About this file
This document is a Questions and Answers (Q&A) compilation addressing offeror inquiries regarding SF330 submission requirements for a Federal Bureau of Prisons (FBOP) contract opportunity.
FBOP will permit expansion of the standard one-page limits for SF330 Section H narrative outlines and Section F project descriptions, provided that information remains concise and clearly organized. Regarding SF330 Section E resumes, the required disciplines are those listed in Section F.10 of the Statement of Work. For Section F "completed projects," both fully designed projects (100% design phase completion) and constructed projects are acceptable. Resumes are not required for all Labor Categories and Labor Classifications listed in Sections C.0 and D.0 of the SOW; resumes are only required for key personnel disciplines. Professional licensure requirements for architects and engineers can be satisfied through licensure in any single U.S. jurisdiction, an active NCARB Certificate for architects, or an NCEES Record for engineers. The submission deadline and response distribution date for RFI answers were established in presolicitation notices, with compiled responses to be posted as soon as possible.

Text version
1. Will FBOP consider raising the 1-page limit on each SF330 Section H narrative outline in order to fit the required information, per screenshots below?
Yes, but the information submitted must be concise and clearly presented in an organized manner so that what was asked for doesn’t get lost.
2. Will FBOP consider allowing additional pages in SF330 Section H for offerors to respond to each of the 4 evaluation factors listed in the solicitation, per screenshot below?
Expanding the page limit to 2 or 3 pages for each evaluation factor will enable the offerors to provide a more complete and detailed response for evaluation.
3. Can FBOP clarify which disciplines are required for SF330 Section E resumes? Our interpretation is that the disciplines listed in Section F.10 of the Statement of Work are required at a minimum.
This assumption is correct.
4. Can FBOP clarify the requirement for “completed projects” in SF330 Section F? Are projects that are completely designed (100% design phase completed) acceptable or do the projects have to be constructed?
Either and both are acceptable. The main thing is to clearly and concisely present the information so that we can understand the intentions.
5. Will FBOP consider raising the 1-page limit on each SF330 Section F project in order to fit the required information?
6. Are we required to include resumes for each of the Labor Categories and Labor Classifications listed in Sections C.0 and D.0 of the Statement of Work? For example, are resumes required for technical and clerical staff?
No, not required
7. Since work will be performed at federal facilities, will the Government accept professional licensure in any one U.S. jurisdiction, or alternatively an active NCARB Certificate (architects) or NCEES Record (engineers), as meeting the "licensed Nationwide" requirement?
If not, how should offerors demonstrate this in the SF330 (e.g., Section E, Block 17)?
Professional licensure in any one US jurisdiction is acceptable. NCARB or NCEES are good also.
8. Do you have an established RFI deadline, and date for which responses will be distributed?
A deadline for submission of qualifications has been outlined in the pre-solicitation notices. The answers to questions are being compiled and will be addressed and posted as soon as possible.
