Questions to Solicitation 15BCTS24R00000001
1. Is it possible to know which cities, RRC or DRC the potential clients will be reporting to in order to have a proper plan for urine sample collection?
Response: This information is available on the Federal Bureau of Prisons website at the following link: https://www.bop.gov/about/facilities/residential_reentry_management_centers.jsp
Please also see map below:
2. Can the DRC or RRC assist with urine sample collection?
Response: No. The Contractor must utilize the services of a local community-based testing center (e.g., LabCorp, C-Lab, Quest, etc.) to order a urine drug screening for the client and shall coordinate the referral with the RRC. The Contractor shall not provide or send urine cups or other types of testing containers to a client for urine collection. Please refer to the MAT Statement of Work 4.1.17.
3. The SOW (Section 6.5) states "The MCC shall have sufficient clinical knowledge of MAT services to enable sound decisions and judgments", is there any specific qualification required for the position or what criteria is to be used to measure 'sufficient clinical knowledge' ?
Response: The MCC shall have sufficient clinical knowledge of MAT services to determine the scheduling needs of clients for MAT Psychiatric Evaluations, taking into consideration factors which may affect the urgency of the appointment. The MCC must possess a general knowledge https://www.bop.gov/about/facilities/residential_reentry_management_centers.jsp of MAT, be able to work with a criminal justice population, and understand the needs of MAT clients. Please refer to the MAT Statement of Work, 6.5.4, 6.5.5, and 6.5.6 for more information.
4. I would like some details about the Federal Bureau of Prisons Telehealth Medication
Assisted Treatment service contract. When providing services to these treatment centers is it a requirement to have that particular state license. Do I need to be licensed as a provider in all the states in which the services are needed? Also, are all the treatments strictly telehealth and how many facilities would a provider have to cover. How many patients would the provider have to see a day in each facility?
Response: The contract is to provide telehealth MAT services, and when needed or required, in-person MAT services to adults in custody (AICs) in community placement. AICs are placed in the community in locations across the United States, including Puerto Rico and Guam. It does not involve providing services to treatment centers, but rather to AICs in need of MAT services.
Because services are needed on a nationwide scale, the contractor must be licensed in each state where services are being rendered.
The contract will be to provide MAT services predominantly by telehealth, with in-person services only when needed or required.
For further details, please see the solicitation.
5. Tab 2a of the Technical Proposal Worksheet has a column labelled PA. Are we expected to indicate if the practitioner is a Physician Assistant? Or what does the PA stand for?
Response: Tab 2a of the Technical Proposal Worksheet requires the Offeror to list all Key Personnel here and identify them as either an Authorized Negotiator (AN), Administrative Personnel (AD), MAT Care Coordinator (MCC), or a Practitioner. The columns to the far right are for Evaluation Use Only and do not pertain to the Offeror. PA stands for provisionally Acceptable.
