Questions for 15BCTS23Q00000005 (CTS in Greensboro, NC.)

Question 1: Can a Licensed Clinical Addictions Specialist Associate work with the Bureau's inmates? For

Clarity, in North Carolina, to become fully licensed, you will complete a combination of Experience, Education, and passage of an Exam. Registration allows you to legally work in the substance use disorder profession while under supervision by a Certified Clinical Supervisor or Supervisor Intern. A Licensed

Clinical Addictions Specialist Associate is "a registrant who successfully completes 300 hours of Board-approved supervised practical training in pursuit of licensure as a clinical addictions specialist.

Response: A person whose experience, training, and supervision are commensurate with the assigned tasks but has not yet met the criteria of their own profession for recognition as an independently licensed clinician. Upon approval from the SCTC, a non-independently licensed clinician may assist a fully licensed clinician (co-facilitate with staff noted above) as a means to obtain clinical hours for license and obtain forensic experience. However, when co-facilitating with a non-independently licensed clinician, only the direct services provided by the fully licensed clinician can be submitted for payment. Non-independently licensed clinicians cannot provide services independent of a fully licensed practitioner, unless they hold an additional clinical license as listed in the Decisional Rule Criteria

The Contractor shall ensure the non-independently licensed clinician receives clinical supervision as required by the state licensing boards. The Contractor shall ensure trained supervisory personnel conduct and document clinical supervision meetings at least monthly regardless of state requirements. Appropriate supervision for clinical and administrative experience shall also include monthly documentation review. The Contractor shall document the supervision and make it available upon request by the FAC COR.

Question 2: I was as quickly glancing over the documents and one thing really caught my attention. It stated the clinical staff must be able to work independently and without supervision. We have some staff throughout our offices that are fully licensed such as LCSW and some are LCSW-A. Does a BOP contract allow for a licensed therapist who is being supervised under the (A) criteria to perform counseling? We currently provide services with fully licensed along with those with the (A) classification with Federal Probation and have done so for many years.

Response: When a non-independently licensed clinician, as listed in the Decisional Rule Criteria, is providing services, the services must be provided under the direction of another fully licensed practitioner. "Under the direction" would mean the independently licensed clinician directing the service is providing direct or functional supervision. Although the clinician directing the service is not required to be physically present during treatment sessions to exercise direction, unless required by state regulations, the licensed clinician directing a service assumes ultimate responsibility for the services provided.
