BOP Response: Clarification The contractor should have a singular onsite point of contact for work related communications between the contractor and the Contracting Officer’s Representative or staff escort.

Question 17:

Given the physical appearance of the two water tanks its apparent that it’s been quite some time since its last treatment that’s called for in this solicitation; and your own pictures reflect that water was still left in those tanks when the photographs were taken thereby preventing anyone from knowing the full extent of the damages that lay below the waterline. So, our question is, how and when was the Government’s estimated magnitude of 250K – 500K determined?

An internal (via underwater robotic camera) and visual /ultrasonic external inspection of both water tanks was conducted by a certified inspector in May of 2021. The estimated magnitude was derived from the results of that inspection.

Question 18:

Is there a more detailed painting specification available? Typically, the preparation is clearly listed and the coatings include number of required mils.

There are no specific details on the required mils. A minimum requirement of a full prime coat of Kembond and one full finish coat of Industrial enamel or Acrylic at the factory recommendations for the exterior. The interior at minimum shall be coated with a 2-coat epoxy liner system approved for use by NFPA and factory mutual and a 3rd stripe for all weld seams.

Question 19:

What is your definition of water blasted? Typically for an overcoat system requires the tank to be pressure washed with approximately 3500 PSI. Then the rusted and abraded areas are to be prepped in accordance with SSPC 2 & 3. The following link will explain the definition of water blasted according to SSPC. Their definition requires you to remove the entire exterior coating with high pressure or an addition of blast media to the stream of water.

https://sspc.org/learning_center/waterjet-and-wet-abrasive-blast-cleaning-methods-explained/

Pressure washing at 3500 PSI with an anti-fungal solution.

Question 20:

Based on the pictures provided it appears the existing exterior coating has failed. Areas of spider cracking, heavily corroded areas, and weld seam failure shows that the existing coating is beyond its useful life. By applying new coats on top of the existing dead coating, it is likely the new system will last less than 5 years.

It is recommended to have a 3rd party paint supplier come to site to evaluate the existing coating. They can do adhesion testing to determine whether the existing coating can be overcoated. Most suppliers will provide this service for free. They will also help write a clear specification to help keep all bidders apples to apples.

BOP Response: Clarification FCI Fairton will not be utilizing a third-party paint supplier to evaluate the existing condition. See “Attachment 1 – Statement of Work, Section B, Scope of Work” and bid accordingly.

Question 21:

Interior & Exterior – The true condition of the steel cannot be evaluated until the existing coating is removed. Therefore it is not beneficial to FCI or the contractor to guesstimate a number of pits greater than 1/8th . Please quantify the number of pits you wish the contractors to bid. This will allow for a closer evaluation of the cost associated with the repairs.

BOP Response: Clarification The exact number of pits greater than 1/8” is unknown. Bidders should base their bid upon professional knowledge and experience of similar projects.

Question 22:

Interior Structure – Item # 2 – This states that the entire interior shall be blasted to an SSPC-SP10 (near white). The next line states to brush blast all other remaining areas to a SSPC-SP#7. Coating manufactures recommend blasting the entire (all surfaces) to a SSPC-SP 10. If we are blasting the entire interior to a #10, then what are we blasting to a #7? I have provided the definition of SSPC-SP 10 & SP 7 below.

SSPC-SP 7/NACE No. 4 brush-off blast cleaning allows for a great amount of the original coating to remain on the surface and to roughen the surface prior to applying the new coating system. SSPC- SP 7/NACE No. 4 removes all visible oil, grease, dust, dirt, as well as loose mill scale but tightly adherent mill scale, rust, and the coating may remain.

BOP Response: Change See “Amendment 0002, page 3.”

SSPC-SP 10 near-white metal blast cleaning has a limit of staining of no more than five percent of each unit area of the surface. This means light shadows, slight streaks, or minor discolorations remaining from contamination are permitted after SSPC-SP 10/NACE No. 2 is performed.

Question 23:

Based on the pictures provided the grade around the area of the tank is flat. To excavate a minimum of 6” around the tank would create issues great than the existing condition. As long as the grade does not allow water to flow under the tank chime then then it is recommended to leave the grade alone.

