RE: RFI No. 2 - 15B41121Q00000007, Project 4D3W Supply and Install (5) Backflow Preventers at FCI Pekin, IL
Dear Interested parties, The following are responses to questions received clarifying technical details of the work sought:
1. Are there isolation valves before and after these backflows that we can close to change them out or will we need to shut off the incoming line from the city? Curb Stop
2. What systems will be impacted by shutting down these systems, i.e. fire sprinkler, domestic water, irrigation etc.? Domestic water
3. On the picture of the attached 3” backflow there is not a strainer. The statement of work indicates all new LF909 backflows to include Wye Strainers. Will strainers be required? If so, it will change the takeout of the existing backflow and additional labor and material will need to be included in order to lengthen the take-out and tie into existing pipe. Is additional space available to add the strainers if required? Strainers will be added consistent with the statement of work. Make assembly code compliant.
4. The supply and discharge piping and looks to be wrapped in insulation. Are there any asbestos containing materials in the existing insulation? Is documentation available stating no asbestos containing materials? Insulation is Fiberglass
5. Section 2.6 of the Statement of Work: The contractor is also responsible to conduct all structural repairs, patch walls, paint, repair ceilings etc., associated with the upgrade of the PLC and CCTV Matrix System. Is this sentence supposed to be in this project and can it be excluded? Sentence has been removed. If damage occurs, contractor is responsible to repair damages. See revised statement of work.
6. Section 2.7 of the Statement of Work: The contractor shall provide one complete set hardcopy D-Size drawings of the entire system, an electronic version of all the plans in CAD format and in PDF format in discs upon completion. This project is to replace backflows, can this statement be excluded? This statement has been removed from the statement of work. See revised statement of work.
7. Section 3 of the Statement of Work: The contractor shall provide a manufacturer’s warranty for any repair or replacement of defective materials up to 3 years at no additional cost to the FBOP. Standard manufacturer warranty on parts is 1 year. Will the contractor be responsible for 3 full years of labor and materials related only to manufacturer defects? The contractor will be responsible for 3 years of labor and materials required to replace defective materials consistent with the statement of work.
8. Are new air gaps to be included with each backflow or will the existing air gaps and drains be reused? If the existing air gaps and drains can be salvaged they will be used. If they are not serviceable, then new air gaps and/or drains will be required.
9. Are there additional pictures available of the other (4) 4” backflow preventers? These will be posted on beta.SAM.gov.
10. What areas are all 5 of the backflows in? Are they all in mechanical rooms with adequate access? Mechanical rooms with access
11. Is there any scheduled walk through of the facility to see the 5 backflows? There is no site visit scheduled at this time.
