STATEMENT OF WORK

REPLACE COOLING TOWER – PROJECT 6C5E

FEDERAL CORRECTIONAL INSTITUTION

Sheridan, Oregon

I. SPECIFICATIONS:

A. INTRODUCTION

The Federal Bureau of Prisons, FCI Sheridan, intends to make an award to a responsible entity for the provision of removing and replacing the existing 18’ x 14’-5” Baltimore Air Coil Dual Cell Cooling Tower and access platform with a 150-PSI Pump Package System and a Water Treatment System at the Powerhouse located on the outside grounds of the Federal Correctional Institution Sheridan, 27072 Ballston Road, Sheridan, OR 97378. FCI Sheridan is composed of three, separate parts: A Federal Correctional Institution, a Federal Detention Center and a Minimum Security Camp all housing male offenders. The Dual Cell Cooling Tower provides cooling for 32 buildings on 189 acres.

B. SCOPE OF WORK

The contractor will provide all necessary labor, parts, delivery, removal, disposal, installation, startup and training of staff for the Dual Cell Cooling Tower. The contractor will also be responsible for the removal, disposal replacement and installation of the access ladder, handrails and platform. Contractor will follow all Federal, State and Local building codes and regulations, electrical and Standards for Emergency and Standby Power codes and all manufacturer’s warranty requirements.

C. BRAND NAME OR EQUAL

Baltimore Air Coil Dual Cell Cooling Tower Model XEs3E-8518-06J-2 or equal product will be accepted. The contractor shall submit all product information/specification for the equal products in the contractor’s bid/proposal. Failure to submit the product information/specifications with your bid/proposal will be considered non-responsive and the contractor’s bid/proposal will not be considered.

D. CONTRACTOR RESPONSIBILITIES

1. Contractor shall be responsible for the procurement and delivery of all equipment, rental equipment, project management, labor, and certifications.

2. Contractor will coordinate with the Contracting Officer’s Representative (COR) to develop a tear out and installation schedule that allows for minimal down time of the cooling tower.

3. Contractor shall provide three (3) copies of the Material Safety Data Sheet (MSDS) to the Contracting Officer’s Representative (COR) prior to using any substance/material. If the Contracting Officer’s Representative (COR) deems the material inappropriate for use within a Federal Correctional Institution it shall be the Contractor’s responsibility to find an alternative material at no additional cost to the project.

4. Contractor will re-start equipment per manufactures procedures.

5. Contractor will clean-up all surrounding/immediate work area each day.

6. Contractor will be certified/authorized by the manufacturer to perform installations/repairs.

7. Contractor shall take all necessary precautions to ensure against all damage to the existing property. Any damaged items shall be repaired or replaced by the Contractor, at no additional cost to the contract, nor the Government.

8. Contractor shall provide a designated Project Manager (PM) for administration of this project, and an on-site trade certified personnel (e.g. Journeyman) while installation is in progress.

9. Contractor will be permitted to wear jeans in the institution, however, green or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.

10. Lunches will be consumed at the work site. Contractor shall ensure they have everything they need for their lunch when they check-in first thing in the morning.

11. Federal smoking policy on Federal property states that smoking is only allowed in designated areas. This policy will be strictly enforced.

12. The contractor will be responsible for notifying the Facilities Department if any interruption of service.

13. At job completion the contractor shall provide certification of completion and warranty for service and parts.

14. The contractor will go through a startup and operation training for HVAC staff.

15. The contractor will provide two copies of operation manuals and one electronic copy.

16. The contractor is responsible for integration into the current Building Management System.

17. The contractor will be responsible for flow balancing the system upon completion in accordance with the chillers factory recommended flow.

E. GOVERNMENT RESPONSIBILITIES

1. FCI Sheridan shall ensure all energy sources needing to be secured to prevent personal injury and/or property damage will be locked-out and tagged-out with the appropriate safety hardware. All system isolations and Lockout/Tag out measures to be implemented, and/or removed, will require written verification by the Contractor, the Facility Manager, and the Safety Manager prior to doing so.

2. FCI Sheridan will provide a secure lay-down area for storage of all equipment and material deliveries from the Contractor. The FBOP does not take any responsibility for the security of such equipment and materials. The Contractor will work thru the COR to address any security issues relating to storage.

3. FCI Sheridan shall ensure a representative is present to allow access to all areas requested by the Contractor as needed.

4. The Contracting Officer’s Representative (COR) will be responsible for ensuring that all Hot Work permits are obtained.

5. FCI Sheridan will complete all disconnect/hook up of the power supply (480 volts 3 phase 20 amp circuits) to the old and new towers.

F. UTILITIES

1. FCI Sheridan will provide electrical services.

2. FCI Sheridan will provide restroom services. Contractor will use staff restrooms in the Powerhouse area.

3. FCI Sheridan will provide water and power for tools and services to complete the job. Contractor will provide all supplies and materials needed to complete this project to include hooking up motors and condenser water.

