About this file

This is a Questions and Answers document for federal solicitation 15BCTS25Q00000015 concerning Substance Use (SU), Mental Health (MH), and Sex Offender (SOT) treatment services in Rapid City, South Dakota.

The document addresses three key inquiries from potential contractors. First, it provides current client census data for the Rapid City location: 9 clients for SU Services, 12 for MH Counseling Services, 6 for MH Medication Services, and notes that SO Counseling Services are newly added to this solicitation. Second, it clarifies facility lease requirements by confirming that month-to-month lease terms are not permitted during the contract performance period, regardless of whether leases transition to month-to-month after an initial annual term. Third, it confirms that telehealth delivery is authorized for certain CLINs (Contract Line Items) and directs respondents to the 2022 Statement of Work (SOW), pages 16-23, Chapter Four: Scope of Services, for specific details on which services may be conducted remotely versus those requiring onsite Rapid City providers.
