About this file
This is a Request for Information (RFI) document for a federal contract opportunity to replace hot water heaters at FCI Mendota (Solicitation No. 15BBNF26Q00000068).
The RFI addresses 19 substantive questions and responses regarding the replacement project. Key technical specifications for existing equipment include cold water inlet pipes of 2 inches, hot water outlet pipes of 2-1/2 inches, gas pipe sizes of 2-1/2 inches reduced to 1-1/4 inches, and 12-inch galvanized flue/vents. The government confirmed that retrofit installation into existing water, gas, and venting infrastructure is intended where code-compliant and manufacturer-approved, though final transitions and adjustments will be required at each unit. The government responded to a boiler efficiency question by noting current Futera II Series hot water supply boilers with 85% efficiency levels and NOx emissions below 10 ppm with sizing from 500 to 1,950 MBH. Significantly, the government removed all water softener requirements that were originally included in the Statement of Work (SOW), eliminating questions related to installation location, water hardness data, floor drain availability, power supply, and system scope. Regarding logistics, the government confirmed forklift and pallet jack access are available for delivery and a designated storage/staging area will be provided, with specific delivery restrictions to be determined and communicated once equipment is shipped. The document directs respondents to review an updated SOW for additional details on project scope and requirements.

REQUEST FOR INFORMATION
Replace Hot Water Heaters at FCI Mendota
Solicitation No:15BBNF26Q00000068
Question No. Company Question Government Response
1 General Please clarify on what type of efficiency boiler is required 97.5% or 80%
We currently have Futera II Series hot water supply boilers with 85% efficiency levels, alongside industry-leading NOx levels of less than 10 ppm. With sizing that ranges from 500 to 1,950 MBH, the Futera II provides a high concentration of BTUs in a small footprint, making it an excellent choice for jobs where mechanical space is limited, as well as other modular, step-fired boiler applications.
General SOW calls for one water softener please provide location for installation for this water softener.
Requirement Removed
General Please provide cold water report of facility water supply so new water softener can be sized correctly.
Requirement Removed

Requirement Removed
Water Softener Available floor drain location for softener regeneration discharge.
Requirement Removed
Water Softener Available 120V power near the proposed softener location.
Requirement Removed
Water Softener Incoming water hardness, if available.
Requirement Removed
Water Softener Peak domestic water flow rate in GPM, if available.

Requirement Removed
Existing Water Heaters Photos of the existing water heaters, including piping, gas connections, venting, and equipment tags/data plates.
See Photos Attachment
Existing Water Heaters Existing cold-water inlet and hot-water outlet pipe sizes.
Cold water inlet is 2 inches. Hot Water outlet is 2-1/2 inches
Existing Water Heaters Existing gas pipe sizes and gas pressure, if available.
Gas pipe sizes are 2-1/2 reduced to 1-1/4 (Gas pressure is unknow at this time)
Existing Water Heaters Existing flue/vent sizes, vent material. We currently have 12 inch galvanized flue/vents
Retrofit Clarification Please confirm whether the intent is to retrofit the new tankless water heaters into the existing water, gas, and venting infrastructure where code-compliant and manufacturer-approved.
YES
Retrofit Clarification We understand final transitions and adjustments will be required at each new unit, but we want to verify the scope is not intended to replace all water and gas piping from the source to each unit unless existing lines are undersized, damaged, or not code-compliant.
Please review the updated SOW for detail information.
Delivery and Storage Is forklift, pallet jack, loading dock, or similar equipment access available for delivery?
YES
Delivery and Storage Will a designated storage/staging area be available for equipment and materials?
YES
Delivery and Storage Are there any delivery route, gate, truck-size, or staging restrictions we should account for?
TBD, We will set up instructions once equipment has been shipped.