BOP Response: Change See “Amendment 0002, pages 2 - 3.”

Question 24:

Where will the contractor be allowed to stage equipment and tool trailer?

BOP Response: Clarification See “Attachment 1 – Statement of Work, Section H, Paragraph 3, Storage of Materials and Equipment.”

Question 25:

Will non-restricted work hours be allowed? Typically, most tank contractors work 6 days a week, up to 10 hours per day. Sunday is the off day unless we need to make up for a bad weather day.

BOP Response: Clarification See solicitation clause “FAO-0006 Contractor Use of Premises, paragraph Work Hours” and “Attachment 1 – Statement of Work, Paragraph H Contractor Security/Working Regulations.”

Question 26:

We are unable to download: Attachment 1 - Statement of Work, Attachment 2 - Drawings, Attachment 3 - Photographs from SAM.GOV. It says these files are controlled. How do we get access to these files?

BOP Response: Clarification To view/download controlled documents, a bidder must be logged into SAM and request access. That request will come to the Contracting Officer for approval and release of the controlled documents.

Question 27:

Can the images taken during the pre-bid meeting be made available?

BOP Response: Clarification See “Amendment 0001, pages 9-12.”

Question 28:

Please confirm what are the working hours for the project and which days is work allowed to take place on? Is the contractor allowed to work overtime hours?

BOP Response: Clarification See Question 25 and BOP Response above.

Question 29:

What certificates and/or IDs are required to be submitted for each one of our employees? Do employees need to show these certificates and/or IDs every time they come for work?

BOP Response: Clarification See “Attachment 1 – Statement of Work, Section H, Contractor Security/Working Regulations, Paragraph 4.”

Question 30:

Regarding the existing paint systems for the interior and exterior of the tank, is it known if either one contain lead-based paint?

BOP Response: Clarification There is no documentation or indication that the existing paint systems contain lead-based paint.

Question 31:

What are the protocols to be taken by the contractor and its crew in case of an emergency, such as a riot?

BOP Response: Clarification See “Attachment 1 – Statement of Work, Section H, Contractor Security/Work Regulations.” However, the scope of work in this project will be completed outside of the secure perimeter of FCI Fairton.

Question 32:

Can equipment, material, and tools be secured inside of a container?

Or do they specifically need to be inside of a box truck?

BOP Response: Clarification See “Attachment 1 – Statement of Work, Section H, Paragraph 3, Storage of Materials and Equipment.”

Question 33:

Will there be an Engineer for this project? How about a 3rd Party Inspection Firm? If yes, is it possible to know which companies will exercise the function of engineer and/or inspector for the project?

BOP Response: Clarification FCI Fairton did not utilize the services of an Engineer or third-party inspection firm in the development of the subject project.

Question 34:

Are there any specifications as far as the construction debris roll-off/dumpsters that need to be used? Apparently, there was some conversation regarding this subject during the pre-bid meeting and we would like clarification.

BOP Response: Clarification See “Attachment 1 – Statement of Work, Section F, Housekeeping and Material Disposal.” The contractor may utilize a construction debris roll-off dumpster at the job site. The location of the dumpster will be mutually agreed upon by the contractor and the Contracting Officer’s Representative prior to placement.

Question 35:

How do deliveries of materials get made? How about cleaning services for portable restrooms?

BOP Response: Clarification -See “Attachment 1 – Statement of Work, Section H, Paragraph 3, Storage of Materials and Equipment.”

-See “Attachment 1 – Statement of Work, Section D, Utilities.” If the contractor wishes to have a portable restroom onsite, the contractor would be responsible to provide cleaning services.

Question 36:

Regarding the vegetation directly adjacent and/or touching the water tower, is the removal of such vegetation to be included in the bid?

BOP Response: Clarification FCI Fairton will be responsible for the removal of vegetation.

Question 37:

Is the contractor allowed to install a 6-foot high temporary fence around ongoing work to secure it?

BOP Response: Clarification As the work is to be performed outside of the secure perimeter of FCI Fairton, a temporary fence is not required. Should the contractor choose to utilize a temporary fence around ongoing work, FCI Fairton would require a key to access the area, if needed.

File details come from the government source that posted it. Updated .
