Additional Questions 3 for Solicitation 15BCTS22Q00000027 (Telehealth MAT Services)
Question 1: Will the Bureau consider an alternate cost proposal that covers all elements of a comprehensive TeleMAT delivery program?
Response: The current solicitation is for MAT evaluations and follow-up services, delivered by telehealth, which are billed as separate line items, at the time the services are provided, and then submitted on a monthly invoice. If one is referencing a comprehensive TeleMAT delivery program in which various MAT services are provided throughout the month, which are also paid on a monthly basis, this solicitation does not allow for that delivery method.
Question 2: Please provide a list of the RRCs, HC, and Federal Monitoring Locations covered under this
RFQ to include full address, resident ADP, and historical average of residents enrolled in a MAT program at each location.
Response: Nationwide Residential Reentry Contracts can be found on the Bureau of Prison’s website;
a link to that information is provided below. Home Confinement (HC) is an offender’s approved residence, which is ordinarily a certain distance from the RRC (the offender’s designated placement location). Federal Location Monitoring (FLM) is utilized if an offender’s residence is outside the distance restrictions from the RRC. Offenders on FLM are overseen by the U.S. Probation Office in the area in which they reside. The historical average of offenders enrolled in MAT services at each location is not available due to a variety of reasons. There may not have been an offender in need of
MAT services who was placed at a particular location as well as that TeleMAT services may not have been available at each location. The contract will be an indefinite delivery/indefinite quantity (IDIQ), with minimum and maximum number of services to be purchased and rendered in any of the states listed in the solicitation.

Question 3: Is there currently a contract in place that covers these TeleMAT services in all 28 states? If so, what is the contract value. If not, what is the estimated value of a contract arising from this RFQ?
Response: There is not currently a contract in place that exclusively provides TeleMAT services to
Bureau offenders in the states listed in the solicitation. This solicitation and contract award would be the first to provide TeleMAT services to Bureau offenders in multiple states. Therefore, past award information is not available that would include the value of such a contract.
Question 4: Will the Bureau consider awarding all or some of the services by location, by state, or by region?
Response: The Bureau has a need for MAT services for offenders residing in the stated listed in the solicitation. The solicitation is seeking a contractor who can meet that need by providing MAT by telehealth services to Bureau offenders who reside in those states (at a minimum).
Question 5: Please confirm the Bureau is providing the device and data/service used to access the digital platform (e.g., computer, tablet, smartphone).
Response: The Bureau does not provide the device and/or data/service used to access any digital platform that may be used in the delivery of TeleMAT services. During an offender’s community placement, with Bureau approval, offenders are allowed to have personal cell phones, including smart phones, and are permitted access to computers and the internet, unless special restrictions are in place. Information shall be provided to offenders on how to access any digital platform that may be used on their device in the delivery of telehealth services.
Question 6: Please clarify how MAT medication is distributed.
Response: RRCs have written policy and procedures regarding the control and distribution of an offender's prescribed medication, including MAT medications. RRCs ensure offender medications are properly and safely stored, with access to medications provided by RRC staff.
Question 7: Are patients responsible for visiting local pharmacies with a prescription?
Response: Offenders provided prescriptions for MAT medications, as with any medication, must first obtain approval from the Bureau, prior to filling the prescription. Offenders submit their prescriptions to their respective RRCs, who assist the offenders in obtaining the medication prescribed.
Question 8: Please confirm relationships with local pharmacies are already in place by location.
Response: RRCs may utilize various local pharmacies when filling prescriptions for offenders.
Question 9: Please confirm medication may be sent by mail.
Response: This contract does not include providing, dispensing, or administering MAT medication.
Question 10: Please confirm individual RRC Administrators are responsible for ensuring patients complete their appointments and receive their medication
Response: Regular contact between the RRC staff, the MAT contractor, and other involved staff is essential when working with offenders, who also are responsible for their treatment. Communication between RRC staff and the MAT contractor will ensure continuous offender accountability and treatment adherence are maintained.
Question 11: In addition to drug screens is the contractor responsible for lab fees connected with drug screens? {i.e. pickups for labs, processing & virtual results}
Response: Services that monitor, diagnosis, or evaluate progress in treatment through toxicology testing are bundled into the Contract Line Items (CLINs) for TeleMAT-Psychiatric Evaluations and
TeleMAT-Follow-Up Services and are not billed as separate line items. TeleMAT-Psychiatric
Evaluations and TeleMAT-Follow-Up Services include toxicology tests, ordering and performing laboratory testing, and monitoring laboratory test results.
Note: Additional questions received after Thursday, April 21, 2022, at 1:00 p.m. EST will not be addressed.
