Questions regarding the Federal Bureau of Prisons solicitation
15BCTS21Q00000037
APRIL 12, 2021
Question 1:
The proposed billing for MAT has me confused. Can you explain the difference between line item 0009 and 0010? One is line item Administration of Buprenorphine, 4020, the other is line item 0010, 4021, Buprenorphine and Administration, each has 168 units. Same for Admin of Buprenorphine injection, line 0010, 4030 and Buprenorphine injection, line item 0011, 4031, same for naltrexone, line items 0014 and 0015, 4040 and 4041?
Answer to Question 1:
The easiest way to explain this is that the 4020/4030/4040 codes are for administration/dispensing of the medication and the 4021/4031/4041 codes are for the administration/dispensing of the medication as well as the cost of the medication as well.
I'm including the definitions of these line items as a JPG picture.
Question 2:
There is no line item for MAT counseling by CTS counselor. Is that billed through sa 2010, or perhaps through the follow up reports, 4003, in essence how does the CTS counselor perform monitoring of the MAT client?
Answer to Question 2:
A MAT client would be receiving individual/group sessions with the counselor that would be billed through the existing codes for those services (2010, 2020, 6010, 6020).
Question 3:
The CTS contractor's counselor would then bill for individual and group counseling through the 2010, 2020, 6010, 6020 codes, not the MAT clinic which normally charge a flat fee for all services provided to the client? That would make sense, since CTS has to have sessions to help monitor the client's progress.
Answer to Question 3:
Substance abuse individual and group sessions provided by the CTS counselor would be billed under 2010 and 2020, respectively. Mental health individual and group sessions provided by the CTS counselor would be billed under 6010 and 6020, respectively. MAT line item codes are specifically for administration of the medication (4020, 4030, 4040) or the price of the medication and administration of the medication (4021, 4031, 4041).
If a quoter plans to send individuals referred for MAT to a MAT clinic, it is important for them to remember they must submit that location as a proposed performance location and their staff would need to be NCIC-cleared and appropriately licensed to provide those services in the state of Alabama.