G. SECURITY/WORKING HOURS

1. All work is to be completed between the hours of 6:00 AM-2:00 PM, Monday - Friday, excluding weekends and federal holidays.

2. Any work required to be completed at any other time than noted above must be scheduled five (5) working days prior to the start of the work, and approved by the Facility Manager and Contracting Officer.

3. No work will be conducted on weekends, or federal holidays.

H. DELIVERY OF MATERIALS

1. All construction materials/equipment required for work on this project is required to be processed by the Contractor and coordinated with the COR for temporary storage.

2. All other construction related deliveries, which are shipped directly to the contractor, can be received between the hours of 7:30 AM - 1:00 PM, Monday - Friday, excluding federal holidays. At no point will a FBOP staff member receive or sign for a delivery if the contractor or his representative is not present to verify and accept the delivery.

3. Under no circumstances will the FBOP or its staff be responsible for the acceptance of any Contractor or company deliveries.

4. The Contractor shall be responsible to provide for loading and unloading contractor material and equipment.

FBOP will not be used.

5. The Contractor shall not use the driveway ramp for the loading, unloading, or storage of any materials or equipment. The contractor will not impede/block the driveway ramp at any time during or after the work shift.

I. STORAGE OF MATERIALS AND EQUIPMENT

All construction material / tools shall be stored in a designated area mutually agreed upon between the COR and the contractor. The storage area will be a secure lockable gang box or similar, size to be determined by the contractor and the COR. The gate/door to the storage box will be secured by a chain and or double locked with a contractor lock and Federal Bureau of Prisons lock. All materials / tools stored within the storage box/container will be neat and stored in a safe manner. Materials cannot be stored at a height that would create a fall hazard.

All tools will be inventoried prior to entering the institution. At the start of each workday all tools will be inventoried out on a daily tool inventory sheet and at the end of the workday all tools will be inventoried back in to ensure accurate accountability of all tools at the end of each workday.

J. SECURITY CLEARANCE/CONTRACTOR BADGES

1. All contractors/sub-contractors (no exceptions) working on the grounds of FCI Sheridan will be issued and required to wear a picture ID/contractor badge provided by FCI Sheridan. For security reasons, the badge will be worn in a visible manner as directed by the COR. All contractors/sub-contractors will submit to the Homeland Security Presidential Directive (HSPD-12). All HSPD-12 paperwork must be filled out in its entirety. The Contracting Officer will get with the Facility Manager or their designee, and schedule a Pre-Construction Conference.

2. In the event a contractor’s employee does not pass the security clearance, it shall be the contractor’s responsibility to submit another employee for security clearance.

3. It is advised that a security clearance packet review be conducted by the Facility Manager or their designee, with all contract workers for errors.

4. All contractors and sub-contractor employees will provide a checklist of all employees on site-each day to the COR, verifying the number of workers on site each day and that all workers are pre-approved to be on the site.

I. ADDITIONAL INFORMATION

1. Restrictions on Contract Workers - The contractor shall not supervise inmates, supervise Bureau of Prisons staff, participate in inmate accountability, requisition, sign for, or pick up supplies, formulate policy or procedures, or attend meetings, staff recalls or staff functions.

2. Institution Security - The Contractor agrees to adhere to all regulations prescribed by the institutions in regards to the safety, custody, and conduct of inmates. The Bureau of Prisons requires all non-employees to sign in and out of the institution for security reasons. Contractor and contractor’s employees will be required to clear a metal detector prior to entering the institution at all times. Contractor will be required to attend a one-time orientation program, consisting of approximately four (4) hours, prior to performing any services under this contact. The date and time for this orientation will be mutually agreed upon by both parties.

3. Method of Performance - The contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work as long as the requirements are met in accordance with the policies described above.

4. Inmate Management - The provision of services under this proposed contract may require frequent contact with unsupervised inmates. The contractor will not be responsible for the management of inmates except to ensure that those inmates involved in activities within the contractor's scope of work shall abide by all rules, in effect, to ensure the safety and well-being of all participants. The contractor will report any infractions of rules and regulations by any inmate to the Facility Manager or the COR.

II TECHNICAL SPECIFICATIONS

A. INTRODUCTION

The performance called for in this Statement of Work (SOW) consists of providing all necessary labor, equipment, materials and related services to include the removal, disposal of, replacement and installation of one existing Dual Cell Cooling Tower, a 150 PSI Pump Package System and a Water Treatment System including the disconnect and reconnect of existing water supply and return piping, make-up water piping, and drain piping along with the removal, replacement and installation of an access ladder handrail and platform. This work shall be performed in strict accordance with this Statement of Work. All recommendations suggested by the manufacturer will be included in the installation.

B. SPECIFICATIONS

A. Provide a Baltimore Cooling Tower model XES3E-8518-06J-2 or equal factory fabricated, induced draft, cross flow cooling tower with vertical discharge. The cooling tower will include the following features:

Tower Steel panels and structural members must be constructed of Galvanized Steel with a Thermosetting Hybrid Polymer and the Cold Water Basin should be protected with a TriArmor (TM) Corrosion Protection System Standard fan driven by Beltdrive Power Train Galvanized Steel Fan Guard Fiberglass Reinforced Polyester (FRP) Casing Panels Tower will be installed with bird screening.

