QUESTIONS & ANSWERS
RFQ: 15B60924Q00000011 REPAIR ABOVE GROUND WATER TANK
FCI Safford
1. Could you confirm that the tank needs to empty of water before the repairs begin?
Clarification: REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
2. Is an Arizona contractor license required to bid on the 1 MG above ground storage tank?
Clarification: We would ask the contractor to provide licensing for the state they are authorized to work out of. The Arizona contractor license was not required in the SOW, but we need documentation that they are certified and qualified to perform the work.
REFERENCE SECTION I. SPECIFICATIONS. QUALITY ASSURANCE/INSTALLATION REQUIREMENTS: All installers/technicians shall be qualified and certified.
3. Some of the repair items will contaminate the water in the tank if it remains full during repairs.
Clarification: Please bid according to SOW.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
4. Unfortunately, because the epoxy patching/touchups are on the ceiling, it is unlikely that a diver could reach the repair spots additionally even if we are able to remove the interior ladders as per the scope of work with divers with a full tank, we would NOT be able to apply epoxy repair to the areas where cuts were made. Tank will not be taken out of service for anytime per SOW.
Clarification: The tank will not be taken out of service.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
5. After the tank is drained and ventilated for a day, we would likely have 1 day to build scaffolding, 1 day to surface prep, 1 day to do the coatings/touchups, and then cure time (3-7 days depending on product), plus washout/chlorination, and then bringing the tank back online. To be safe, we should request about 2 weeks of having the tank offline – and determine temp water storage needs based on that.
Clarification: The tank will not be taken out of service.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
6. We will need to provide temporary tanks as well as use the existing water service during the repair activity. Looking through the spec, there is nothing mentioned about temp storage.
Clarification: There is nothing mentioned in the Scope of Work regarding temporary tanks because the tank will need to be in service while repairs are being performed.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.

7. For this temporary water storage, we need to understand how much the FBOP would require to be stored (in a temporary manner - additional tanks) in order to keep everything operational. Providing 1.2Million gallons of temporary water (to match existing) will be a significant cost.
Clarification: Temporary water storage is not required; the tank will need to be in service while repairs are being performed.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
8. Do we carry the costs for temporary storage in the bid form line item for the spot Epoxy Ceiling repairs or the line item for the interior ladder cage removal and Epoxy repairs, both will require the tank to be empty. Suggestion is to add a new separate bid line item to address temporary water needs / temp tanks.
Clarification: No associated costs are expected due to the storage tank needing to be in service while repairs are being performed. Thank you for the suggestion.
REFERENCE SECTION I. SPECIFICATIONS. SCOPE OF WORK: The storage tank will need to stay in service while repairs are being performed.
