About this file
This document is a set of Questions and Answers regarding Solicitation Number 15BFA024R00000009 for Comprehensive Medical Services For Adult Incarcerated Individuals in Residential Reentry Centers and on Home Confinement. The solicitation is issued by the Department of Justice Bureau of Prisons Central Office. The key details include:
The solicitation does not intend to include Intergovernmental Agreements (IGAs) as part of the 24 site tabs in Attachment 12, and Attachment 12 is the correct spreadsheet to be submitted with the technical proposal, not Attachment 13. Attachment 12 should be submitted with the proposal, while the full network information is due within 30 days. The solicitation requires 95% in-network coverage for all Residential Reentry Center (RRC) locations within a 200 mile radius, and 90% in-network coverage within a 30 mile radius. The Performance Work Statement (PWS) has been updated to remove the 30 mile requirement. The services identified in Attachment 12 are for evaluation purposes and do not represent an all-inclusive list. The PWS will also be updated to remove the requirement for the contractor to invoice the lesser amount of a medical provider's billed charge.

• No, this was not the intent. The list has been corrected. Please see amendment 0008.
2. Attachment 12 is referenced in page 2 of the Instructions for Preparation of the Technical
Proposal as Attachment “13”. Just to clarify, 12 is the spreadsheet and 13 is the Network
Certification form, correct?
• Yes, that is correct.
3. We would like to further clarify that Attachment 12 is to be submitted with our proposal and our full network information for all RRC locations would be due within 30 days from our proposal submission. Is that correct?
• Yes, that is correct.
4. We are not certain that we are interpreting the percentage requirements contained in the
Network Certification correctly. Could you confirm what those percentages represent?
• 95% in-network coverage for all RRC locations within a 200 mile radius. 90% in-network coverage for all RRC locations within a 30 mile radius. Please refer to page 2 of Attachment
8 – Submission Proposals.
5. The current mileage requirement within the PWS is 30 miles; however, the Network
Certification includes coverage for RRC locations within 200 miles. Will the PWS be amended to include the 200 mile radius?
• The PWS has been updated to remove the 30 miles. The Network Certification is still required. Please see amendment 0008.
6. The specialties listed in Attachment 12 do not appear to match those required in Attachment
01, Health Services List, (ex: DME, P/O, Laboratory) Would Attachment 12 be amended to include those items?
• Attachment 12 and Attachment 01 are not all inclusive of the services required. The contract is for comprehensive medical services which encompasses all medical care. The services identified in Attachment 12 are for evaluation purposes.
7. PWS Section 2.04, Objective 4, Invoice Submittal, Page 15, which requires the contractor to invoice the lesser amount of a medical provider’s billed charge. This was previously removed from a prior Revision, but included again in the last revision and remains in the latest

• The PWS will be updated to reflect the previous change. Please see amendment 0008.
