About this file
This is a Questions and Answers document for federal contract solicitation 15B50126PR000152, addressing inquiries related to interior finish abatement and demolition work at FCI Bastrop, Texas.
The project scope is strictly abatement, demolition, and disposal of water-damaged interior finishes in four buildings, with no reconstruction, replacement of drywall, ceilings, wood paneling, or painting included. The contractor must complete all work within 210 calendar days from Notice to Proceed, with liquidated damages of $1,412.16 per day for delays beyond this period. The contract is firm-fixed-price and requires monthly progress invoicing with Net 30 payment terms. Contractors must include final clearance testing and mold assessment/remediation protocols in their scope; a Mold Assessment Consultant (MAC) remediation protocol must be developed as part of contract performance. Negative-air containment and HEPA filtration are required throughout all identified demolition areas. The Government has not conducted mold or lead-based paint testing, but asbestos testing results are available from the local Occupational Health & Safety Administrator. Contractors must comply with applicable wage determinations (included on SAM.GOV), obtain state permits if the MAC remediation protocol requires it, submit payment and performance bonds per RFO 28.102-1(b)(1), and limit on-site workers to 20 during the work period. Quotes must be submitted via email to l4mitchell@bop.gov using the SF 1449 form, and a mandatory pre-bid site visit was scheduled for Wednesday, August 26th at 1:00 PM CST at 1341 Highway 95 North, Bastrop, TX 78602, requiring background check paperwork and valid state or federal identification.

• 50% of the contract value upon completion and acceptance of approximately 50% of the required work; and
• The remaining 50% upon final completion and acceptance of the project.
If milestone invoicing is permitted, would the Government also accept Net 15 payment terms for each properly submitted and approved invoice?
If the project surpasses the 210 days expected to be completed, the contractor will then invoice for the work performed through monthly progress payments. These terms can be Net 30 if requested.