Tower fill level indication will be new and integrated into the BMS Tower Certification 1SO 9001-2008 Certified Thermal Performance will be certified by the Cooling Technology Institute in accordance with the CTI Certification Standard STD-201 Fan and Drive System Fan(s) will be driven by a one-piece multi-grove, neoprene/polyester belt designed specifically for evaporative cooling equipment service.

Motor will be mounted on an adjustable motor base.

Motors will be installed with Variable Frequency Drives and integrated into the current BMS.

Fan(s) and motor sheaves will be non-corrosive cast aluminum.

Fan(s) and steel fan shaft(s) are supported by heavy-duty, self-aligning, grease-packed self-lubricating ball bearings with special seals for protection against dust and moisture.

Fan drive system, including fan motors should be warranted against defects in materials and workmanship for five (5) years.

Bearings designed for minimum L10 life of 80,000 hours (280,000 hours average life).

Fan Guard(s) A heavy gauge, hot-dip galvanized steel wire fan guard provided over each fan cylinder.

Casing Panels Constructed of fiberglass-reinforced polyester (FRP) panels.

Hinged access doors on both sidewalls of the tower for access to eliminators and fan plenum section for all cells.

Doors will be made of a steel frame matching the unit construction with exterior overly of FRP.

Inlet Louvers Air inlet louvers will be wave-formed, fiberglass-reinforced polyester (FRP), spaced to minimize air resistance and prevent water space-out.

Fill Fill and integral drift eliminators formed from self-extinguishing (per ASTM D-568) polyvinyl chloride (PVC) having a flame spread rating of 5 per ASTM Standard E84-77a.

Suitable for a maximum enter water temperature of 130° F (54.44° C).

AMENDED

Eliminators should be designed to effectively strip entrained moisture from the leaving airstream with a minimum of air resistance.

Water Inlet(s) Grooved pipe with mechanical coupling or welded fittings will be acceptable Water Outlet(s) Grooved pipe with mechanical coupling or welded fittings will be acceptable Basin Water Level Control Make-up valve with unsinkable polystyrene filled plastic float arranged for easy adjustment.

Make-up valve should be corrosion resistant and suitable for water supply pressures between 15 psig (103 kPa and 50 psig (345 kPa).

Basin Heater(s) High-watt-density electric emersion heater elements sized to maintain +40°F (+4°C) basin water at 0°F (-18°C) ambient with a 10mph (16 km/h) wind speed.

Electrical requirements should match fan motor.

Heater Element Material Unit shall be supplied with copper heater elements and wiring.

Basin Heater Control Unit shall be supplied with an electric immersion heater control package to include thermostat(s) and low water cutout switch(es) or probe(s), disconnect switch, contactor and wiring.

Basin Sweeper Piping Cold water basin should include Polyvinyl chloride (PVC) sump sweeper.

Influent and effluent connections for connecting to a user supplied filtration system.

20 psig (135 kPa) pressure is required at the water inlet.

Vibration Cutout Switch The vibration switch(es) should be designed to mechanically trip with a frequency range of 0 to 3,600 RPM and trip point of 0.2 to 2.0 g’s.

Switch rating should be 10 amperes at a maximum 480 VAC, and ¼ ampere at 250 Vdc.

Extended Lubrication Lines The bearing lubrication lines should be extended to grease fitting located inside the unit and should be accessible from the access door.

Mechanical Equipment Removal System The units should be supplied with a Removal System consisting of a field installed galvanized steel davit armand mounting bracket.

Hot Water Basin Weirs The unit should be supplied with a hot water basin dam in each hot water basin to accommodate water flow rates down to 50% of the design flow.

Pump Package System Install a PF-64 Pump Package System that will remove unwanted contaminates resulting in increased system efficiency and decreased operating costs.

Flow rate between 50 to 1,200 GPM.

PF-61 series separator.

Cast iron bronze fitted, close-coupled end suction centrifugal pump with TEFC motor.

Cast iron pre-strainer with removable SST basket.

Control Panel NEMA 4X cabinet with door disconnect switch, motor short circuit/overload protection, adjustable purge timer, purge pump and pump HOA switches.

Skid – fusion bonded polyester coated carbon steel.

Sch. 80 PVC interconnecting piping.

Automatic purge complete with electrically actuated industrial grade ball valve.

Manual purge, removable dome, 22 1/2° profile separator.

Water Treatment System

Install a chemical free Water Treatment System inside the Powerhouse to match existing pipe size. Installation should be followed with a signal test to insure that the unit is installed properly and will work properly.

Terminals, wires, fuse, on/off switch, AC/DC PSU. PSU is Class II protected.

Access Door Platform An external service platform(s), with aluminum ladder(s), galvanized safety gate and 1-1/4” (32mm) galvanized steel pipe safety railing complying with OSHA standards and regulations.
