About this file

This document appears to be a set of question and answer (Q&A) minutes from a pre-quote meeting for a federal contract opportunity. The contract opportunity is for the removal of asbestos-containing material at the Federal Correctional Institution (FCI) in Sandstone, Minnesota. The project includes the removal and disposal of four asbestos-lined steel water tanks, asbestos-containing materials from steam lines, and asbestos floor tile and mastic from an office area and hallway in the old powerhouse. The contract has an estimated magnitude between $100,000 and $250,000, and the performance period is 180 calendar days. The contract is a 100% small business set-aside, and the North American Industry Classification System (NAICS) code is 562910 with a $25 million size standard. The Q&A addresses a potential quoter's concerns about the requirement for a Certified Industrial Hygienist, and the government's response indicates that the training and certifications of the proposed inspector are adequate for the project.

Pre-Quote Meeting Minutes Federal Correctional Institute Sandstone

Sandstone, MN

Asbestos Abatement Old Powerhouse 15B41324Q00000006

Project 24Z4AS4 July 02, 2024

Q&A

Below is a question and respective answer from a potential quoter on 7/02/2024. As noted during the Pre-Quote meeting, the Primary Contract Specialist Mr. J. Polk will be out of the office for the foreseeable future. Please be sure to e-mail both the Primary and Secondary contacts listed in the SAM posting.

-- Q -- The specification on page 14 under "Specific Requirements; paragraph d." It specifically states that a Certified Industrial Hygienist (IH) be utilized for this project. Though Tracy Jacobs and her staff from Twin Ports Testing (TPT) have all the certifications required to perform these duties in the state of Minnesota, she is not a Certified (IH). In the state of Minnesota, by law the task of updating an asbestos maintenance program is that of a Minnesota Certified Management Planner. So in order to satisfy these specifications, not only does a person have to be a Certified (IH), a Minnesota Certified Asbestos Site Supervisor, they also have to have the certification of a Minnesota Management Planner.

A.) The training Ms. Jacobs has is adequate for our situation, as we are not requiring the re-writing of our asbestos survey plan, we only require third party air sampling along with the documentation of the testing.
