FMC LEXINGTON – ELEVATOR MODERNIZATION

PROJECT 24Z1AV6 - QUESTIONS & ANSWERS

SOLICITATION 15BFA024B00000017

SUBMITTED BY LOGISTICS CONTRACTING SERVICES, LLC.:

1. The project specifications require the installation of a TAC 32T Controller, which is a proprietary unit supplied by TKE. Unfortunately, DC Elevator cannot provide this controller. Could Elevator Controls be considered an acceptable substitute for this project?

CLARIFICATION: Per Statement of Work (SOW): The Contractor is to supply and install all listed components or like items to complete the modernization of (9) elevators. Also, see solicitation, FAR 52.211-6, Brand Name or Equal.

SUBMITTED BY D.C. ELEVATOR:

1. Original bid date is 8/2/2024, can this date be extended a minimum of two (2) weeks making the new revised bid date 8/28/2024?

CLARIFICATION: The bid due date is extended to 08/16/2024 with Amendment 0001.

2. Will the pictures that Mr. Brown has of the elevators be released, or will we have some way to access these pictures?

CLARIFICATION: Photos included with Amendment 0001.

3. We were able to slightly open the doors on the freight elevator in the Unicor Building, given the condition of the door panels, tracks and equipment we suggest all hall doors, tracks and equipment be replaced? Please advise how to proceed.

CLARIFICATION: See SOW: No work to be performed on existing CAB and Doors unless specified.

These are to remain as is.

4. The platform on the freight elevator in the Unicor Building is to be replaced per the specs, should the cab, car gates, tracks and door equipment and ceiling be replaced as well?

CLARIFICATION: See SOW: No work to be performed on existing CAB and Doors unless specified.

5. The top floor hall doors of the freight elevator in the Unicor Building have been drywalled over and are not operational, should this remain as is or should the hall doors become operational?

CLARIFICATION: They will remain as is.

6. Are the deflector sheaves to be replaced or new seals and bearings to be replaced on any deflector sheaves?

CLARIFICATION: No, these items are not specified in the SOW.

7. The specs call for a TAC 32T Controller to be installed, this is a proprietary controller supplied by TKE.

Independent elevator companies are not able to provide this controller. Would Elevator Controls be an acceptable substitute for this project? Please find attached Elevator Controls Brochure.

CLARIFICATION: Per SOW: The Contractor is to supply and install all listed components or like items to complete the modernization of (9) elevators. Also, see solicitation, FAR 52.211-6, Brand Name or Equal.

8. All the elevators have Certificate Numbers that have been issued by the state, would a state or federal inspector perform the final inspections?

CLARIFICATION: Per SOW: Final elevator commissioning inspection will be performed by a Certified Elevator Inspector. A letter signed by inspector showing Elevator has been tested and safe for use will be given to the Contract Officer Representative (COR). Any deficiencies noted from inspection will be corrected by the contractor at no cost to the BOP.

9. Current elevator code year is 2010 in the state of Kentucky, but if considered federal then the elevators would fall under the newest 2019 code. What code year will these elevators need to follow?

CLARIFICATION: Per SOW: This work shall be performed in accordance with these specifications OSHA and ASME regulations and any other applicable federal and state government regulations concerning elevator related construction activities. In the event of conflicting requirements, the most stringent provisions shall be applicable.

10. Is only the pit considered a confined space requiring gas monitoring or is the entire elevator shaft considered confined space?

CLARIFICATION: You will need to follow NFPA 350. NFPA defines a “confined space” as any area that meets the definition outlined in OSHA’s 1910.146 standard, regardless of the presence of atmospheric, engulfment, or internal configuration hazards.

11. The specs call for Fusion Hall stations which are a proprietary TKE fixture that an independent elevator company is not able to get, would Innovation Industries #4 surface mounted fixtures be acceptable? Please find attached Innovation Industries’ brochure.

CLARIFICATION: Per SOW: The Contractor is to supply and install all listed components or like items to complete the modernization of (9) elevators. Also, see solicitation, FAR 52.211-6, Brand Name or Equal.

12. Which elevators are on emergency power? Please list.

CLARIFICATION: B-building

13. Which buildings are sprinkled?

CLARIFICATION: Cardinal, Bluegrass, Younity, and Antaues

14. How much time is needed to request additional guards during the workday?

CLARIFICATION: 2–3-day notice if it is known that an extra escort will be required. If it something that comes up unexpected then notify the COR and we can work with contractor if feasible.

