About this file
This document is Amendment 0002 to a Federal Bureau of Prisons solicitation (15BBNF26B00000004), issued by the Field Acquisition Office on January 23, 2026. The amendment incorporates questions and responses that were erroneously omitted from Amendment 0001. The solicitation pertains to HVAC system upgrades at a facility location and requires contractors to acknowledge receipt of this amendment prior to the specified offer deadline. No changes to the underlying contract terms, conditions, or scope are made in this amendment beyond adding the clarified Q&A responses.
The Q&A document addresses 33 questions from four prospective contractors regarding the project scope, which involves replacing a 25-ton package air handling unit, upgrading pneumatic VAV boxes to modulated damper units, installing new digital controls on an intranet-only basis, modifying boiler piping, and related HVAC work. Key clarifications include: no temporary cooling required; BOP conducts internal permitting; no updated MEP/S drawings are available from a 2003/04 remodel; existing infrastructure is fire-rated; an asbestos survey from July 13, 2005 will be provided; existing concrete slabs and ductwork will be utilized; the existing VAVs are Trane-manufactured and pneumatic; existing registers and flex ducts do not require replacement; new VAVs require modulating dampers only, not fan-powered units; the 25-ton unit operates at 200V, 175 amps; a lift plan is required for crane operations; and duct penetrations through the exterior wall must be capped off. Additional deliverables included in the amendment are bid submission cover pages, job-walk photographs, and attendance lists.

Queston 01:
Do they need temp cooling? Is it ok to provide portable spot coolers?
Clarification: No, we do not require temp cooling.
Question 02:
Does the BOP do its own internal permitting or is it contracted out to another agency, such as the County?
Clarification: The BOP does its own internal permitting.
Question 03:
According to what I could find online, George Air Force Base was closed in 1992, which makes the equipment we reviewed at least 34 years old. The facility was remodeled in 2003/4, but there are no plans available to review. Based on this information, typically a building department would require an updated set of MEP/S plans to be submitted prior to construction due to age. I do not see this in the SOW. Can you clarify this?
Clarification: There were no updated MEP/S drawings that were completed from the remodel that occurred in 2003/04.
Question 04:
Is the corridor fire rated? I walked around and found that some of the door frames had ratings, but there were also gaps in the ceiling when looking in several closets.
Clarification: As far as we know everything is fire rated.
Question 05:
Has the ceiling (particularly around the VAV boxes), been tested for asbestos? Is this an issue or concern? Is there a Haz-mat report for this building available? If it is, we would have to provide 1 price for testing and a subsequent change order for the required abatement.
Clarification: We have an asbestos survey conducted on 07/13/2005 that will be provided.
Question 06:
The ceiling area only has 12” x 12” access doors, which will not work. We will need to install 2’ x 2’ or larger access doors at several locations in order to gain access to all of the zone boxes. Do these access doors need to be fire rated?
Clarification: Replacement needs to match existing properties of existing access doors or ceiling.
Question 07:
Air balancing is not on the SOW, but it is an essential requirement for a package VAV job. The existing ductwork is old and likely leaking pretty heavily. Would a change order be approved for duct repairs / replacement or should an allowance be provided in our bid?
Clarification: Refer to section B.6. of the SOW
Question 08:
The electrical panel we looked at in the MCC room on the west side was full. Can you confirm if there is excess capacity to run a new 120V circuit for the mail room fan, along with circuits for the 2 panels we will need to install for the digital controls and the motor actuators at the zone boxes. If not, is there capacity in the main feed to install a new 100A sub panel?
Clarification: There is capacity in the main feed to install a new 100A sub panel.
Question 09:
I know the controls are to be local only / intranet. Are we tying into a BOP computer system or will the comm bus we install be completely separate with a stand-alone computer?
Clarification: Refer to section B.2.f. of the SOW
Question 10:
The boiler has old gate valves. The SOW doesn’t talk about replacing the piping in the room, but old gate valves are notorious for failing. I would like to request that the scope include cutting back the piping to the nearest ball valve and re-fitting the pipe.
