Question 1:

There is no mention of alarm functionality in the scope documents. We need to confirm if alarm functionality is requested. If alarm functionality is in the scope, DPAS wants to apply ISA 18.2 methodology to ensure a properly functioning alarm system.

We would like confirmation on applying ISA 18.2.

BOP Response: Clarification The application of ISA 18.2 is not applicable to the functionality of these PLC systems being installed under this contract.

Question 2:

On page 1 of “Replace Programmable Logic Controller (PLC) Systems at FCC Coleman, FL_1 copy.pdf”, under Contractor’s Duties item 8 says “Contractor to provide, design, and commission program and graphics for all PLC systems being installed, after consultation with COR.” This suggests we will not know the PLC and HMI programming scope until after the project is awarded, which precludes us providing an accurate fixed price bid before it is awarded. We want to understand if this consultation is to provide scope or only to discuss implementation details of prior defined scope.

BOP Response: Clarification The consultation with the COR is to discuss implementation. See page 2 and 3 of 16 items #3 (scope included) & #4 (scope not included).

Question 3:

Item 5 pertains to “re-integrate the existing audio/visual equipment into the new PLC systems”. We need to understand the audio/visual equipment and how to integrate it.

BOP Response: Clarification The existing audio/visual equipment, such as intercoms, indicators, etc., that need to remain will be integrated using contact closures.

Question 4:

While the logic is likely to be simple discrete functionality, we need to have a way of quantifying the PLC programming scope. We do not see any documentation that provides that detail. There are some digital output modules in the specification, so we need to understand the logic that will drive those outputs.

BOP Response: Clarification Everything that will be installed under this project is simple digital in / digital out switches, buttons, and indicators.

Question 5:

We do not see any documentation to help estimate the HMI development scope, such as number of screens, sketches or pictures of example screens, etc.

BOP Response: Clarification The needed HMI development is identified in the Revised Scope of Work on page 3 of 16, under items #13 and #14. Refer to Question #2 answers for the HMI development scope.

Question 6:

There is no mention of an HMI style guide or standards. DPAS prefers to apply the ISA 101 HMI (gray scale) standard. We would like confirmation on applying ISA 101 or other standard.

BOP Response: Clarification ISA 101 is not acceptable. Contractor will be required to utilize existing FBOP standard icons will be provided to the contractor awarded the project for use in HMI programming of panel view icons.

See Revised SOW page 3 of 16, item #13.

Question 7:

It appears all the HMIs are panel view displays, but we expect there is a central control room where FactoryTalk displays may be used. There is no mention of FactoryTalk in any of the documentation we have. We need to confirm if such displays are in the scope.

BOP Response: Clarification Machine additions, such as FactoryTalk, will not be utilized.

Panelviews shall be used.

Question 8:

There is no mention of any servers, such as alarm, HMI, or historian servers. We want to confirm none of these are desired.

BOP Response: Change There is an existing historian server that is required to be replaced.

Within the original Scope of Work, it was implied that this server would be replaced; however, it was not clearly identified to be replace. For the record, this server shall be replaced. This has been added to page 3 of 16, item #14 of the Revised SOW.

Question 9:

Many Rockwell systems use the PlantPAX library, but there is no mention of it in any documentation we have. It is likely that due to the simple functionality required that they don’t need PlantPAX, but this should be clarified.

BOP Response: Clarification PlantPax will not be needed.

Question 10:

Page 9 Quality Assurance/Installation Requirements says “All technicians shall be qualified and certified by the manufacturer to install, test, and certify PLC programming and commissioning. Such certifications must be verified in writing by the manufacturer and submitted with the contractor’s bid.” Is a Rockwell certified bronze level integrator sufficient?

BOP Response: Clarification Rockwell Automation System Integrator certification is acceptable. All certifications are to be verified during the submittal process.

Question 11:

There is no mention of factory acceptance test. The testing mentioned in the documentation we have appears to be entirely onsite. We want to confirm that the client does not request factory acceptance test prior to shipping materials to site for installation.

BOP Response: Clarification FBOP does not require factory acceptance test; however, FBOP will require testing of the system once fully installed for commissioning and proper operation of the system.

Question 12:

Will you allow RFIs to be asked after we receive the pictures taken at the pre-bid meeting?

BOP Response: Clarification No. The deadline to ask questions, which are RFIs, has since past.

Question 13:

Please provide the make and model of the existing PLC’s to be replaced.

BOP Response: Clarification This information is identified in the Scope of Work, page 3 of 16, item #4.

Question 14:

Paragraph 2 of the Scope of work states” … Although these existing systems, inmate duress and Rear Gate and Guard Towers 6 & 7, are not included in this Scope of Work, the PLC system installed under this Scope of Work shall be compatible and shall be integrated with these two existing PLC systems which are not being replaced. It shall be the contractor’s responsibility to ensure that all systems communicate with each other, and that existing and new PLC systems are commissioned and programmed to operate together.” Please delineate what level of integration is required between the rear Gate, Guard Tower 6 & 7 PLC’s and the new PLC’s to be installed under this project.

BOP Response: Clarification As per the Scope of Work, there are 3 areas where a new PLC system has already been installed. The new PLCs being installed in all other areas of the institution are to be fully integrated with the newly installed PLCs at the Rear Gate and Guard Towers 6 & 7. The new PLC systems should also communicate and be integrated with the existing inmate duress system.

Question 15:

Scope of work number 7 – Please provide the quantity and type of each of the audio/visual equipment that will be re-integrated into the new PLC system.

BOP Response: Clarification See question #3 answer.

Question 16:

Scope or work number 11 – Please confirm that no floor plan or site graphics will be required on the new touch screens, only door icons/buttons.

BOP Response: Clarification Some of the HMIs will utilize floor plans. All HMIs shall be capable of utilizing floor plans.

Training – Please confirm that onsite manufacturer’s training is acceptable for this project.

The Statement of Work says that the Government is providing 128 Schneider relays and bases. Can you clarify what the intended use of these relays are?

BOP Response: Change This is being removed from the Scope of Work and the Government will not be providing these relays and bases.

This has been removed from the revised SOW.

Question 19:

Can you provide the number of I/O points required for each building?

The number of I/O points are identified by building in the Revised SOW starting on page 3 of 16 and continuing through page 11 of 16.

Each I/O module identified in the SOW (digital input module or digital output module) consists of 16 I/O points each. The SOW places the verification of quantities on the contractor; however, for bidding purposes, based on the SOW, there are more than 1,050 but less than 1,150 I/O points, by our estimation.

Question 20:

Please confirm how the existing camera system is currently integrated with the PLC or intercom system for camera call-ups.

BOP Response: Clarification The existing camera system is currently integrated with camera call-ups via contact closures. Similar to question #3.