SUBMITTED BY NCI NICHOLS CONTRATCING:

Question 1) Please confirm if a HAZMAT Study has been conducted. If Hazmat is encountered, will the contractor be responsible for abatement? Please note that if an abatement subcontractor is needed from the offeror, a second site visit may be required.

CLARIFICATION: Asbestos survey was completed in 1996.

Question 2) Please confirm whether all on-site workers must be U.S. Citizens.

CLARIFICATION: No. Information will be done with the NCIC security form and approved on case-by-case basis.

Question 3) Please confirm that permits are not required.

CLARIFICATION: Not required.

Question 4) Please confirm that the offeror is not responsible for project design and that this is not a design-build procurement.

CLARIFICATION: This project is not a design build.

Question 5) Will the contractor be provided on-site parking?

CLARIFICATION: Parking is available.

Question 6) Does the owner have a preferred phasing sequence for the elevator modernizations?

CLARIFICATION: This will be determined Post award of the project during the Pre-construction meeting.

Question 7) Please confirm that all utilities provided by the government to the contractor are free of charge.

CLARIFICATION- The FBOP will provide minimal electricity service (120V), for battery chargers, small hand tools, etc. In addition, FBOP will provide restroom services. The Contractor shall provide all other supplies and materials needed to complete this project.

Question 8) Please confirm that this project is not tax exempt.

CLARIFICATION: Per the solicitation: The successful contractor shall be responsible for all applicable federal, state, and local taxes. No tax exemption certification will be issued by the Federal Bureau of Prisons.

Question 9) Will the government provide the contractor with an on-site staging / storage area?

CLARIFICATION: Staging will be provided. Storage will be on the contractor for material storage until install is ready and the mechanical room can be used.

Question 10) Is BAS integration required for the HVAC and sump pump systems? If so, please provide the POC information for the incumbent servicer.

CLARIFICATION: Building Automation System software is not required.

Question 11) Please confirm that the elevator machine rooms are to receive new HVAC units to meet code requirements.

CLARIFICATION: See SOW Contractor will be responsible for the following areas:

• Rental of any Crane or lifting devices.

• General Building Upgrades for (9) Traction Elevators

a) Electrical

b) Fire/Life Safety meeting NFPA standards

c) HVAC (Split Unit) for elevator Mechanical room

Question 12) Please confirm that the elevator pits are to receive new sump pumps.

CLARIFICATION: No

Question 13) Please confirm who the Authority Having Jurisdiction (AHJ) will be for this project (local or federal).

CLARIFICATION: Federal

Question 14) Please define the commissioning requirements for this project.

CLARIFICATION: Per SOW: Final elevator commissioning inspection will be performed by a Certified Elevator Inspector. A letter signed by inspector showing Elevator has been tested and safe for use will be given to the Contract Officer Representative (COR). Any deficiencies noted from inspection will be corrected by the contractor at no cost to the BOP.

Question 15) Will a full-time on-site superintendent be required for this project? If so, can the elevator subcontractor's foreman be the on-site superintendent at times when only elevator work is occurring?

CLARIFICATION: Yes, site foreman can be on-site superintendent

Question 16) How many elevators can be taken out of service for modernization at a time?

CLARIFICATION: Work to be coordinated in a manner that allows for the institution to operate on a modified movement schedule.

Question 17) What will be the daily security procedures for on-site workers and how long is the estimated time it will take each day?

CLARIFICATION: As discussed in the meeting; all workers are to clear through the front lobby to gain access to the work site.

Please refer to the SOW:

Access to the site will be available during normal working hours except during emergencies. It shall be the responsibility of the Contractor to familiarize himself, his employees, and his subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the Contractor or to any of his subcontractors for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines.

Contractors should plan for a certain amount of time accrued for security considerations, i.e., check-in screening, delay due to inmate movements, institution lock-down, institution emergencies, etc. In the event of an institution emergency, the Contractor will be instructed to secure all work, secure, and stow all tools, equipment and materials, and the Contractor will be escorted out of the institution.

Work will resume once the institution emergency passes.

Question 18) Please confirm that all code required "building related work" will be required to be completed by the contractor as a part of this contract. This work is to include mechanical, electrical, plumbing, and architectural work needed to bring the elevators up to code requirements.

