Question #2 Question:
The September 2017 SOW states:
2.7 Telepsychiatry: Telepsychiatry services may be approved for use. Prior to commencement of telepsychiatry services, CTS must approve the qualified practitioner to conduct such services. The telehealth system must meet HIPAA guidelines and Bureau telehealth security criteria. Upon approval, the contractor shall provide a plan to ensure that a HIPAA-trained staff member is physically present with the patient (Bureau inmate) for the duration of the session.
Can a qualified practitioner utilizing telepsychiatry in the State of Pennsylvania be submitted as the bidder's sole means to address the relevant line items? Can you provide the specifics regarding the approval process and criteria which CTS utilizes in their evaluation and approval of a qualified practitioner for telespychiatry? What specifically is the Bureau telehealth security criteria and where can it be found?
Response:
Telemedicine can be utilized as the quoter's only source for the line items that require a staff member with prescriptive authority. The person with prescriptive authority must hold a valid license in the state where the services will be held and a DEA certificate. The person must meet all requirements as noted in the DRC under "staffing".
The system the quoter utilize must meet the standards of the state they are conducting services in, along with all criteria listed in 8f. The BOP's specific security requirements can be found PGD 15-03, Security of Information and Information Systems. Furthermore, the criteria for use includes that a BOP approved and cleared staff member needs to be present with the inmate throughout the teleservice.
