Questions 15BCTS24Q00000010 CTS in Hartford CT
1. From reading the SOW on subcontracting, it wasn't clear if the prime contractor is allowed to subcontract the entire scope of work. Could you clarify this? I recognize that it states that the prime contractor must request approval from the FAC COR and the Contracting Officer in advance of executing any subcontract.
Response: In accordance with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, no more than 50 percent of the contract may be subcontracted.
2. My company qualifies as a small business to meet the requirements of the small business set-aside. Does my subcontractor also need to be a small business?
Response: No. The subcontractor does not need to be a small business.
3. Weekly Units: Could you please specify the expected number of weekly units for each category of services (Substance Use Disorder, Mental Health, and Sex Offender Treatment)?
Response: Unfortunately, we are unable to provide quoters with a weekly units for each category of services. But on the Standard Form 1449, which is the solicitation 15BCTS24Q00000010, each line items has a ”Guaranteed Minimum Quantity” and “Estimated Maximum Quantity.” Potential quoters are to use the ” Estimated Maximum Quantity” when developing the total amount.
4. Telehealth and Online Session: Is there a specified percentage of sessions that can be conducted via telehealth or online meeting forums? Are there any specific guidelines or requirements for telehealth sessions?
Response: Services can be provided via telehealth in accordance with Section 3.10 of the Statement of Work (SOW).
5. Office Location Proximity: The solicitation specifies that the office location must be within a 7-mile radius of Hartford City Hall. We have identified a larger and more suitable office space, which meets all other requirements but is approximately 12 miles away from City Hall. Given the quality and suitability of this location for providing the required services, we would like to inquire if there is any flexibility or leadway regarding the proximity requirement.
Response: The 7-mile radius requirement is in place to ensure the contractor is located within walking distance of public transportation, AICs are not subjected to walking long distances in inclement weather, and accountability of AICs is maintained at the performance site(s). The geographical restriction is firm.
6. I’m filling out all 5.5 years’ pricing options. Can you clarify what goes in Section 19-24 of form 1449? Will the multiple pages of prices suffice?
Response: Sections 19-24 on the SF-1449 refers to the Contract Line Item Number, the Quantity, Unit, Unit Price, and Overall Amount. Please complete pages 4 through 29 in reference to your pricing.
7. The Quotation Form attachment. Does that serve as a Table of Contents?
Response: The Attachment Quotation Form is to be used to itemize the number of attachments and their page number that comprise your quotation.
