RFQ Questions and answers - Charleston/Clarksburg WV 8-30-2019

1. Administration of Medication (6050)- Is a service to be provided as identified in the RFQ – HOWEVER, the inmate/client is housed at either the RRC OR they are on home confinement. Medication that is prescribed to an inmate housed at the RRC is kept in a locked location at the RCC and dispensed (by RRC staff) when or as prescribed. Is the requirement in this RFQ for the treatment provider to dispense psychotropic meds?

RESPONSE: CLIN 6050, Administration of Medication, is primarily for an authorized medical professional to inject medications if/when necessary. Please refer to paragraph 5.2.10 of the SOW. Examples of medications that my require injections by medical professionals are Haldol and Vivitrol.

2. We intend to contract with a psychiatrist as a 1099 employee only. Do we then need to complete the Small Business Contracting template?

RESPONSE: No. Please indicate no subcontracting.

3. In WV there is only ONE facility Behavioral Health License for outpatient services such as described in this RFQ… It does not specify Substance abuse/sex offending… The Community Based Services Contract page four section A/B/C is difficult to answer.

RESPONSE: Regarding Decisional Rule Criteria #5, the quoter must submit the state facility license to provide services if required by the state. If the state does not require a license, the quoter must provide evidence that the state does not require a license for the specific services. It is recommended that the quoter contact the state licensing board for necessary information. The requirement states: "If state/local laws do not require facility licensing, the quoter must provide official documentation that allow for services to be performed (e.g., email from treatment specific regulatory board)."
