About this file
This is a Questions & Answers document for solicitation 15BFA024B00000029 regarding the FCI Oxford Replace Roofs Phase III project in Oxford, Wisconsin.
The Q&A addresses key contractor questions about project execution at the federal correctional facility, including: dumpster and equipment storage protocols (dumpsters may remain overnight if properly secured); roof deck specifications (structural concrete); safety requirements (safety cones and flagging allowed 6 feet from edge); contractor personnel requirements (background checks and badging required, with FCI Oxford staff escorts); tool and equipment security (locked gang boxes allowed on roof with daily inventories); and operations details (inmates will remain housed during construction but not allowed on roof, multiple roofs may be worked simultaneously if on same side of facility). The document also clarifies that contractors are responsible for Wisconsin state licensing, taxes, EPA inspection fees, and must provide their own Air Sampling Professional for asbestos work. Security protocols and facility access requirements are detailed extensively throughout the document.
