FCI OXFORD – REPLACE ROOFS PHASE III
PROJECT 24Z4AX9 - QUESTIONS & ANSWERS

From Alliance Roofs Systems and Coatings:
1. In regards to dumpsters, do they have to be removed Daily or can they stay onsite overnight?
Clarification: Dumpsters may be permitted to stay inside the secure institution overnight. However, they must be located behind the slow down fence and all dumpsters will be secured (to include the top) at the end of each day with FBOP locks to prevent inmate access.
2. Are the roof decks the same on all buildings?
Clarification: Yes
3. Are the roof decks lightweight concrete or structural concrete?
Clarification: Structural concrete
4. Can safety cones and pennant flagging be used for perimeter safety or is a safety railing system required.
Clarification: Safety cones and pennant flagging located 6 feet from the edge will be allowed by FCI Oxford Safety Department. All State and Federal regulations must be complied with.
5. There does not appear to be a specific manufacturer or specification listed for the spray foam and coating, can any approved manufacturer be used?
CLARIFICATION: See page 01 11 00 -2 to 01 11 00 -4 Summary of Work

6. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
Clarification: No
7. Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?
Clarification: No heating/cooling requirements
8. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
CLARIFICATION: See page 01 11 00 – 14 1.8(A) (1) Construction Contract Management Requirements in the Specifications.
9. Please provide the site visit attendee sign in sheet.
CLARIFICATION: The sign in sheet was uploaded to SAM.gov via Amendment 0001
10. How should contractors manage razor wire along the edges of buildings? Are there any products or solutions that can be used to cover the wire while work is being carried out?
Clarification: Razor wire is below the fascia and should not interfere with construction. Should razor wire interfere with construction FCI Oxford Staff will remove the razor wire.
11. Where will the storage, dumpster, and laydown area be situated beyond the secure perimeter for daily operations and asbestos removal?
Clarification: Access Route – FCI Oxford access road off of Hwy G to Powerhouse Parking – Powerhouse parking lot Material and Equipment storage – Located by Rear Gare/Powerhouse. All staging areas must be approved by FCI Oxford Staff
12. Will there be training available on handling security protocols and emergency procedures?
CLARIFICATION: See page 01 11 00 – 7, 1.3 (D) Contractor Personnel and Equipment Security in the Specifications
13. Will there be third-party EPA inspections for the asbestos? Is the contractor responsible for covering the inspector's fees?
Clarification: All State and Federal regulations must be complied with. Contractor is responsible for contacting Wisconsin DNR for EPA inspection requirements. All inspection fees will be covered by the contractor.
14. Who will be responsible for granting access or providing an escort to the job site? Will this be an expense covered by the contractor?
Clarification: All contractor employees will pass criminal background checks. FCI Oxford Staff will conduct the criminal background checks at no charge to the contractor. All contractor employees inside the secure institution will be escorted by FCI Oxford Staff at all times.
15. What is the maximum number of workers allowed on the job site at any given time?
Clarification: No limit of contractor workers allowed on the job site. FCI Oxford reserves the right to limit the number of contractor workers due to emergencies, institution security, safety, or staff shortages.
16. Are there specific-colored vests required for the contractors to wear?
CLARIFICATION: 01 11 00 -6 Contractor use of premises #10
17. Will inmates be moved from the working areas in the building?
Clarification: Inmates will not be allowed on the roof. Inmates will remain housed in the unit during construction.
From Utility Systems Solutions:
18. Is the roofing contractor allowed to establish a Tool gang box on the roof with equipment and all classifications of tools (AA/A/B) with the appropriate tool inventory and checks?
Clarification: Contractor will be allowed to maintain a tool gang box on the roof for tools. Gang boxes will be locked and chained to an anchor. Locks will be controlled by FCI Oxford Staff. Tool gang boxes will be inventoried at the start and end of each workday. Each gang box will have a tool checklist posted in it. FCI Oxford reserves the right to have the contractor remove the gang box at any time due to emergencies and institution security.
19. Are the roofing contractor employees going to complete this project under an Entrance memo and Criminal history check? Or, will contractors be required to do full badging with the extensive background check/ EQIP program and interviews?
Clarification: Contractor will be badged. This process would require contractor employees taking a 4-hour security class, pictures, and fingerprints at the institution. The process may require more extensive background checks.
20. What is the criminal history rule-outs for background checks, and length of time from incident?
Clarification: Criminal history rule-outs are at the discretion of the Captain and Warden at FCI Oxford based on the safety and security of FCI Oxford.
21. Many of our FBOP projects have a set ratio of FBOP escorting staff to contractors working site. Is there a maximum allowed # of contractor employees working on-site for this project?
Clarification: There is no limit of contractor workers allowed on the job site. FCI Oxford reserves the right to limit the number of contractor workers due to emergencies, institution security, safety, or staff shortages.
22. We expect that only one roof can be worked on at a single time, is that an accurate statement?
Clarification: No, working on multiple roofs may be possible in certain conditions. All roof construction sites would need to be located on either the east side or west side at one time. FCI Oxford reserves the right to limit the number of construction sites due to emergencies, institution security, safety, or staff shortages.
23. Can the contractor spray foam trailer be inside the secure facility overnight or will it need to be removed each day?
Clarification: Spray foam trailer may be permitted to stay inside the secure institution overnight. FCI Oxford does not guarantee all spray foam trailers will be allowed to stay inside the secure institution overnight. This will be based the size, type, contents, and ability to secure the trailer. If permitted to stay inside overnight, it must be located behind the slow down fence and the trailer will be secured at the end of each day with FBOP locks to prevent inmate access.
24. Can dumpsters for tear off and abatement be left inside the secure perimeter overnight?
Clarification: Dumpsters may be permitted to stay inside the secure institution overnight. However, they must be located behind the slow down fence and all dumpsters will be secured (to include the top) at the end of each day with FBOP locks to prevent inmate access.
25. Can rock removal dump trailers be dumped at the location outside the secure perimeter designated by the FBOP and brought right back in the secure facility through the Rear Gate or do all trailers need to stay in the rear gate overnight for the inmate counts required.
Clarification: Rock removal trailers will be allowed to enter and exit the rear gate with out waiting overnight under approved conditions. Each trailer must be able to meet FCI Oxford security checks. FCI Oxford reserves the right to hold a removal trailer at the rear gate overnight due to emergencies, institution security, or safety.
26. Are the housing units going to be vacated (inmate residents) when that roof is being replaced?
Clarification: No, inmates will remain housed in the unit at all times during construction.
27. Is the contractor responsible for the razor wire removal if needed?
Clarification: Razor wire is below the fascia and should not interfere with construction. Should razor wire interfere with construction FCI Oxford Staff will remove the razor wire.
28. Please confirm if the contractor is required to pay all applicable Wisconsin taxes for this project?
Clarification: The contractor will be responsible to pay applicable taxes.
29. Please confirm that a Wisconsin state license is required for the abatement on this project and that other state licenses are not acceptable.
Clarification: All State and Federal regulations must be complied with. Contractor is responsible for contacting Wisconsin DNR for licensing information.
30. The definitions on specification 01 11 00-30 (PDF page 31) state that the "Air Sampling Professional" (ASP) is employed by the building owner however, specification 01 11 00 - 38 (PDF page 39) states that the Air Sampling Professional is to be provided by the contractor. Please confirm all air sampling for asbestos (including the ASP) on this project will be provided by the contractor.
Clarification: Air Sampling Professional is to be provided by the contractor.
31. Please confirm that only 100% polyester stitched-bonded reinforcing fabric may be used for this project to match the existing roofs completed in phase II.

