1. Can a zip/jump/thumb drive be used instead of the CD-ROM for submission? It would still be in Adobe Acrobat PDF.

Please review 3.1 Instructions to Offerors: Electronic copies of quotations shall be submitted on Compact Disc (CD-ROM) in Adobe Acrobat (PDF) format. Thumb drives are not allowed per our Information Technology team.

2. Our local RRC is where all new referrals reside upon release from prison. That facility would already have a contract approved by the BOP. I don’t know if it’s realistic for us to provide deed, diagram, ADA compliance, etc. for that facility. Can you confirm we do not need to provide that information for this application?

Quoter must provide all information on the proposed performance site, as specified in DRC #5, regardless if Quoter has a contract for RRC services with the Bureau.

3. From the Technical Quotation Information page 1 #2 : could you clarify what “emergency crisis interventions” includes. This service “Crisis Intervention – Mental Health (6000) is new to us. Being associated with a hospital and within one block of it, any emergencies would result in use of a 911 call or assisting a patient to our Emergency Department. We are not sure what sort of “plan to provide emergency crisis intervention” is needed.

A Crisis Intervention Assessment (CLIN 6000) is an evaluation completed by the contractor's qualified mental health practitioner to assess mental status, identify risk and protective factors, provide a diagnosis, and recommend follow-up treatment, if needed. The quoter should have the ability to complete Crisis Intervention Assessments, if the need should arise at their facility with a CTS client, or upon referral from the Bureau, according to the time frames specified. The Quoter's plan should also include information on local resources for emergency psychiatric care and other crisis intervention, if an inmate should require inpatient care or services beyond the scope of the Quoter.

4. Could you provide some examples of what “fees” could be included. This is on Schedule of Supplies/Services right before the “amount” column.

Please disregard this column, it does not apply to this contract.

5. As a part of the Medication Monitoring (6051) piece of the contract, we don’t offer

Medication Administration (6050). Should we then leave that section blank on the pricing?

Medication Monitoring (CLIN 6051) and Administration of Medication (CLIN 6050) are separate services, under the Mental Health Service Line Items. Both services are requirements of the contract. A Quoter who cannot provide a service would fail to meet the specified minimum performance and technical capability requirements and their proposal would be found unacceptable.
