FCI SHERIDAN – UPGRADE AIR HANDLER UNITS
PROJECT 6C6J QUESTIONS & ANSWERS
SOLICITATION 15B61220B00000001
SUBMITTED BY AWBE CONSTRUCTION SERVICES:
1. Please provide the dimensions of the entrance Sallyport as well as the dimensions to the gates (for purposes of access of crane and delivery of equipment.)
CLARIFICATION: Rear Gate size 59’.6” long with an opening width of 11’.7” wide by 13’.9” tall. The gate to get behind J2 10’.4” wide by 9’.6” tall. The Sally Port going into the FDC is 20’ x 78.5” with the door openings 34.25” wide by 83.25” tall. Both sally port gate cannot be opened at the same time, limiting vehicle length to 59’.
2. Please advise if there is an existing warranty on the roof and advise of vendor?
CLARIFICATION: There is currently a 15 year warranty on the roof, it is set to expire in the year 2025.
3. Due to skylights in corridors, please confirm electrical raceways will be allowed on roof. Or, can raceways be surface mounted on corridor wall?
CLARIFICATION: Conduit routing is shown diagrammatically. The design intent was to minimize conduit on roof and conceal conduit in the ceiling space. The actual routing concealed in ceiling may be adjusted based on field conditions and as acceptable to FBOP. The Government will not allow any additional raceways on the roof or surface mounted conduit in corridors. In general, exposed conduit is not acceptable.
4. Description: On drawing M3.1, BMS/DDC System note 1 states “Provide new building management system (BMS), also referred to as a direct digital control (DDC) system, to replace existing, including complete system design and shop drawings.”. However, when referencing spec section 23 09 23, it does not specify if the controls system should be Siemens Talon or Siemens Apogy. Please clarify the required BMS/CDC system.
CLARIFICATION: Basis of design system is Schneider JACE 8000 as shown on M3.1.

Question regarding the approved DDC control vendor. Reading the specifications we note the following:
• 23 09 00 Section 1.4A and 1.5A lists approved manufacture for DDC Controls as Trane
• 23 09 23 Part 2.1A lists approved manufacture for DDC Controls as Delta Controls, Johnson Controls and Siemens
• 23 09 23 Part 3.3 describes interfacing and control through the existing controls system and control software
• 23 09 23.27 General states: Provide new Schneider Electric (DDC) control system to monitor and control the new HVAC equipment for the FDC building at the Federal Correctional Institute, Sheridan, Oregon…. ….Niagara R2 server software is existing….
Questions:
5. Is Schneider DDC flat spec’d, if not please clarify specified control system or systems?
CLARIFICATION: Basis of design system is Schneider JACE 8000 as shown on M3.1 per
FAR 52.211-6.
6. If another vendor meets the intent and operational requirements and integrates through the existing DDC front end via a Jace interface, does that meet the specification?
CLARIFICATION: Basis of design system is Schneider JACE 8000 as shown on M3.1.
This system has been confirmed to be compliant with FITARA requirements and other federal regulations. It is not possible to determine if another vendor meets these requirements without a complete documentation submittal per FAR 52.211-6.

7. Will it be required to clean the existing HVAC air distribution system per section 23 38 00?
CLARIFICATION: Only portions affected by construction shall require cleaning.
8. Will the new 1 & 2 inch conduits on page E2.2 be surface mounted on the wall under the existing hard lid ceiling and skylights in the corridor or can they be relocated over offices with grid ceilings for where possible?
CLARIFICATION: Conduit routing is shown diagrammatically. The design intent was to minimize conduit on roof and conceal conduit in the ceiling space. The actual routing concealed in ceiling may be adjusted based on field conditions and as acceptable to FBOP. The Government will not allow any additional raceways on the roof or surface mounted conduit in corridors. In general, exposed conduit is not acceptable.
9. Section 23 09 23 / 2.1 A lists Delta, Johnson and Siemens for controls.
Section 23 09 23a specifically calls for a Schneider control system, please clarify the intent of the specification.
CLARIFICATION: Basis of design system is Schneider JACE 8000 as shown on M3.1.