CLARIFICATION: This is a modernization project; contractor shall modernize the following elevators:

Antaeus Unit, Younity Unit, Commonwealth North & South, Veritas Unit, (2) Main Corridor, Unicor, and Admin Bldg. Work includes modernization of controller, machine, governor, car, hoistway, pit, door equipment, car fixtures, hall fixtures.

Question 19) Will new elevator hoistway interior lighting be required all the up each shaft way?

CLARIFICATION:

Hoistway:

All necessary wiring for TAC 32T controller a) Single Flat traveling cable with coax

b) Hoist way wiring

c) Interlock wiring

d) Interlock connectors

e) Serial wiring

f) Hoist way Duct Kit (per run)

g) APS (Absolute Positioning System) for TAC32T with final Limit Switches.

Question 20) Will the interiors of the elevator hoistway walls be required to be painted?

Question 21) Is elevator pit damp-proofing a requirement?

Question 22) Is proprietary elevator equipment permitted to be installed or does the government requires all non-proprietary equipment?

CLARIFICATION: Non-proprietary equipment

Question 23) Are the elevators currently on emergency generator power? If yes, please confirm which elevators currently operate on generator power.

CLARIFICATION: B-building

Question 24) Please provide the POC for the incumbent fire alarm provider for the facility.

CLARIFICATION: We utilize Koorsen Fire & Security

Question 25) Please confirm the ASME 17.1 code year that will be enforced (2010, 2019, or 2022) CLARIFICATION: Most current edition 2022.

Question 26) Will the elevator hoistway entrance frames and door panels require sanding and painting?

Question 27) Will full-size (floor to ceiling) hard temporary barricades be required at each lobby elevator entrances while the elevator is out of service?

CLARIFICATION: Barricade must not allow for staff or inmates to enter elevator entrances.

Question 28) Please define the elevator interim maintenance requirements.

CLARIFICATION: Shall follow standard warranty for craftsmanship (1 year), and all transferrable warranties from manufacture shall be transferred to FMC Lexington.

Question 29) Please define the elevator warranty maintenance requirements.

CLARIFICATION: Shall follow standard warranty for craftsmanship (1 year), and all transferrable warranties from manufacture shall be transferred to FMC Lexington.

Question 30) Please confirm that final CPARS will be acceptable to submit in lieu of client PPQs.

CLARIFICATION: No, PPQ should be submitted according to directions listed in the Instruction to Bidders.

Question 31) Please provide photos of the Unicor Elev-3 elevator machine room.

CLARIFICATION: Photos included with Amendment 0001.

Question 32) Please confirm that craning the elevator equipment up to the Unicor Elev-3 machine room will be acceptable.

CLARIFICATION: Yes, entrance shall be granted utilizing same procedures as all other sub-contractors.

Question 33) Please extend the RFI due date to allow contractors and subcontractors time to compile all pertinent questions.

Question 34) Please define the estimated project award date and start date.

CLARIFICATION: To be determined by the Procuring Contracting Officer

Question 35) Please confirm that the government will be amenable to issuing down payments to release the elevator equipment to manufacturing at the front end of the project.

CLARIFICATION: No, the Federal Bureau of Prisons will not issue payment apps until we can account for tangible material on site.

Question 36) Please confirm whether a second site visit will be allowed for additional subcontractors.

Question 37) Please consider extending the bid due date 1-2 weeks to allow adequate time for offerors to prepare proposals in response to the RFI answers.

Question 38) Are structural and MEP as-built drawings available? If so, please provide them for bidding purposes.

CLARIFICATION: Due to the age of the buildings, MEPs and structural as-built drawings are not available.

Question 39) Please confirm that the existing geared elevator machines are to be retained in place.

CLARIFICATION: See Statement of Work Section 1 pages 1-13.

Question 40) Please confirm if two-way communications are required in the elevator cabs.

CLARIFICATION: Must meet the minimum requirements in the SOW:

ADA Phone System integral with COP (Rath) 2009 & 2010 Elevator Communications Failure for phone lines.

Question 41) In most of the elevator machine rooms, it was observed that non-elevator related piping and equipment are located within the elevator machine rooms. Please confirm that the government will provide variances to allow these non-elevator related items to remain in the machine rooms given the age of the facility and logistical challenges associated with removing these items.

CLARIFICATION: Has no relevance to the scope of work outlined in the SOW.

Question 42) Please define the total number of escorts that can be provided to the contractor at one time.

