About this file

This is a Questions and Answers document for the FPC Yankton Above Ground Storage Tanks Synopsis Solicitation.

The document addresses nine clarification items regarding the conversion of an underground storage tank (UST) system to an above ground storage tank (AST) system. Key clarifications include: the fuel management and key fob system must be network-connected and FATA-approved, with specific software and communication methods to be confirmed; the new AST will be positioned in the same location as the existing UST with the same fuel island configuration; the tank manufacturer will determine the required concrete pad foundation specifications; the dispenser configuration will consist of one dispenser with two hoses and nozzles, providing one hose per product (separate diesel and unleaded dispensing); a temporary fuel tank is required during construction to transfer fuel from the UST prior to deactivation and to maintain fueling operations during installation, with fuel being pumped from the temporary tank into the completed AST upon completion; fuel ordering responsibility falls on the Government, relieving the contractor of fuel procurement, transfer, storage, and disposal duties. The document also provides site-specific technical measurements, including attic access dimensions of approximately 3 feet by 3 feet, estimated conduit routing of 160 feet from the office control box through the attic to the tank location, and approximately 100 feet of separation between the ESD/shop building and the tank location. Supporting photographs document the attic access point and associated infrastructure.

Questions and Answers for FPC Yankton - Above Ground Storage Tanks Synopsis Solicitation

1. Key Fob / Fuel Management System

The documents do not appear to identify the specific key fob software or fuel management platform. They also do not clearly state whether communication is hard-wired, cellular, network-based, or standalone. Please assume a complete operational fuel-management/key-fob system is required, but we need clarification on the required system, software, communication method, and whether it ties into any existing Government system.

The system will need to be able to connect to the network so will need to be fatara approved

2. Aboveground Tank Location

The documents do not clearly state whether the new aboveground tank is to be installed in the same exact location as the existing underground tank. This needs to be clarified because the existing underground tank removal, excavation/backfill, clearances, access, bollards, and new concrete pad layout could affect the final location.

The tank will need to be placed back into the same location as the current system and fuel island

3. New Concrete Pad Size

The exact new pad dimensions are not shown in the documents we currently have. The scope indicates a new reinforced concrete pad/foundation is required for the aboveground tank, but the final pad footprint, thickness/reinforcement requirements, anchor locations, and island layout should be confirmed by the Government and/or the approved tank manufacturer.

The tank manufacturer should determine what foundation would be needed

4. Dispenser Hose Configuration

The documents do not clearly confirm whether the dispensers are one hose per product.

Based on the general scope, it appears the project is intended to have separate diesel and unleaded dispensing, but the required dispenser configuration, number of hoses, number of nozzles, and whether each product is single-hose or multi-hose should be clarified before final pricing.

The dispenser would be one dispenser with two hoses and nozzles and one hose per product

5. Temporary Fuel Tank During Construction

The documents do not clearly state whether a temporary fuel tank is required during construction to maintain fueling operations while the existing underground tank is removed and the new aboveground system is installed. Please clarify whether temporary fueling is required, and if so, whether the contractor is responsible for providing the temporary tank, set up, containment, permitting, monitoring, removal, and related controls.

Yes, a temporary fuel tank will be needed for fuel transfer from UST prior to deactivation and fuel operations during construction. Then pumped from the Temporary fueling tank in to the completed AST

6. Fuel Responsibility

The documents do not clearly state whether the contractor is responsible for providing, transferring, storing, disposing of, or replacing fuel during construction. Please clarify whether the Government will handle all existing and new fuel, or whether the contractor is responsible for fuel transfer, temporary storage, disposal of contaminated fuel, initial fill of the new tank, or any fuel needed for startup/testing.

Fuel ordering responsibility will fall on the government.

7. Where/what does the attic access look like and what are the access dimensions?

The attic access point is the wooden hatch picture posted in the Meeting Minutes and Photos attachment here in SAM and it measures roughly 3ft by 3ft. Below are additional photos.

8. What is the footage from the control box in the office up through the attic and back down from where the conduit comes out of the attic?

The footage is estimated to be about 160 Ft.

9. What is the footage from ESD/ shop building to the tank location?

The footage is estimated to be about 100 Ft.