32. The drawings and details provided are difficult to read, can we get a revised copy that is legible?
Clarification: Drawing posted to SAM.gov are the only drawing available to post.
33. Is there an option to install fully adhered insulation boards below the new spray foam roof system in lieu of spraying a full 6” – 7” of spray foam, if the R-values are similar?
Clarification: Please see page 01 11 00 – 2-4 of the Specifications
34. Is there a minimum slope requirement for the finished roof surface?
Clarification: Please see page 01 11 00 – 4 of the Specifications International Building Code
35. Would it be possible to provide contractors with photos of the existing roof conditions?
Clarification: Site visit was conducted on 11/6/2024 for existing roof conditions.
36. What is the existing roof system thickness and make-up (layers and cores) in the areas included within this scope?
Clarification: Please see response to question 35.
37. Will inmates be temporarily relocated while contractors are performing work at each housing location, or will there be guards stationed at the job site with the contractor during work?
Clarification: Please see response to question 26.
38. Will the contractor need to remove all tools, equipment, and materials from inside the facility at the completion of each day?
Clarification: Please see response to question 18.
39. How will communication be maintained with the prison administration and other necessary personnel throughout the project?
Clarification: All communication will be through the assigned COR.
40. What is the timeframe / duration of work estimated for this project?
Clarification: Please see page 1 of the Solicitation.
41. Are ladders allowed to be used to access the roof if they are removed at the end of each day?
Clarification: See page 01 11 00 – 2 of the Specifications
42. What type of equipment is allowed within the facility (i.e. Telehandler, Man-Lift, Dumpsters, etc.).

43. Are contractors limited to the number of employees inside the facility at one time?
Clarification: See response to question 15.
44. Where will our set up location be for each building? Inside next to the roof sections or will we stage outside of fence and pull hose?

45. Is the installing roofing contractor (applicator) required to have a minimum number of years of experience installing spray foam roofing to be qualified to install the roofing on this project?

46. Is the installing roofing contractor (applicator) required to have a minimum number of past projects or square footage applied of spray foam roofing to be qualified to install the roofing on this project?

48. Is the installing roofing contractor (applicator) required to have Contractor Company Accreditation for roofing with Spray Polyurethane Foam Alliance?

49. Is the roofing material manufacturer required to a minimum number of years of experience producing the spray polyurethane foam and coating to be used on this project?
Clarification: See page 01 11 00 – 11 of the Specification.
50. What is the minimum gauge and finish for the new perimeter sheet metal?
51. Is the new perimeter sheet metal required to be ANSI/SPRI ES-1 certified?
52. Are there any minimum physical properties required for the new spray polyurethane foam (i.e. compressive strength, tensile strength, density, etc.)?

53. Are there any minimum physical properties required for the new acrylic roof coating (i.e. elongation, tear resistance, tensile strength, water vapor permeance, solar reflective index, etc.).

56. Are any of the products used in the roof system required to be Factory Mutual (FM) or UL certified?

57. Besides ASTM method D1331-56 “Surface and Interfacial Tension of Solutions of Surface Active Agents”, are there any other products or installation methods that need to comply with any Underwriters Laboratories (UL) and ASTM International requirements?

58. Does the reinforcing fabric need to be installed over the entire roof surface or just at the perimeter edges and penetrations?

59. Does the new full system roof warranty need to be issued by the roofing manufacturer? Are there any requirements on the size, years of experience issuing 20 year full system warranties, minimum Dun and Bradstreet rating, and/or minimum net worth of the manufacturer issuing the warranty?
