FCI DUBLIN – UPGRADE FIRE ALARM SYSTEM – PHASE 2

PROJECT 6C6H QUESTIONS & ANSWERS

SOLICITATION 15BDUB20B00000001

SUBMITTED BY VANDEN BOS ELECTRIC, INC:

1. I have a question on the contract days given in the specifications. The specification state 219 days contract time. In order to complete the work in this timeframe we would need to work on multiple buildings at the same time.

Since there are over 20 Buildings to complete I would anticipate working on at a minimum (4) buildings at a time. This is due to the fact drawings normally take a minimum of 30 days to produce plus approval time. This only leaves approximately 180 days of installation time. Perhaps the facility is prepared to have this many escorts available in different locations. In my opinion, unless the site is prepared for a large scale work force, this contract should be a minimum of 365 days or more.

CLARIFICATION: We will provide a minimum of 2 escorts per day for the purpose of this solicitation.

2. Dwg. FA0.03A

The Fire Alarm Block Diagram shows an EST3 Fire Alarm Control Panel located in the Auto Shop and an EST3 Fire Alarm Control Panel located in the Entry Corridor of the Training Center. These two buildings are not shown in the contract drawings and we do not have any information regarding demolition or new work for these areas. Please clarify the scope of work required for both buildings.

CHANGE: Please find attached FA1.07, FA1.08, FA2.07 and FA2.08 Drawings showing scope of work in Auto Shop and Training Center. Both buildings are part of scope.

3. Specification 284619

The contract documents include specification sections 264619.30 Programmable Logic Controls and 264619.40 Security Monitoring and Control Systems. Fire Alarm Specification 283100-1.4-C states that annunciation (of the fire alarm system) at the control room in the Front Gate House shall be as described in these sections.

Drawing FA0.03A shows an EST Fireworks workstation located in the Front Gate House, but no PLC or touchscreen. Please clarify the scope of work for integrating new FACPs with the existing head end equipment.

CLARIFICATION: Control, monitoring and annunciation at existing EST3 Fireworks and FACP in front entry is required. Integration with PLC and Security is not required. Local annunciation at FACP at each building still applies.

4. FA0.02A

We were told on the job walk that all site conduit was in place, but the contract drawings show new conduit required. Please clarify the heavy dotted lines on FA0.02A showing conduit runs from PPB#1 along 8th Street to Camp Visiting and along Loring/Jones/Monroe Avenue to C-5 as new or existing conduit runs. Please clarify the size and quantity of conduits from PPB#1 to Camp Visiting.

CLARIFICATION: In JCCA’s understanding based on limited information from the previous phase, that portion of conduit is NOT in place and needs to be provided per drawings. The sizes of conduits are shown on FA0.02A.

CLARIFICATION: Adhere to the solicitation for all conduit locations and requirements

5. Statement of Work I.1

The Statement of Work shows work hours of institution accessing contractors as 6:00am-2:00pm. Is this on-site time which includes the time to process through security or is this actual work time which would allow contractors to start security clearance process at 5:30am for entry and after 2:00pm for exit? Please clarify.

CLARIFICATION: 6:00 a.m. is when the rear gate will be staffed. The Rear gate will closed at 2:00 pm each day. Be sure to allow time for the processing in and out between those hours.

6. 280500-3.7-A-6

Solicitation, Block 11, states that the construction schedule is 219 calendar days following Notice to Proceed. Please confirm that Notice to Proceed will not be issued until after submittals are approved.

CLARIFICATION: Within 10 calendar days after the Notice to Proceed or as otherwise established by the Contracting Officer, all materials and articles requiring approval, as contemplated by the Materials and Workmanship clause, shall be submitted by the contractor.

7. 283100-2.3-D-4

The specification states that a remote test station shall be provided for each duct smoke detector. FA0.03B shows the test station as a separate device not necessarily provided with the duct detector. None of the floor plans show a ‘LED’ symbol denoting the remote test station / alarm lamp. Please clarify the requirement for a remote test station and alarm lamp at each duct smoke detector.

CLARIFICATION: Specifications take precedence, the drawings do not show every component of the system. Per 283100-2.3.D.4, “Provide a remote test station with red LED alarm lamp for each duct smoke detector in a readily accessible location near each detector. Wire each test/alarm station to its respective detector”. The location will be determined as a part of design effort in producing Shop Drawings.

8. FA0.01A #3

The drawing note states that the existing fire alarm system shall remain in operation, unimpaired until the new system is approved and tested. General Note 2 on most of the drawings for new work, i.e., FA2.10, states that it is acceptable to protect existing conduit, boxes, and support in place to be re-used for routing the new fire alarm system wiring. Drawings for the FDC Jail, Note #1, state that existing conduit, boxes, and support shall be re-used for routing the new fire alarm system wiring. Please confirm that it is acceptable to demo the existing fire alarm system in each building before installing the new system devices.

CLARIFICATION: The intention is to re-use as much of existing conduit systems as possible. Demolition of existing fire alarm system is acceptable but fire watch is required. Coordinate with the site to ensure BOP conducts fire watches during that down time of the detection system when required.