CLARIFICATION: Daily will be 1 escort. If additional escorts are needed that will need to be coordinated with the COR 2-3 days in advance.

Question 43) Please provide the sign in sheet from the site visit.

CLARIFICATION: It will be included in Amendment 00001.

Question 44) Will there be available storage areas for the contractor to use located within the facility?

CLARIFICATION: Elevator Mechanical room as required as not to cause a hazard.

Question 45) Please define the requirements for air monitoring.

1. CLARIFICATION: Evaluation Testing: Before entering a confined space, evaluate the hazards by testing the atmosphere. This helps identify chemical hazards and ensures safe conditions for workers. The evaluation considers serious hazards, such as a hazardous atmosphere, engulfment risks, or other safety concerns.

2. Verification Testing: During entry and reentry, monitor atmospheric conditions at least every 15 minutes. Verify that chemical hazards remain below safe levels and align with the conditions specified on the permit. Test the atmosphere in this order: oxygen, combustible gases, and toxic gases2.

3. Duration of Testing: The minimum response time for gas detectors is noted by the manufacturer. If you use probe extensions or hoses, allow additional time for air from different depths to reach the equipment.

4. Layered Atmospheres: In spaces with layered atmospheres, test the area surrounding the worker (within four feet in the direction of travel and on each side).

5. Retesting During Entry or Re-Entry: Routinely test the confined space to ensure ongoing safe atmospheric conditions2.

Question 46) Please confirm that the safety manager can also be the on-site supervisor.

CLARIFICATION: SOW states: Quality Assurance/ Installation Requirements:

Be experienced in Elevator Service and modernization procedures and have certified employees.

Employ Field Technical Services Representatives to monitor project work, make inspections, report on work quality, and job progress.

Question 47) Please confirm that subcontracting plans are not required with the bid. If yes, please define the requirements for the plan.

CLARIFICATION: FAR Clause 52.219-9 Alternate I is included in the solicitation that outlines the requirements if applicable for the apparent low bidder.

Question 48) Many of the elevator machine room entrances have heavy prison style doors. Typically, this is not allowed by code. Please confirm if these shall be removed as a part of the modernizations.

CLARIFICATION: The doors will remain as is.

Question 49) Please confirm whether the contractor or the government will be responsible for keying the new elevator machine room doors.

CLARIFICATION: This is not part of the scope of work

Question 50) Please provide photos of the following areas that were not accessed on the site visit: Younity Elevator, Commonwealth South Elevator, Commonwealth North Elevator CLARIFICATION. All contractors were afforded the opportunity to access all elevators, as a collective group, the group decided not to access these elevators. As discussed at site visit pictures were taken of the 3 elevators listed above and attached.

Question 51) Within the B-Building Elevators 2-3 machine room, there is currently a generator and electrical switchgear equipment that are not directly elevator related. Please confirm if this equipment can remain in place.

CLARIFICATION: This equipment will stay in place.

Question 52) Should a service or extended warranty be included in our pricing?

CLARIFICATION. Standard warranty for craftsmanship (1 year), and all transferrable warranties from manufacture shall be transferred to FMC Lexington.

Question 53) Should alternate pricing be included for new gearless machines?

CLARIFICATION. FMC Lexington is seeking bids for the modernization of 9 elevators in a manner that modernizes the controller, machine, governor, car, hoistway, pit, door equipment, car fixtures, and hall fixtures.

Question 54) If existing machines are being retained, should any refurbishment work be performed?

CLARIFICATION: See Statement of Work Section 1 pages 1-13.

Question 55) Are new car safeties being installed for all elevator or just those with wind-up safeties?

CLARIFICATION: SOW states that all wind-up safeties & Safety stops to be replaced within the scope of work.

Question 56) If new safeties are being included to replace wind-up safeties, please advise which elevators should be upgraded.

CLARIFICATION: As required.

Question 57) Please advise which elevators are currently on emergency power.

CLARIFICATION See question 23.

Question 58) Should new governors and governor tension sheaves be installed on all elevators? (Bid specifications are vague)

CLARIFICATION:

SOW states modernization to include GOVERNOR:

• Governor /Safety Accessory kit

• 16” Governor without Encoder (include Tail Sheave)

• Governor Rope

Question 59) Are existing car/counterweight guides being retained or replaced? (Bid specifications did not address).

CLARIFICATION: Retained.

Question 60) Should new door operators be installed? (Bid specifications did not address).

