FBOP) healthcare services contract solicitation.
The document clarifies three key requirements related to outpatient institution services. First, "Outpatient Institution Services/Consultations" refers exclusively to specialty consultations and outpatient services provided on-site within the FBOP institution, not services at community-based provider offices, hospital outpatient departments, or other off-site locations. Second, when outpatient institution services are provided by qualified community-based providers that are not affiliated with a hospital network—such as optometry, mobile MRI, and mobile CT services—offerors should identify these providers in Attachment 6 and indicate "N/A" where hospital network affiliation is not applicable. Third, telehealth consultations may be proposed as an additional tool to satisfy institution-based service requirements where clinically appropriate and consistent with the solicitation. However, the institution reserves the right to determine the manner of inmate referral through outpatient institution service clinics, community-based referrals, telemedicine consults, or any other method deemed reasonable and appropriate. Offerors must complete the Hospital Network Technical Proposal Summary Sheet (Attachment 6) to identify their proposed service offerings and affiliations.

Amend 3 - Answers to Vendor Questions
1. Please clarify the meaning of "Outpatient Institution Services/Consultations" referenced on page 2 of Attachment 6, Technical Proposal Summary Sheet. Does this term refer to specialty consultations and outpatient services performed onsite within the FBOP institution, or does it include outpatient services performed at community-based provider offices, hospital outpatient departments, or other off-site locations? Yes, your first answer is correct. These are services that are provided on-site at the institution.
2. Attachment 6 requests offerors to identify Outpatient Institution Services/Consultations on the Hospital Network Technical Proposal Summary Sheet. Some outpatient institution services may be provided by qualified community-based providers that are not affiliated with or associated with a proposed hospital network. For example, services such as optometry, mobile MRI, and mobile CT may be provided by independent community providers rather than through a hospital network. Since these providers would not be included as part of the proposed hospital network, how should offerors identify these outpatient institution services? If the service provider is not affiliated with a hospital network, this should be identified in Attachment 6. For services such as optometry, mobile MRI, and mobile CT, where hospital network affiliation is not applicable, indicate "N/A".
3. For the outpatient institution services identified on Attachment 6 (e.g., Cardiology, General Surgery, Orthopedic Surgery, Urology, etc.), will telehealth consultations satisfy this requirement where clinically appropriate and otherwise consistent with the solicitation, or is the Government seeking only in-person outpatient institution specialty clinics for these services? See output #2 Institution-Based Services. Telehealth can be proposed as an additional tool to satisfy institution-based services. The institution reserves the right to determine the manner of an Inmate referral, I.e., via outpatient institution service clinic, via community-based referral, via telemedicine consult, or any other method the institution determines to be reasonable and appropriate.
