SITE-VISIT QUESTIONS & ANSWERS
RFQ: 15B60925Q00000002 Relace Perimeter Detection System
FCI Safford – Project 24Z6AT7
1. Can you confirm the existing system specifications beyond the mention of dual copper midspan on the inner fence? Specifically, is there any documentation available detailing system age, health, or past maintenance records?
Clarification: The current perimeter detection system is the Infinity 2000IDS and Infinity NW428XPRO. It was installed in 2009.
2. What is the current condition of the existing perimeter fencing (inner and outer)? Are there any known vulnerabilities, repairs needed, or concerns regarding structural integrity that might impact sensor mounting?
Clarification: Fence is in good shape.
3. What are the environmental and operational conditions of the perimeter? Are there any known RF interferences, extreme weather concerns (High winds, rain, electrical storms, etc.), or site-specific challenges that could impact detection accuracy?
Clarification: No RF interferences, spring brings high winds that cause multiple false alarms. Summer brings extreme heat that could age even UV treated cables. Monsoon season brings a lot of thunderstorms that have damaged our microwave systems.
4. For the Sally Port detection solution, is there a preference for a hybrid approach (e.g., fence-mounted with additional sensors) is LIDAR an approved option?

5. What is the required level of integration with existing prison security systems? Will the selected perimeter detection solution need to integrate with an existing VMS, access control system, or command center interface?

6. What level of compliance and certifications are required for the proposed solution? Are there specific mandates from the Arizona Department of Corrections or federal agencies that the system must adhere to?

7. Regarding procurement requirements for NAICS Code 561621: Will the awarded partner be required to demonstrate a formal certification of revenue under $25M, or is self-certification sufficient?
Clarification: Profile on sam.gov should list the applicable NAICS code.
8. What is the desired level of system redundancy and failover protection? Should the solution include a backup power supply, automatic switching, or self-healing capabilities?

9. What are the expected maintenance and support requirements? Will the awarded vendor be responsible for long-term support, or is the client looking for a one-time installation?

Clarification: QUALITY ASSURANCE/INSTALLATION REQUIREMENTS TECHNICAL SPECIFICATIONS. C6 Control System Description (B.) Existing conduit may be used if in good condition.
11. Microwaves are specified but are the existing microwaves not being replaced?

12. Can we use the existing SS junction boxes?

II. Purpose of Site Visit:
Familiarize the contractor with the unique circumstances and requirements surrounding a correctional setting. This visit is also to explain the solicitation, as issued, and not to furnish additional information.
State - nothing said during the visit shall be interpreted as a change to the solicitation without the issuance of a formal amendment through the Contracting Officer, Nicasio Garcia.
III. MINUTES:
Minutes will be recorded and distributed via www.sam.gov.
IV. SITE VISIT INFORMATION:
Walk to selected sites for Replace Perimeter Detection System immediately following introductions. The tour was greeted with a reminder that any questions posed throughout the visit will need to be addressed in writing, to allow all potential bidders availability of the questions and answers.
V. General Topics:
• Work Hours: Work Hours for the contractor are 7:30 AM – 2:30 PM, Monday - Friday, excluding weekends and federal holidays. It shall be the responsibility of the Contractor to familiarize

RFQ: 15B60925Q00000002 Replace Perimeter Detection System himself, his employees, and his subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday.
• Questions: Oral questions asked at Site Visit of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. All questions shall be sent via email to Nicasio Garcia, Contracting Officer. To provide sufficient response time prior to the bid due date, the Government has establishing that questions be submitted no later than February 21, 2025.
• Tool Accountability: Strict accountability and control of all contractor tools and hazardous materials must be always maintained. All contractor tools to be used inside the secure perimeter must be inventoried and accounted for at the conclusion of the workday. Contractor tools may not be stored on-site overnight. The contractor should provide for enough time at the conclusion of the workday for the return and accounting of all tools issued during the workday.
Lost or missing tools must be reported to the COR the Captain immediately.
• Additional Considerations: Contractors will NOT be allowed to bring cell phones.
