About this file
This is a Questions and Answers document issued on October 13, 2026, for Federal Bureau of Prisons (BOP) Request for Quote Notice ID 15b41826Q00000015 for bread supply to FCC Terre Haute. The quotation submission deadline was extended to Friday, October 16, 2026, at 11:00 AM Eastern Standard Time, with quotes to be submitted via email to rmoothery@bop.gov and alasecki@bop.gov.
The requirement involves providing 71,258 loaves of sliced bread (CLIN 0003) for an 11-month performance period from November 1, 2026, through September 30, 2027. Quantities are firm, and deliveries must begin in November 2026 with monthly supply orders, though the agency may order more frequently as needed. All bread products must be delivered within 48 hours of baking and must display either a "baked on" date or "best used by" date on packaging. Deliveries are accepted Monday through Friday from 7:30 AM to 2:00 PM Eastern Standard Time, excluding federal holidays. Pricing submissions must include total cost incorporating shipping and delivery on the SF 1449 form in blocks 17a and 30a-c. The program area prefers 24-slice loaves but will consider other full-size counts, and minimum package counts of 8 units are acceptable if total quantities meet solicited requirements. Quoters without past performance records may not be evaluated as favorable or unfavorable. The Nonmanufacturer Rule under FAR 52.219-33 applies as stated in the solicitation and award documents.

Clarification Questions and Answers
1. The price list for sliced bread (CLIN 0003) suggests a price schedule for 71,258 loaves of bread will the separate Statement of Work is estimating 71,268 loaves of bread.
Answer: The program area is requesting quotations for 71,258 loaves.
2. What must be included with the quote beyond the SF 1449 (blocks 17a, 30a-c), pricing and package size?
Answer: Under section 1 of the schedule of supplies / services, the unit price and amount must be input. This price must include the total cost, which includes shipping and delivery.
3. How will a quoter with no past performance record be evaluated, and may a supplier's or bakery's past performance be considered?
Answer: Quoters with no past performance may not be evaluated as favorable or unfavorably. Refer to the Revolutionary Far Overhaul section 15:305(a)(2)(v)
4. What is the delivery frequency, days and hours? 11/01/2026 is a Sunday.
Line 0003 shows 71,258 loaves in the schedule and 71,268 in the SOW. Which is correct?
Answer: The contractor will provide a monthly supply and delivery of fresh bread for a period of 11 months. The deliveries must be made within 48 hours of baking.
5. Are quantities firm or estimated?
Answer: The quantities are firm.
6. The solicitation identifies both products as 12-count packages. One of our prospective commercial bakery suppliers manufactures and distributes the required bun products in 8-count packages. Would 8-count packages be acceptable if we provide the same total number of individual buns required by the solicitation and the products otherwise meet the applicable specifications?
Answer: 8 count is the minimum the requiring program will accept as long as the total quantities equate to the solicited requirement.
7. The Statement of Work identifies the sliced-bread requirement as 24-slice loaves.
Our prospective supplier has proposed a 22-ounce enriched white bread loaf containing 20 slices plus 2 heels. Would this loaf configuration be acceptable, or must each loaf contain 24 slices?
Answer: The program area’s priority is the number of slices not the package size but for logistic and storage purposes, the program area has a preferred loaf size of 24 slices but will consider other full-size counts.
8. Because our company would be purchasing the bakery products from a commercial manufacturer and supplying them to FCC Terre Haute, please confirm whether the Nonmanufacturer Rule under FAR 52.219-33 applies to this solicitation and, if applicable, whether any SBA waiver applies to the products being procured.
Answer: The provisions and clauses stated in the solicitation and award documents apply.
9. The SF-1449 schedule references November 1, 2026, while the Statement of Work indicates that supplies will be ordered and delivered monthly through individual delivery orders on an as-needed basis. Please confirm that the listed quantities represent the estimated total requirement for the full November 1, 2026 through
September 30, 2027 period of performance, rather than quantities required for delivery on November 1.
We also understand from the Statement of Work that bread products must be delivered within 48 hours of baking. Please confirm that this freshness requirement applies to each delivery throughout the period of performance.
Answer: Deliveries must start in November 2026.
The quantities are for the full award period of performance.
The freshness requirement applies to every delivery.
10. Are there designated days and hours during which FCC Terre Haute will accept bread deliveries?
Answer: FCC Terre Haute accepts deliveries Monday through Friday from
7:30am eastern standard time until 2:00pm eastern standard time with the exception of federal holidays.
11. Approximately how frequently does FCC Terre Haute anticipate placing delivery orders under this requirement—for example, multiple times per week, weekly, biweekly, or monthly?
Answer: As stated in the Statement of Work, the requiring agency requires a monthly delivery order but may opt to order more frequently as needed.
12. If the packaging does not display a readily identifiable bake date, what documentation or date-coding standard does FCC Terre Haute use to determine whether the product satisfies the 48-hour requirement?
Answer: If the packaging does not display a “baked on” date, it must display a
“best used by” date, considering the items will not be refrigerated and will be stored on a shelf.