CLARIFICATION: Yes

Question 61) Are existing car door clutches, gate switches, and linkage being retained? (Bid specifications did not address).

CLARIFICATION: Retained

Question 62) Please confirm for existing cab interiors, lighting and car door panels are being retained. (Bid specifications did not address).

Question 63) Please confirm existing cab ventilation fans are being retained. (Bid specifications did not address).

Question 64) Please confirm existing hoistway door tracks, hangers, rollers and closers are being retained or replaced.

(Bid specifications did not address).

Question 65) Are existing hoist cables/ropes and shackles being retained. (Bid specifications did not address).

CLARIFICATION: SOW modernization includes:

Car/Counterweight tension (CWT) shackles w/springs (pairs per 1/2" or 5/8" rope) Hoist Cables, traction steel, preformed. (Lengths to vary per elevator, Contractor to verify all measurements.)

Question 66) Please confirm if car/counterweight buffers and pit steel should be reused on all elevators. (Bid specifications did not address).

Question 67) Please advise what door work should be performed on Unicor freight elevator. (Bid specifications did not address and appear to apply to passenger elevators only).

Question 68) If the platform is being replaced on Unicor elevator, is a new cab shell being installed as well?

CLARIFICATION: Platform to be replaced for ELEV-3-LEX located in Unicor along with modernization requirements. No work to be performed on existing CAB and Doors unless specified.

Question 69) Please advise if entire steel platform with marine grade plywood and finish flooring should be provided for the Unicor freight elevator.

CLARIFICATION: Platform to be replaced for ELEV-3-LEX located in Unicor along with modernization requirements.

Question 70) Please confirm if 3rd party controllers which comply with Buy America FAR Clauses should be provided.

TKE Tac32 controller was specified. Are other bidders able to provider their own controller if not specified?

Question 71) Should surface mounted or flush mounted fixtures/signals be provided? Surface mounted fixtures as specified are less vandal resistant.

Question 72) Are position indicators with directional lanterns required for all elevators at each landing or just where currently provided? (Bid specifications did not address).

CLARIFICATION:

Position Indicator (2” CE Segmented) Position indicators are required for all elevators. These indicators display the car’s floor location and direction of travel. Additionally, hall lanterns, which indicate the arriving elevator and its direction of travel, may be combined with position indicators.

Question 1) Elevator pit # 9. Area not sprinkled and pit is dry. Is a sump pump required?

Clarification: This is not part of the SOW

Question 2) Elevator pits' sump pump discharge pipe: Preferred material? If copper, are press fittings allowed?

Press fittings are rated for the application and eliminate torches, burn permits and fire watch. Faster install as well.

Clarification: This is not part of the SOW

Question 3) Do the sump pumps need to be in a recessed basin with cover or surface mount?

Clarification: This is not part of the SOW

Question 4) Machine room HVAC: Can mini-split heat pumps (outdoor units) be mounted to the wall on an approved bracket? This would eliminate a roofing contractor.

Clarification: Yes

Submitted by OCS Construction Service, INC Question 1) The specs call for a TAC 32T Controller to be installed, this is the proprietary controller supplied by TKE, other Elevator companies are not able to provide this controller. Would Elevator Controls be an acceptable substitute for this project? Please find attached Elevator Controls Brochure.

Clarification: Per SOW: The Contractor is to supply and install all listed components or like items to complete the modernization of (9) elevators. Also, see solicitation, FAR 52.211-6, Brand Name or Equal.

Question 2) Please provide the required tonnage for each HVAC unit (split system) for each machine room.

Clarification: Contractor will be responsible for the following areas:

• Rental of any Crane or lifting devices.

• General Building Upgrades for (9) Traction Elevators.

a) Electrical

b) Fire/Life Safety meeting NFPA standards

c) HVAC (Split Unit) for elevator Mechanical room

d) It is the responsibility of the contractor to verify all measurements and material to complete the project. This is a contractor requirement.

Question 3.) Are there existing HVAC units for existing machine rooms that will be replaced with new? If yes, please share with us the name plate of all existing equipment.

Clarification: There are no existing units in machine rooms. All machine rooms to have HVAC units installed per statement of Work.

Question 4) Please advise if more than one elevator will be executed simultaneously or just one at a time.

Clarification: Work to be coordinated in a manner that allows for the institution to operate on a modified movement schedule.

Question 5) Please provide all photos at all work-related locations.
