Are VFD’s to be provided for the pumps?

Please confirm all supply and return header piping gets demoed and installed new back to where piping leaves the mechanical room.

Please provide specifications on insulation thickness and material for supply and return piping.

Do we need to meet which of the following? Buy America, Buy American, US Steel Act.

Please see clause 52.225-9 Buy American – Construction Materials (Oct 2022) in the solicitation (pages 19-22). In addition, please see clause FAO-0005 Submittals (pages 6-7).

Question 7:

Effective 1/1/23 DEP requires 9ppm of NOX on burners 10M BTUs or greater. Do we have to comply with that regulation?

Yes, must comply with PA DEP regulations.

Question 8:

Is this intended to be a design-build project?

No

Question 9:

Please clarify limits of scope in terms of pipe and equipment replacement. Is the intent to replace the complete supply & return piping system inside the mechanical room?

Yes, in the powerhouse main boiler room only.

Question 10:

The existing piping system inside the heat plant is welded. If the intent is to replace all of the piping, please confirm that the new piping system shall be welded schedule 40.

Question 11:

Are the main isolation valves intended to be replaced?

Are the 3 pumps intended to be replaced? If so, will the new pumps be the same size? Is the intent to provide new disconnects, starters, etc for the pumps?

New pumps to be installed. Sizing should be the same as current with new disconnects, starters, etc.

Question 13:

Are the expansion tanks and surge tank intended to be replaced?

Are the fuel oil pumps and distribution system intended to be replaced as part of this project?

Question 15:

The existing outside air louvers are not connected to the actuators and appear to be always closed. Is the intent for the project scope to include modifications or replacement of the louvers and actuators? If so, how shall these be controlled?

Replace the actuators and tie into the new boilers.

Question 20:

Does this site fall under the PA DEP jurisdiction for permitting? If so, has the BOP obtained the DEP permit for this project? The owner is required to pull this permit.

Yes, contractor is responsible for getting proper permits.

Question 21:

Should the contractor include a PE stamped design plans & specifications and updated as-built plans as part of the scope for this project?

The existing boilers are water tube. The scope call for fire tube boilers. What is the intent for the new boilers - Water Tube or Fire Tube?

What material submittals will be required and who is the reviewing / approval authority?

See clause FAO-0005 Submittals on pages 6-7 of the solicitation.

Question 24:

Please clarify the intent for the contractor to provide a life cycle cost analysis on low bid project? Typically, this would be prepared by the design team prior to construction on a low bid project.

FCI Schuylkill will prepare BLCC based off boilers once installed.

Question 25:

The current PA code NOx3 limit is currently 9ppm, but the scope of work states that the new dual fuel boilers shall not exceed 30ppm.

Burners capable of meeting the current PA NOx3 requirement of 9ppm are significantly more complicated and costly than those that meet the 30ppm requirement. What is the requirement for this project – 9ppm or 30ppm max NOx3?

Contractor must verify with PA DEP on current standards and meet 9ppm.

Question 26:

Dual fuel boilers that can meet the 9ppm limit require the use of burners that must be changed out in the field when fuel will be switched. Is the facility able to support this?

BOP Response: Clarification Yes, and will be provided by contractor.

Question 27:

Who is responsible for the 3rd party emissions testing at the conclusion of the product?

BOP Response: Clarification Contractor

Question 28:

Is jackshaft or parallel positioning required?

BOP Response: Clarification Contractor’s recommendations

Question 29:

Is O2 trim required?

Question 30:
