MDC LOS ANGELES – INSTALL GUN LOCKERS

PROJECT 6D7M QUESTIONS & ANSWERS

SOLICITATION 15B60621B00000001

SUBMITTED BY CALTEC CORPORATION:

In follow up to our previous Pre-Bid RFI 01, we have reached out to numerous manufacturers and the information provided in the Addendum and Bid Set is not sufficient for any of the manufacturers to provide a quote on.

Previously, we had asked for the existing manufacturers and model numbers of Access Control panel, Fire Alarm panel, CCTV system, and Detention Monitoring system.

The response was:

1. Access Control panel (Solid State Technologies)

2. Fire Alarm Panel (Gamewell- IF 650)

3. CCTV system (Quagnify – AMS9410-G38JG52

(NV-NVD-5204) (NV-SVR-9820)

4. Detention monitoring system (Senstar, MX- 5020)

In an attempt to obtain pricing with the following manufacturers, there are issues as follows:

1. We have not been able to find a manufacturer named “Solid State Technologies”. Please provide the contact information of a manufacturer rep.

There is also no model number provided. Please provide details on the system being used.

a. Specification Section 282000-2.1-B calls for Tamper Protection.

There is not enough information as to how this system is integrated into the Access Control system, if needed at all.

2. Manufacturer’s representative says: The existing CCTV system and VMS would most likely need to be upgraded so that new cameras can even be installed. It is not clear whether the owner will include/exclude the server(s). Either way, the bottom line is that adding any cameras to an older analog system is going to create problems since the only analog cameras available these days are not usable and aren't NDAA compliant (which the center would need).

Clarification: There are plenty of ports available on our switch to run IP Cameras.

So, the questions everyone has are:

a. Verify what the old VMS (Video Management System) is (analog or IP) and if new IP cameras can be incorporated into it.

b. If old system is DVR (Digital Video Recorder) then we'd need to replace it with a new VMS. This means we either A) include the necessary servers required for the new VMS (costly) or B) exclude the servers and determine this later to keep the costs down initially. We can ask the client to provide this up front or provide a number for a "turn-key" system which will be more expensive but is easier for the end users.

c. How many cameras need to be replaced throughout the facility so new cameras can be added to the same system. Incorporating new cameras to an outdated system would not work.

d. How many existing cameras are there as we would need to have each terminated in a new converter from analog to digital so we can plug all the old stuff into the new VMS. We would also have to buy licenses for all the old cameras and new to license them on the new system.

e. Is there existing conduit that the new cables can be run through?

f. Are there sufficient IDF rooms where longer runs can be sent to a local network switch rather than home run each cable? Max distance for CAT 53 or CAT 6 cable is 328 ft. Are all runs under that distance or run through a network IDF room?

g. These are the basic questions that prevented our partners from being willing to provide numbers since there is no way to exclude all this and still offer a number.

CLARIFICATION:

a. Our current VMS is IP.

b. No need for new system.

c. No need for new system.

d. N/A

e. No. Conduit will need to be installed as needed.

f. All runs are under the distance of 328 ft.
