About this file

This is a Questions and Answers document for solicitation 15BCTS24Q00000025 regarding community-based treatment services in Houston, TX. The document specifically addresses questions about geographic requirements for the contractor's facility location.

The Q&A clarifies that the contractor's facility must be within a strict 10-mile radius of the Harris County Criminal Court at Law (1201 Franklin, Houston, TX 77002) and within 1/2 mile of public transportation access. The government emphasizes there is no flexibility on the 10-mile requirement, which was established to ensure Adults in Custody (AICs) have reasonable access via public transportation and to maintain accountability. When a bidder asked about different methods of measuring distance (driving vs. walking vs. straight-line), the government reiterated the requirement for a 10-mile radius without specifying the measurement method.

Question 15BCTS24Q00000025 CTS in Houston TX

1. I am inquiring about the mileage from the office to site. Is there any leeway on the 10 miles like 16 or is10 firm?

Response: Unfortunately, we can not change the mileage from the office to performance site. Services are needed within a 10 mile radius of Harris County Criminal Court at Law, 1201 Franklin, Houston, TX 77002 and within a 1/2 mile access to public transportation.

This requirement will ensure the contractor is located within walking distance of public transportation, AICs are not subjected to walking long distances in inclement weather, and accountability of AICs is maintained at the performance site.

2. Since distance can be no more than 10 miles, how is distance determined in relation to the geographical requirements of the performance site at 1215 Franklin? For instance, on Google Maps, the driving distance is 11 miles, the walking distance is 8 miles, and the straight-line distance between point A and point B, when measured by right-clicking on both address pins, is 7 miles.

Response: Response: The location where services are to be provided must be within a 10-mile radius of Harris County Criminal Court at Law, 1201 Franklin Street, Houston, TX 77002-1900 and within a 1/2 mile access to public transportation.