Clarification: Refer to section B.1.b of the SOW
Question 11:
The SOW asks for a heat pump to replace the existing gas / electric unit. Since there are re-heat coils, you do not need the heating side of the heat pump. The reversing valve will become a liability if it gets stuck in heating mode during the summer. I would like to provide either a cooling only unit or just not wire up the heating side of the heat pump so it can only run in cooling or economizer.
Clarification: Refer to section B.2.a & B.1.b. of SOW
Question 12:
Following up on above, the current unit does not appear to have an economizer. I don’t have the photos to review as of yet and I don’t know who’s code book we’re following, but generally an economizer would be required in most cases. Can you confirm if you us to install a duct mounted economizer with this unit? There is approx. 100” of room between the unit and the building to work with.
Clarification: Existing unit has an economizer, and we expect the replacement unit to meet all codes and standards.
Question 13:
The current unit is a down discharge converted to a side discharge. I’m assuming someone did this due to ordering the wrong unit because it only services to create excess pressure drop with no performance benefit. I would like to quote to have a standard side discharge unit directly on the concrete. Is this acceptable?
Clarification: Method of installation can be determined by contractor and will be approved via submittal prior to installation.
OCS Construction Services, Inc
Question 14:
Please provide a Bid Submission Cover Page & Tracking Sheet.
Clarification: This is included in this amendment.
Question 15:
Please provide the pictures taken at the job-walk.
Question 16:
Please provide the job-walk attendance list.
Question 17:
Please provide an Asbestos & Lead-based Paint Survey.
Clarification: Asbestos is included in the amendment. There is no Lead=Based Paint survey to our knowledge.
Question 18:
Please provide a Geotechnical Investigation Report.
Clarification: There is no Geotechnical Investigation Report to provide and it is not required.
Question 19:
Please provide a mold report.
Clarification: There is no mold report to provide and it is not required.
Question 20:
Is the existing slab under the AHU meant to be utilized or replaced?
Clarification: The existing slab is meant to be utilized.

Question 21:
Will you please provide photos from job walk?
Question 22:
Provide confirmation of the line voltage and amperage to the 23 existing VAVs?
Clarification: Refer to section B.1.d. existing VAV’s are pneumatic.
Question 23:
Provide manufacture of existing VAVs?
Clarification: Trane is the manufacture of the existing VAV’s.
Question 24:
Are new VAVs to be fan powered or only furnished with modulating dampers?
Clarification: VAV’s to be powered with modulating dampers.
Question 25:
Please provide voltage and amperage of existing 25-ton package unit?
Clarification: 200V, 175 amps
Question 26:
Where access holes are to be cut in drywall hard lids, are they to be repaired or can an access panel be installed in lieu of repairing the drywall?
Clarification: It will be restored to its original, access panels may be considered on a case-by-case basis.
Question 27:
Will a lift plan be needed for use of a crane?
Clarification: Yes
Question 28:
Does the existing concrete mechanical pad for the 25-ton package unit need to be replaced?
Clarification: The existing slab is meant to be utilized.
Question 29:
Do all the registers/grills need to be replaced?
Clarification: No
Question 30:
Do flex ducts coming from the branch ducts need to be replaced?
Clarification: No
Aaces Heating, Air Conditioning, & Swamp Cooler
Question 31:
Are there any schedule/old submittals/blueprints on the existing Trane unit and the VAVs? We would want the airflow requirements for each zone to size each VAV box appropriately. A copy of the air balance report from the initial installation would greatly help.
Clarification: We do not have these.
Question 32:
The existing 3-ton ac system scheduled to be demoed has two large rectangular ducts penetrating the building exterior wall. Should it be completely repaired by a brick mason sub-contractor or will we be capping off using custom sheet metal inserts?
Clarification: We require it to be capped off.
Question 33:
We will require a third-party crane lift service to remove the existing equipment and lift the new. Is there any additional paperwork required to file (besides background check) prior to the crane operator arriving to the facility?
Clarification: The only additional requirement will be to submit a lift plan for approval prior to lift arrival.
